Lilia “Baby” Pineda and Second District Rep. Gloria Macapagal Arroyo are set to inspect some of 18 prominent piggery farms in Porac. “It will not just be a major factor but would spell the big difference in solving the Porac hog farm mess affecting our town for over 20 years and counting,” said Tapang in an interview here. Arroyo and Pineda agreed to inspect the piggeries “at the soonest possible time.” Pineda asked Mayor Condradito “Carling” De La Cruz not to issue business permits to at least 38 hog and chicken farms in the biggest town in Pampanga in terms of land area “while there are problems and complaints.” Pineda said the piggeries and poultries should first strictly follow the rules PAGE 6 PLEASE SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA) has given the green light for the establishment of renewable energy projects in this freeport, in line with government thrust to accelerate the development of indigenous and renewable power generation systems in the country. According to SBMA Chairman Feliciano Salonga, the Subic agency has recently approved the request of Subic Wind Power Generation, Inc. (SWPGI) to expand its business and include the establishment and operation of a solar energy project on top of its original proposal to establish and operate a wind farm. SWPGI, a subsidiary of the China-based Sunnew Investments Ltd., had committed $75 million last year for the establishment of a 25-wind turbine farm that would generate some 50 megawatts of power here. However, after ocular surveys and initial data gathering in Subic, the firm decided to also build a solar energy project that would yield from 100 to 200 megawatts of energy, Salonga said. He is the chairman of the committee on health and environment of the Angeles City council. Pamintuan invited Councilor Jay Sangil to join him as they and other residents here and nearby Porac town ex- perienced “extremely foul smell coming from the hog farms in the area.” “I was traveling last Saturday at the boundary of Porac and Cutcut when foul odor disturbed me and my wife despite being inside a closed car. I told myself we really have to close some erring piggeries which fail to meet environmental standards set by the government,” said Pamintuan referring to the Kennon Farm which can handle as much as 8,000 hogs. CENTRAL LUZON • JANUARY 12 - 13, 2011 • WEDNESDAY - THURSDAY BY DINO BALABO 2 MALOLOS CITY—It is now final: Tea rose marble mining at the Biak-na-Bato mineral reservation area has been stopped, and the said area must be reverted to the national park, officials said. This came after the Department of Environment and Natural Resources (DENR) cancelled the Mineral Production Sharing Agreement (MPSA) it issued to Rosemoor Mining and Development Corporation (Rosemoor) Leo Jasareno, the director of the Mine and Geosciences Bureau (MGB) of the DENR made the announcement while speaking to hundreds of participants at the launch of the Biak-na-Bato Rainforestation Project at the Bulacan State University (BulSU) here on Monday, January 10. “Nagdesisyon na po ang DENR, hindi na mapapatag ngayon ang kabundukan ng Biak-na-Bato,” he said referring to about 600 hectare reservation area which used to be part of the Biak-na-Bato National Park located at the boundary of San Miguel and Donya Remedios Trinidad towns in Bulacan. However, DENR’s cancellation of the MPSA it earlier issued to Rosemoor is not enough. Jasareno said that the said area must be reverted to the national park noting that the DENR is now finalizing a proposal to President Benigno Aquino III for the reversion. Used as a fortress and headquarters by Filipino revolutionaries during the wars against Spain and America, and World War II, the mountains surrounding Biakna-Bato measuring 2,117 hectare was declared as a national park by the late President Manuel L. Quezon. In the closing years of martial law, the late President Ferdinand Marcos opened a part of the national park to mining and awarded it to Dr. Lourdes Pascual who was murdered in Quezon City last November. During the administration of the late President Corazon Aquino, the 2,117 hectare Biak-naBato National Park was fragmented as she divided it into a national park, forest reservation area, watershed and mineral reservation area. This fragmentation of Biakna-Bato into four different areas opened the doors for large- and small-scale miners which local residents including environmental advocates claimed to have resulted in the desecration of the national park and degradation of the environment. Local officials also joined the call for the reversion of the Biakna-Bato National Park to its original size of 2,117 hectares, which Jasareno said is now possible. The DENR is now finalizing its proposal to the President for the reversion of Biak-na-Bato National Park. In an interview, he cited three points that served