Metro Rail in two
routes next month

Finance Minister O Panneerselvam
today informed the Assembly that
Metro Rail services between AirportLittle Mount and Alandur-St Thomas
Mount would commence next month.
Replying to Pallavaram legislator

demands for grants, he said, ‘work on
the two routes will be completed by
next month and it will be dedicated for
public.’ He also said Metro Rail services
in underground route in the city will
commence by the end of next year.
Meanwhile, excavation work for the
underground stretch of Metro Rail’s
Phase I extension to Tiruvottiyur in
North Chennai is on and officials are
set to begin paper work for construction of the 6.7 km elevated portion.
According to reports, Chennai Metro
Rail Ltd (CMRL) plans to float the tenders by year-end, with the selected
company having to design and build
stations and viaduct.
CMRL officials said tenders would
be called for to validate the design and
begin construction after the process of
acquiring land for the stretch is completed. ‘The process may take another
two months,’ an official reportedly said.

Police have been deployed for providing security to
PSUs and government offices to prevent any untoward
incident. Meanwhile, Tamilnadu Finance Minister
O Panneerselvam today informed the Assembly that
Metro Rail services between Airport-Little Mount
and Alandur-St Thomas Mount would commence
next month.
Replying to a question during the debate on demands
for grants, he said, ‘work on the two routes will be

public.’ He also said Metro Rail services in underground
route in the city will commence by the end of next year.
In Chennai, the overnight rain brought down the
temperatures and the Met department has forecast
more showers in the next 48 hours. It may be noted
that the city had been reeling under a hot spell till earlier
this week.

not to give nod to Kerala to construct
dam across Siruvani river.
Reading out the resolution, she
said the Union government should
not allow Kerala and Karnataka to go
ahead with projects concerning interState issues without its permission, till
the Cauvery Management Board and
the Cauvery Water Regulation Committee come into force and judicial
references are finally settled.
While Kerala is planning to build
dam across Siruvani, Karnakata is
planning one in Mekedatu across
Cauvery. The resolution was passed
unanimously and all parties, including
the DMK, supported it.
Recalling the various steps taken by
her government to protect the State’s
rights, she said letters have been written to the Centre and petitions have
been filed in the Supreme Court.
Today’s resolution comes just days
after Jayalalthaa wrote a letter to
Prime Minister Narendra Modi, uring
him not to accord any clearance to
the projects in the Cauvery Basin of
Kerala and Karnataka.
She sought his intervention to withdraw the recommendations made by
an expert committee of Union Ministry

DMK president M Karunanidhi abolished it after coming to power in 1989.

Man electrocuted
at Koyembedu

A man who came in contact with
an electric pole was electrocuted
to death at Koyembedu last night.
According to the police, Baskar (45)
who works as a hotel supervisor in
Koyembedu, was at Seemathamman
Nagar, when he brushed against a

He was electrocuted and was taken
to Kilpauk Medical College and Hospital, but he died on the way. A heavy

solution has to be found for the issue at the earliest as we
have suffered enough.’
Jay Kumar, assistant engineer in the Highways Department who is currently involved in the bridge construction
work, said, ‘The bridge construction work began in 2010
with fund allocation in the same year. But the work halted in
2013 due to multiple petitions in the High Court seeking a blanket ban
on the construction due to land disputes with land-owners. But the High
Court quashed most of the cases by December last year and work re-started
in January this year.’
But three house-owners in the locality again filed a petition to stop the construction as their
houses were on the verge of being demolished, he pointed out.
‘Following their plea, the High Court directed the Kanchipuram Revenue
Department to allot lands for all the three families in a different place.
But it’s already six months since the directive was passed and
the revenue department hasn’t allotted the land,’ he said.
‘I request the Kanchipuram Collector to look
into the issues and take appropriate action
as soon as possible. Else, it will be a
great loss to the government as
the contract rates will increase
exponentially. If we are allowed to work on the site
continuously, work can
be completed in the
next three months.
But I think that’s
not going to
happen any
time soon,’
he added.