as basis for DENR’s cancellation of Rosemoor’s MPSA. These were the violations of the provision of the MPSA, internal conflict in Dr. Pascual’s family, and unresolved issue on depleting ground water. Jasareno said that one of the violations committed by Rosemoor on its MPSA is allowing entry of other mining operators within its 300 hectare MPSA area. “Patong-patong ang operator doon, pero wala naman silang permit mula sa MGB,” he said. With regards to internal conflict within the Pascual family, Jasareno said that Dr. Pascual was killed last November in Quezon City, while her nephew, Engineer Constantino Pascual was killed in an ambush in 2008 in San Miguel town, and four years earlier Rodante Marcial, one of the mining operators, was killed by communist rebels in 2004. “Marami na ang napatay dahil diyan, although posibleng hindi magkakaugnay ang lahat ng kaso, pero hindi na maghihintay ang DENR na may mapatay pang iba,” he said. He cited the same with regards to depleting ground water in Barangay Sibul, San Miguel which he said is still under study. “Hindi pa namin alam kung kailan matatapos ang study, pero hindi na namin hinintay na matapos iyon bago patigilin ang mining kasi baka bago matapos ang study ay wala nang tubig,”he explained. Earlier, Professor Ray Naguit, the dean of the College of Social Science and Philosophy (CSSP) at the BulSU here noted that marbles are classified as marbelized limestone that serves as water aquifer. ESCONDE DINALUPIHAN, Bataan- The Criminal Investigation and Detection Group (CIDG) on Monday raided an enterprise that allegedly fronts as call center but in reality operates as a cybersex den at the second floor of a big building near the public market here. Chief Insp. Rogart Campo, CIDG provincial chief, said they seized 62 computer sets, 13 USBs and brought for questioning 38 agents, 22 of them women, of the Midway 635 based on a search warrant issued by Regional Trial Court Judge Remigio Escalada, Jr. of RTC Branch 3 in Balanga City. Midway 635 describes itself as “the first, the biggest and legitimate call center in Dinalupihan.” An official of the Dinalupihan municipal government said the company has been operating in the town for two years . CIDG said the business es- tablishment disguised itself as call center but is actually engaged in the business of selling pornographic sites through online chatting using Yahoo messenger and Imesh applications. The applicants are trained to be chat sales agent or marketing agents. No one from the personnel of the establishment would air their side. The owner of the call center is reportedly in Manila. The CIDG head said they have placed the call center under continuous surveillance. He said that just before the Christmas season, they posted an informant in the call center who applied and was accepted as chat sales agent under an on-the-job training scheme. Campo said their informant was able to secure obscene pictures and communications on how customers were enticed to join the sales agents in the chat room through various internet sites like Yahoo messenger, The Spirit of Love Catholic Community invites everyone to a Healing Mass by Fr. PEDOPHILIA ALARM RAISED Foreign adults with local boys, girls in public places to be monitored ANGELES CITY- What to make of adult tourists, often Caucasian of retired age, towing along an unchaperoned, poorly clad Filipino girl or boy obviously under 12 years of age, in malls or other public places here? While the city social welfare office here said cases of pedophilia in this city are negligible, its chief, Heidi Patio, has called on the help of barangay officials to monitor such situations and even question both foreigner and child. This, amid increasing sightings of adult foreigners treating unaccompanied Filipino children to foods and toys at local malls and other public places. The foreigner could be jailed or fined P50,000 as provided by law, Patio noted. Mayor Edgardo Pamintuan, a lawyer, said he fully backed Patio’s move, as he cited Republic Act No. 7610 titled “An Act Providing for Stronger De- terrence and Special Protection Against Child Abuse, Exploitation and Discrimination, and for Other Purposes.” “It’s a very strict law that covers situations in which adults who are in the company of children who are not their relatives could be held by law enforcers,” he said. Patio cited R.A. 7610 as providing that “any person who shall keep or have in his company a minor, twelve years or under or who is ten years or more his junior in any public or private place, hotel, motel, beer joint, discotheque, cabaret, pension house, sauna or massage parlor, beach and, or other tourist resort or similar places shall suffer the penalty of prision mayor in its maximum period and a fine of not less than P50,000.” She noted, however, that the law provides exemption in cases wherein the adult “is related within the fourth degree of consanguinity or affinity or any bond recognized by law, local custom and tradition or acts in the performance of a social, moral or legal duty.” “We’d be grateful for the kindness of foreigners to our poor children, but we want to be careful and assure that there is no exploitation of any kind of the children, and this is paramount,” Patio said, as she noted increasing cases of pedophilia not only in the country, but worldwide. She admitted some difficulty in dealing with such situations in public places, noting that law violation would be clearer in case such adults are found with minors in more questionable places such as a motel where arrests could readily be made. Patio said foreigners in such situations would not be subject to questioning by barangay officials. She lamented that her office could not perform such task as she has only 17 personnel at her office, even as her office also covers teachers in 73 local day care centers. She noted, though, that no sexual abuse has been reported so far among some 200 underaged night-time street scavengers in this city, as well as among an undetermined number of children selling sampaguitas and other items at beerhouses and other such establishments. Patio noted that the Dona Consuelo Zobel Foundation has continued to support in this with the Child Abuse Prevention and Intervention Network which, in 2002, was piloted not only here, but also in the City of San Fernando and Guagua in Pampanga. The foundation provides help for abused children, as well as those with criminal record. The foundation is establishing a special room for such children at a local hospital which could also serve as a venue for both their physical and psychological treatment, Patio added. Enough to make the Clark Development Corp. to crow to the high heavens of a glorious performance for the year just ended. Yeah, enough for CDC President-CEO Benigno N. Ricafort to pop his crystal ball showing Clark exports tripling in the next two years, what with “major semi-conductor companies reaching their full operating capacity.” Yeah, enough for Ricafort to unravel that the “centerpiece of the CDC’s major achievements this year revolved around the state-owned firm’s economic strategy – the 8-Point Agenda: 1) International Standard Business Center, 2) Participative Management Concept, 3) Parallel Development Program, 4) Pro-Active Coordination with CIAC-DMIA, 5) Clark-Subic Synergy, 6) Tourism Development, 7) Strengthening of After Sales Services, and 8) Corporate Social Responsibility.” “The CDC 8-point agenda is a roadmap for Clark’s greater progress in achieving its 3-2-1 goal, which translates as $3 billion investments, $2 billion annual exports and 100,000-strong employment by 2014.” So CDC press released. As basic as simple buy-and-sell in the determination of profit, or loss as the case maybe, is the consideration of the cost of import vis-à-vis the income from export, with all other factors as labor, transport and shipping, duties and other charges thrown in. The difference defining the firm’s economic health, or infirmity as the case maybe. So the CDC managed $1.34 billion in exports for 2010. So how much did the imports – materials for producing the exports, not to mention the labor cost – of the Clark manufacturing firms cost? We sense here full vindication of our stand that the hot air balloon festival is inimical to the full development of the Diosdado Macapagal International Airport. Nowhere in the world can you find an airport, an international one at that, as hot air ballooning site. What airline would dare share air space with hot air balloons? Industry sources said then that the MPIC was even entering into a joint venture with the San Miguel Beer Corp. for the Clark airport project which will have as corollary the construction of a railway system that will run in the middle of the North Luzon Expressway (NLEx) which is run by a Pangilinan company. Now, these are the developments we like to see at Clark, not the balloons inflated with noxious gasses out of CDC’s asses. TODAY IN HISTORY Pyramid mystery unearthed ON THIS DAY, an international panel overseeing the restoration of the Great Pyramids in Egypt overcomes years of frustration when it abandons modern construction techniques in favor of the method employed by the ancient Egyptians. Located at Giza outside Cairo, some of the oldest manmade structures on earth were showing severe signs of decay by the early 1980s. Successful repair work began on the 4,600year-old Sphinx in 1981, but restoration of the pyramids proved destructive when water in modern cement caused adjacent limestone stones to split. On January 12, 1984, restorers stopped using mortar and adopted the system of interlocking blocks practiced by the original pyramid builders. From thereon, the project proceeded