The work, which started way back in 2010, has not progressed.
With increasing development in the locality leading to congestion,
commuters face a hard time travelling on GST Road. It is learnt
that the reason for the delay is the red-tape at Kanchipuram
Revenue Department office.
Natrajan, a resident of Ponnusamy Nagar, Vandalur, said, ‘The
bridge work is a long-pending issue in the neighbourhood. The
work was started six years ago and till now, there are no signs
of completion. Debris left over from the construction work greatly
affects commuters. Also, construction material is scattered all over
the place, making it difficult for pedestrians to walk.’
Rajkumar, a resident of Sunshine Nagar, Otteri, said, ‘I commute
to GST Road from my house in Otteri on a daily basis and
the incomplete construction work of the bridge is causing
problems. I had seen kids falling while walking over the

A remotely operated vehicle of NIOT
that can scan sea at a depth of 3,500
metres, will join the search for IAF’s
AN-32 aircraft which went missing
with 29 crew members on 22 July, a
Coast Guard official said on Thursday.
The search operations would move
into the third phase next week and the
National Institute of Ocean Technology (NIOT) had been requested to
bring its remotely operated vehicle
that can be taken to a depth of 3,500
metres, Coast Guard Commander
(East) Inspector General Rajan Bargotra said here.

and sub-surface -- have been undertaken, but no debris of the transport

been located. Now the focus is on
sub-surface search,’ he said.
Bargotra said at present two vessels -- ‘Samudra Ratnakar’ from the
Geological Survey of India and ‘Sagar
Nidhi’ of NIOT, were deployed in
the sub-surface search. Noting that
the search operations began with
13 ships of Coast Guard and Navy,
besides IAF aircraft, he said when it
was certain that there was no debris
visible on the surface, the search was
‘tapered’ down to sub-surface search.
‘Initially, we almost started with 13
ships and 11 planes and after doing
that for about a month or so, when it
was certain that there was no debris
which was visible on the surface
and it was not likely to be there, then
we have slowly tapered down the
search,’ he said.
Authinathan becomes
Additional Judge of
Madras High Court
Chennai, Sept 2 (PTI):
Principal Sessions Judge of Chennai, N Authinathan, who retired from
service on 19 January this year, has
been elevated to the High Court and
appointed Additional Judge.
A notification to this effect from the
Union Ministry of Law was received
by the Madras High Court on Thursday. He had served in several districts
including the Nilgiris and Coimbatore
as District Judge.
Authinathan’s name was pending
consideration of the Supreme Court
and the Centre for elevation, along
with eight other names since 2015.
Of them, six names Justice V Bharathidasan, Justice D Krishnakumar,
Justice S S Sundar, Justice M V
Muralidharan, Justice P Kalaiyarasan
and Justice B Gokuldas were cleared
and they were appointed as judges
of High Court.
With his appointment, the sitting
strength of Madras High Court will go
up to 39, as against the sanctioned
strength of 75.
Already 17 names, out of 21 people
recommended by the high court, have
cleared initial stages of appointment
and are awaiting clearance by the
Centre.

Speaking at a press meet here
on Thursday, TANUVAS ViceChancellor S Thilagar said the 11
months course is being offered
at Regional Research Centre of
TANUVAS located at Machuvadi
in Pudukkottai.
On course eligibility, he said a
mere pass in Plus-Two is enough
and there is no age restriction.
The medium of instruction would
be Tamil and hostel facility is
available for both gender, he
added.
The course would be of immense
benefit to the rural youth and help
them in obtaining employment in
veterinary sector, where career

‘India spends just around 3.5 per
cent of its gross domestic product
(GDP) for education while some 20
countries around the world spend 7
per cent for the same,’ VIT founderchancellor G Viswanathan has said.
He was speaking at the bicentennial
celebration of Kumararani Meena
Muthaiah College of Arts and Science
College here yesterday.
‘Around 14 crore students are
eligible for higher education. But our
institutions have the capacity to accommodate only about three crore.
The rest are left out. It good to see
students going abroad to pursue
education but less than 1 per cent
of them return to India. The Central
government has ensured massive
development in the industrial field,
hope they do the same in the field of
education too,’ he said.
‘There are around 15 lake govern-
ment schools in India of which five
lakh have less than 50 students. The
government has to take measures
to improve the quality of education.
Parents play an important role in
India. They pay a lot of money for
their children’s education. When the
government pays less the parents
have to pay more. This happens only
in India,’ Viswanathan said.