smoothly. The ancient Egyptians built nearly 100 pyramids over a millennium to serve as burial chambers for their royalty. They believed that the pyramids eased the monarchs' passage into the afterlife, and the sites served as centers of religious activity. Dur- ing the Old Kingdom, a period of Egyptian history that lasted from the late 26th century B.C. to the mid-22nd century B.C., the Egyptians built their largest and most ambitious pyramids. The three enormous pyramids situated at Giza outside of Cairo were built by King Khufu, his son, and his grandson in the Fourth Dynasty. The largest, known as the Great Pyramid, was built by Khufu and is the only one of the "Seven Wonders of the World" from antiquity that still survives. The Great Pyramid was built of approximately 2.3 million blocks of stone and stood nearly 50 stories high upon completion. Its base forms a nearly perfect and level square, with sides aligned to the four cardinal points of the compass. The Great Pyramid is composed primarily of yellowish limestone blocks and was originally covered in an outer casing of smooth light-colored limestone. This finer limestone eroded and was carried away in later centuries, but the material can still be found in the inner passages. The interior burial chamber was built of huge blocks of granite. It is believed that construction of the pyramid took 20 years and involved over 20,000 workers, bakers, carpenters, and water carriers. The exact method in which this architectural masterpiece was built is not definitively known, but the leading theory is that the Egyptians employed an encircling embankment of sand, brick, and earth that was increased in height as the pyramid rose. In addition to Khufu's mummy, interior rooms of the pyramid held objects for the deceased to use in the afterlife. Many of these items were valuable, and tomb robbers had long ago robbed the pyramids of their treasures before modern archeologists began studying the structures in the 17th century. King Khafre, the grandson of Khufu, built the Great Sphinx, which was carved from a single block of limestone left over in a quarry used to build the pyramids. FROM PAGE 1 Guy Hilbero, tourism officer of Mabalacat, Pampanga, christened as “Barefoot” the suspect in what he described as a “historic holdup” of three young British nationals on the slopes of Mt. Pinatubo at about 8:30 a.m. last Sunday. “In the 15-year history of trekking to the craterlake of Mt. Pinatubo, it was the first holdup of tourists to happen on the slopes. In that sense, the holdup was historic and it was an embarrassment for our tourism industry, ” Hilbero lamented. He identified the victims as British nationals Peter Turner and his sister Selma Turner and their friend David Padfield, all in their early 20’s. The turners are Eurasians vacationing with relatives of the Filipino mother in San Felipe, Zambales. “It was the first such incident since I initiated trekking to the summit of Mt. Pinatubo 15 years ago as a tourist attraction,” Hilbero said. The two-kilometer wide lake on the crater was formed when the summit of the volcano collapsed during its eruption in 1991. Treks to the volcanic summit have become a major tourist attraction in Central Luzon since then. The three victims set for the trek to the crater at about 5 a.m. last Sunday. About 100 foreign and domestic tourists were bound for the trek that day, although they went in separate groups, each with a local guide. Hilbero said the trek, which he also joined with a separate group, started at the tourism center in Barangay Sta. Juliana in Capas, Tarlac where the trekkers hired a four-wheel powered jeep which travelled one and a half hours to the slopes. In an area no longer accessible to vehicles, the tourists started their trek on foot that was supposed to last two hours up to the summit. “We were already climbing on foot for about half an hour when we saw the British youths, who were ahead of us by about half a kilometer, rushing back to us shouting they were held up,” he recalled. The victims, who had a guide named Jun Salazar, said the lone holdup- per, wielding what seemed to be an improvised pistol, suddenly jumped from a rock in front of them and announced the holdup. They were immediately told to throw their bags away and lie on their stomachs. They said that when the suspect had collected their bags, the suspect told them to run away as fast as they could, as he fired one shot into the air. The victims lost two Canon cameras worth some P75,000 each, one digital camera, P10,000 cash, three iPad tablets, signature sunglasses, and a Timex watch. Hilbero said investigators who later responded to the incident referred to the suspect as Barefoot. “Ground prints at the site of the holdup indicated that the suspect was barefoot. The victims said he also wore fatigue uniform with matching