AAP’s duplicity
N
otwithstanding the noises made by the pretender-messiah
Arvind Kejriwal, the Aam Admi Party is as corrupt and
opportunistic as any other party. Period. On Wednesday, the
AAP chieftain dismissed Delhi’s Minister for Women and Child
Development Sandeep Kumar after the public airing of a sleazy CD
by various television channels. This was the third AAP minister
to be dismissed in eighteen months following serious charges of
wrong-doing, including corruption.
Kejriwal’s claim to superior politics lies fully shattered not just
by the sleaze of the Delhi ministers but the complete inability of
the AAP Government to provide a modicum of governance in the
capital city of India. Instead of functioning within the constitutional
ambit of the Delhi Government, Kejriwal and Co. have engaged
in only showboating, always picking up fights with the Centre and
the designated constitutional authority, the Lt. Governor of Delhi.
Unable to make a tangible improvement in the administration, he
has only resorted to gimmicks, luring the poor with free water and
subsidised power without caring to maintain and improve the basic
infrastructure for the supply of public goods.
Elsewhere, its façade of being a party of volunteers has taken a
beating as cadres have literally crossed swords with each other in
some places. Its leadership has also failed to display the necessary
intellectual bandwidth to debate volatile issues and instead opts for
a high-pitched denunciation or total surrender. That is why AAP
allowed Vishal Dadlani and Jignesh Mewani to leave the party rather
than take a stand. In Punjab, AAP has painfully discovered that
the high command’s whims and orders do not resonate well with
people endowed with a permanent streak of autonomy in thought
and action.
On Wednesday, the poor state of roads in the national capital came
in for adverse comment when the visiting US Secretary of State
John Kerry’s motorcade was stuck in waterlogged South Delhi,
prompting him to wonder aloud whether his audience at the IIT,
Delhi, had come boating. But instead of doing what is definitely
within his remit, Kejriwal is content holding ‘Modiji’ responsible
for all the ills of Delhi. If still AAP enjoys traction in a few parts of
the country it only reflects disgust with the existing players, though
the truth is that AAP is far more ruthless, far more unprincipled than
any one of the existing parties.

granted ‘secret’ exemptions to Iran
in last year’s landmark agreement
that sought to curb the Islamic country’s nuclear program, according
to a controversial new report by a
Washington-based think tank.
Iran was allowed to sidestep certain
conditions by the Joint Commission,
the deal’s implementing body, as
some of its nuclear facilities would
not have been in compliance with the
Joint Comprehensive Plan of Action
by 16 January 2016 -- the Implementation Day, the report claimed quoting
a senior official.
‘We have learned that some nuclear
stocks and facilities were not in accordance with JCPOA (Joint Comprehensive Plan of Action) limits on
Implementation Day, but in anticipation, the Joint Commission had earlier
and secretly exempted them from the
JCPOA limits,’ David Albright of the
Institute for Science and International
Security said in the report released
yesterday.

Suicide attack in Peshawar’s

In a brazen assault, four heavilyarmed suicide attackers stormed a
Christian colony, opening indiscriminate fire that left one person dead
and several others injured before

Pakistani city.
The firing began around 6 AM when
terrorists attacked the colony and
exchanged fire with security forces
in Warsak area of Peshawar district
in Khyber-Pakthunkhwa province,

killed by security forces, officials were

One civilian was also killed in the attack, they said.

Google to give up on its
plans for a modular phone
Google has given up on
its dreams of building its own modular
smartphone. The hardware maker has halted
investment in Project
Ara, as the effort was known. Ara,
begun under advanced research
head Regina Dugan, aimed to allow people to customize their own
smartphone, upgrading pieces
over time.
Why should a user have to throw
away their whole phone when they
could just upgrade the battery or
camera?
But Google struggled to come out
with a product that could perform up
to expectations and come in at a reasonable cost. It shelved a market test
in Puerto Rico that was scheduled for
last year.
It went back to the drawing board,
combining more of the core phone
features into a single module, leaving expansion for things like an extra
battery, speaker or camera.
As recently as its I/O developer
conference in May, Google was
promising developers would have
working hardware this year and that
early adopters would be
able to try Ara next year.
Hardware chief Rick
Osterloh, however, decided that the effort was
unlikely to succeed. He
is choosing to focus on
the company’s many
other hardware bets,
including Chromebooks,
Android devices and
Google Home.

that adds optical zoom and other
features more common to a pointand-shoot camera.

Mixed month for
automobiles

Automobile makers announced their performances for
August 2016 on Thursday.
Mahindra and Mahindra Ltd said that its auto sales performance stood at 40,591 vehicles compared to 35,634 vehicles
during August 2015, seeing a growth of 14 per cent.
A press release said, the passenger vehicles segment
sold 18,246 vehicles in August 2016 as against 14,198
vehicles during August 2015, a growth of 29 per cent.
The company sold 36,944 vehicles domestically during August 2016, as against
32,122 vehicles
during August 2015, a
growth of 15 per
cent. In August
2016, the
medium and heavy
commercial vehicles segment sold
371 vehicles, registering a
growth of nine per cent.
Pravin Shah, president and chief executive (Automotive),
M&M Ltd. said, ‘The improved spread of monsoon as well
as new product launches have helped the auto industry
perform positively’. Hinduja Group flagship Ashok Leyland
on Thursday reported a six per cent decline in total sales
at 10,897 units in August 2016.
The company had sold 11,544 units in August last year.
Sales of heavy and medium commercial vehicles
declined by eight per cent to 8,201 units last month as
against 8,903 units in the year-ago period, the company
said in a statement. Light commercial vehicle sales grew
by two per cent to 2,696 units as compared to 2,641 units
in August last year, it added.
Meanwhile, Yamaha India Motor Pvt. Ltd. announced 22
per cent growth in domestic sales (including Nepal) in August
2016, selling 74868 units as against 61440 units sold last
August. The company continues to maintain an upward trend
in sales at the back of its product line-up with the addition of
the newly-launched disc brake variant of the Cygnus Alpha
scooter and the new Cygnus Ray-ZR.

strike called by major trade unions
to press their 12-point charter of

Though several Central government offices, including post offices

observing a day-long strike, normal
life was not affected in the State.

The plea of Swathi murder accused
Ramkumar’s mother Pushpam to
transfer the case to CBI was rejected
by the Madras High Court today.
Hearing the plea, judge P N Prakash
said he cannot accept that the petitioner wants to change the course of
investigation based on media reports.
The court also feels that the investigation in the case is being progressing
in the right direction. Hence, there
was no need to transfer the case to
the CBI, he said.
According to the petition, there
were no fingerprints on the arival that
was claimed to have been used by
Ramkumar.

SRM group founder and university
chancellor T R Parivendhar today
moved the sessions court on an appeal after the Saidapet court rejected
his bail petition.
Parivendhar had on Thursday filed a
bail petition at Saidapet court. When
the case came for hearing before the
XI Metropolitan Magistrate Court, his
lawyers sought bail on the grounds
that the group had offered to repay Rs
69 crore that was allegedly taken from
students on the promise of providing
seats in the university.
However, the bail petition was
quashed after assistant public prosecutor S Manuel Arasu argued that
Vendhar Movies Madhan is still
absconding and so the bail petition
must be rejected. The XI Metropolitan
Magistrate S Prakash considered the
PP’s arguments and rejected the bail.
The Central Crime Branch (CCB)
arrested Parivendhar for financial
discrepancies in the allotment of
medical seats in his varsity. The
investigating team found that he had
cheated people to the tune of Rs 72
crore. The prominent educationist
and industrialist has been booked
under IPC Sections 406, 420 and 34.
In another case, the legal team of
Parivendhar has sought anticipatory
bail regarding a case filed by film
financier Mukul Chand Bothra.
Bothra filed a complaint in Teynampet Police Station when he was allegedly threatened on 23 and 24 August
for demanding the money he had lent
to Vendhar Movies’ Madhan.
In the petition, Parivendhar stated,
‘I have no connection with Madhan
of Vendhar Movies. This is a conspiracy against me, so I plead for an
anticipatory bail.’ The case would
come to the hearing in the sessions
court before judge Jayachandran
later in the day.

Actor arrested for
misbehaving with minors

alayalam actor Sreejith Ravi
has been arrested in Palakkad for allegedly misbehaving
with minor girls.
The actor, known for his supporting and villain roles, was
arrested under charges
of the POCSO (Protection of Children from
Sexual Offences) Act
based on the complaint by more than
ten school students.
The actor had allegedly exposed himself
and clicked pictures
of the minor girls on
27 August.
Based on the complaints by the students,
the school principal
lodged a complaint
with the Ottapalam
police.
He was taken into
custody on Thursday evening after
the students were
questioned by
Childline members. Initially, the