hat,” Hilbero said that the victim’s Filipino guide could not say whether the suspect was an Aeta, although he described him as “short and dark complexioned.” Responding Philippine Air Force soldiers and barangay officials from Sta. Juliana, led by its chairman Salvador de los Reyes, failed to track down Barefoot, although they theorized that the suspect could have had company as indicated by camping leftovers near the holdup site. Despite the incident, the tourists decided to go on with their climb to Mt. Pinatubo’s lake where Hilbero treated them to a free boat ride. After the trek, the victims were also treated to free meals and a reimbursement of the P1,500 fee each paid for the hiring of the jeep, tourist guide fee, and the meal. Hilbero also lent them P3,000 of his personal funds to enable them to go back to Zambales where they have been staying since they arrived a week ago. Hilbero asked yesterday Brig Gen. Fred Payawan, commander of the 600th airbase wing here, to help track down Barefoot. “I know the terrain, and I am sure Barefoot is still there somewhere and would not be able to leave except through the western side of the slopes. Last October, Tapang filed a resolution creating a task force to monitor and inspect the piggeries and poultries in the town. It will be composed of 12 people, including the representatives of the Pinoy Gumising Ka Movement (PGKM) which launched an all-out war against the erring pig and poultry farms. But Tapang’s task force failed to jumpstart after at least four piggery owners led by Johnson Go of Marson Farm refused to allow 12 task force members to enter their respective farm. They wanted to allow only four members. Tapang said the task force “should be well represented.” “Anyway, those who have violations and lacking the necessary equipment should fear the inspection,” said Tapang. He reiterated his call that farms which have violations of laws as well as procedural rules set by the EMB should be closed and not given business permits. “Close them after a thorough inspection. Kapag kausap mo siya, parang positive ng lahat. Maganda ang energy niya. Nakakahawa ang pagiging masayahin niya kaya gusto ko siyang katrabaho,” say ni Iwa sa presscon ng Dwarfina. Ang last TV series na ginawa ni Iwa ay ang Ina, Kasusuklaman Ba Kita? Nagkaroon lang siya ng guest appearance sa Pilyang Kerubin at Beauty Queen. Tsika pa ni Iwa, marami siyang inayos sa buhay kaya nagbeg off muna sa mga show. Lalong sumeksi si Iwa na medyo nangayayat kaya hindi totoo ang intriga na dahil daw sa nagda-drugs siya. “Apat na wisdom tooth ang pinabunot ko dahil impacted sila. Kaya grabe ang ipinayat ko kasi hindi ako makakain ng tama at nagkasakit pa ako pagkatapos ng magpabunot. “Then ’yung business namin ng boyfriend ko, medyo nagkaproblema financially. Hindi naman kami nalugi pero kailangan tutukan ko nang husto. Kaya doon lahat naka-focus ang energy ko sa business, kasi ayokong mawala ang pinaglagyan ko ng kinita sa showbiz. “Ngayon unti-unti na kaming nakakabawi. Pero kailangan pa ring tutukan ko parati. (CDC) president and chief executive officer Benigno Ricafort has reported the biggest investment, employment, and export figures in the history of this Freeport, with 351.6 percent increase in investments committed last year. In a report to the Metro Clark Advisory Council (MCAC), Ricafort noted that the CDC signed in 2010 a total of 77 new projects, 10 project expansions, and 81 project renewals, covering a total of 168 projects. Ricafort also reported 51 percent increase of exports by Clark-based investors, or from US$890.9 million in 2009 to $US 1.3 billion in 2010. “The total investment commitments last year amounted to P26.5 billion which is a 351.6 percent increase over the P5.8 billion commitments made in 2009,” Ricafort told the MCAC. The MCAC is composed of mayors of towns around Clark, as well as officers of investors’ groups in this Freeport. Ricafort also reported a 99.4 increase in the employment creation commitment of investors, or from 2,798 new jobs committed in 2009 to 5,581 jobs committed in 2010. He said that Clark now hosts 60,120 employees which, he noted, is now more than double the average 24,000 Filipinos employed by the Americans here before they abandoned this former US Air Force base in 1991. “It’s also a 3.6 percent increase in employment from 58,023 workers in 2009 to 60,120 last year,” he said. The main attraction of the festival is the so-called “Ssireum” which is simply defined as a Korean style of wrestling - that nation’s national sport – and has been part of Korean history for 5,000 years. Each contestant wears a belt that wraps around the waist and thigh. The competition employs a series of techniques such as opponent locking on to each other’s belt, and one achieves victory by bringing any part of the opponent’s body above the knee to the ground.
