Don’t allow Kerala to construct dam: TN Jaya brings resolution in Assembly on Siruvani issue NT Bureau Chennai, Sept 2: The Tamilnadu Assembly today unanimously passed a resolution brought by Chief Minister J Jayalalithaa, urging the Central government not to give nod to Kerala to construct dam across Siruvani river. Reading out the resolution, she said the Union government should not allow Kerala and Karnataka to go ahead with projects concerning interState issues without its permission, till the Cauvery Management Board and the Cauvery Water Regulation Committee come into force and judicial references are finally settled. While Kerala is planning to build dam across Siruvani, Karnakata is planning one in Mekedatu across Cauvery. The resolution was passed unanimously and all parties, including the DMK, supported it. Recalling the various steps taken by her government to protect the State’s rights, she said letters have been written to the Centre and petitions have been filed in the Supreme Court. Today’s resolution comes just days after Jayalalthaa wrote a letter to Prime Minister Narendra Modi, uring him not to accord any clearance to the projects in the Cauvery Basin of Kerala and Karnataka. She sought his intervention to withdraw the recommendations made by an expert committee of Union Ministry of Environment for a study on the proposal of Kerala government to build a dam across the river Siruvani. It was former Chief Minister M G Ramachandran who formed the Police Housing Board. But DMK president M Karunanidhi abolished it after coming to power in 1989. Later, when I took over in 1991, I revived the board and provided housing facilities to the police personnel and their families.’ Chief Minister J Jayalalithaa reading out a resolution on Siruvani issue in the Tamilnadu Assembly today. the necessary comments of the government of Tamilnadu in contravention of its own decision in the meeting held on 28 and 29 March, 2016. Stating that Siruvani is a sub- tributary of Cauvery which is an inter-State river, she said, ‘as early as on 21 June 2012, I had written to the then Prime Minister to advise the Government of Kerala not to proceed with the Scheme of building a dam of 4.5 TMC ft. across river Siruvani for the Attappady Valley Irrigation Project in violation of the Cauvery Water Disputes Tribunal’s Final Order.’ She said she had also requested that the Central Water Commission may be advised not to accord technical clearance for Kerala’s proposal of building the Dam on the river Siruvani. When it rains, the entire area turns slushy and no one can take the road. A proper solution has to be found for the issue at the earliest as we have suffered enough.’ Jay Kumar, assistant engineer in the Highways Department who is currently involved in the bridge construction work, said, ‘The bridge construction work began in 2010 with fund allocation in the same year. But the work halted in 2013 due to multiple petitions in the High Court seeking a blanket ban on the construction due to land disputes with land-owners. But the High Court quashed most of the cases by December last year and work re-started in January this year.’ But three house-owners in the locality again filed a petition to stop the construction as their houses were on the verge of being demolished, he pointed out. ‘Following their plea, the High Court directed the Kanchipuram Revenue Department to allot lands for all the three families in a different place. But it’s already six months since the directive was passed and the revenue department hasn’t allotted the land,’ he said. ‘I request the Kanchipuram Collector to look into the issues and take appropriate action as soon as possible. Else, it will be a great loss to the government as the contract rates will increase exponentially. If we are allowed to work on the site continuously, work can be completed in the next three months. But I think that’s not going to happen any time soon,’ he added. Construction work at Vandalur stuck after it began in 2010 Commuters suffer as debris mounds block GST Three house owners have obtained stay from Madras High Court, to stop authorities from demolishing their places for the construction of Vandalur bridge. S BEN RAJA Chennai, Sept 2: Vandalur bridge construction work is yet to see the light of day. The work, which started way back in 2010, has not progressed. With increasing development in the locality leading to congestion, commuters face a hard time travelling on GST Road. It is learnt that the reason for the delay is the red-tape at Kanchipuram Revenue Department office. Natrajan, a resident of Ponnusamy Nagar, Vandalur, said, ‘The bridge work is a long-pending issue in the neighbourhood. The work was started six years ago and till now, there are no signs of completion. Debris left over from the construction work greatly affects commuters. Also, construction material is scattered all over the place, making it difficult for pedestrians to walk.’ Rajkumar, a resident of Sunshine Nagar, Otteri, said, ‘I commute to GST Road from my house in Otteri on a daily basis and the incomplete construction work of the bridge is causing problems. I had seen kids falling while walking over the Remote vehicle to search for AN-32 It can scan sea at a depth of 3,500 metres Chennai, Sept 2 (PTI): A remotely operated vehicle of NIOT that can scan sea at a depth of 3,500 metres, will join the search for IAF’s AN-32 aircraft which went missing with 29 crew members on 22 July, a Coast Guard official said on Thursday. The search operations would move into the third phase next week and the National Institute of Ocean Technology (NIOT) had been requested to bring its remotely operated vehicle that can be taken to a depth of 3,500 metres, Coast Guard Commander (East) Inspector General Rajan Bargotra said here. So far two phases -- surface search and sub-surface -- have been undertaken, but no debris of the transport aircraft that went missing on its way to Port Blair from Tambaram airbase here has been found, he told reporters here on the sidelines of Regional Editors Conference, organised by the Press Information Bureau. ‘As of now we are into second phase of search operations. Surface search, we have already done that for quite sometime. No debris has been located. Now the focus is on sub-surface search,’ he said. Bargotra said at present two vessels -- ‘Samudra Ratnakar’ from the Geological Survey of India and ‘Sagar Nidhi’ of NIOT, were deployed in the sub-surface search. Noting that the search operations began with 13 ships of Coast Guard and Navy, besides IAF aircraft, he said when it was certain that there was no debris visible on the surface, the search was ‘tapered’ down to sub-surface search. ‘Initially, we almost started with 13 ships and 11 planes and after doing that for about a month or so, when it was certain that there was no debris which was visible on the surface and it was not likely to be there, then we have slowly tapered down the search,’ he said. NT Bureau Chennai, Sept 2: ‘India spends just around 3.5 per cent of its gross domestic product (GDP) for education while some 20 countries around the world spend 7 per cent for the same,’ VIT founderchancellor G Viswanathan has said. He was speaking at the bicentennial celebration of Kumararani Meena Muthaiah College of Arts and Science College here yesterday. ‘Around 14 crore students are eligible for higher education. But our institutions have the capacity to accommodate only about three crore. The rest are left out. It good to see students going abroad to pursue education but less than 1 per cent of them return to India. The Central government has ensured massive development in the industrial field, hope they do the same in the field of education too,’ he said. ‘There are around 15 lake govern- ment schools in India of which five lakh have less than 50 students. The government has to take measures to improve the quality of education. Parents play an important role in India. They pay a lot of money for their children’s education. When the government pays less the parents have to pay more. This happens only in India,’ Viswanathan said. Secretary and correspondent of KRMMC Dr Meena Muthaiah launched the Centre for Business Excellence. The centre has been partnered by South Indian Bank and has also established a simulated bank inside the college. A souvenir was also released. Principal of KRMMC Dr P T Vijayashree, Vice-Chancellor of AMET University Col Dr G Thiruvasagam, executive vice-chairperson of Apollo Hospitals Dr Preetha Reddy, Registrar of University of Madras Dr P Jawahar were also present at the event. Blend 4 FRIDAY 2 SEPTEMBER 2016 WHAT NEWS TODAY PRINTS IS NEWS THAT COUNTS AAP’s duplicity N otwithstanding the noises made by the pretender-messiah Arvind Kejriwal, the Aam Admi Party is as corrupt and opportunistic as any other party. Period. On Wednesday, the AAP chieftain dismissed Delhi’s Minister for Women and Child Development Sandeep Kumar after the public airing of a sleazy CD by various television channels. This was the third AAP minister to be dismissed in eighteen months following serious charges of wrong-doing, including corruption. Kejriwal’s claim to superior politics lies fully shattered not just by the sleaze of the Delhi ministers but the complete inability of the AAP Government to provide a modicum of governance in the capital city of India. Instead of functioning within the constitutional ambit of the Delhi Government, Kejriwal and Co. have engaged in only showboating, always picking up fights with the Centre and the designated constitutional authority, the Lt. Governor of Delhi. Unable to make a tangible improvement in the administration, he has only resorted to gimmicks, luring the poor with free water and subsidised power without caring to maintain and improve the basic infrastructure for the supply of public goods. Elsewhere, its façade of being a party of volunteers has taken a beating as cadres have literally crossed swords with each other in some places. Its leadership has also failed to display the necessary intellectual bandwidth to debate volatile issues and instead opts for a high-pitched denunciation or total surrender. That is why AAP allowed Vishal Dadlani and Jignesh Mewani to leave the party rather than take a stand. In Punjab, AAP has painfully discovered that the high command’s whims and orders do not resonate well with people endowed with a permanent streak of autonomy in thought and action. On Wednesday, the poor state of roads in the national capital came in for adverse comment when the visiting US Secretary of State John Kerry’s motorcade was stuck in waterlogged South Delhi, prompting him to wonder aloud whether his audience at the IIT, Delhi, had come boating. But instead of doing what is definitely within his remit, Kejriwal is content holding ‘Modiji’ responsible for all the ills of Delhi. If still AAP enjoys traction in a few parts of the country it only reflects disgust with the existing players, though the truth is that AAP is far more ruthless, far more unprincipled than any one of the existing parties. It’s embedded in guilt CHENNAI US grants secret exemption to Iran Goes easy on landmark agreement to curb Tehran’s nuke programme WASHINGTON: The US and its allies allegedly granted ‘secret’ exemptions to Iran in last year’s landmark agreement that sought to curb the Islamic country’s nuclear program, according to a controversial new report by a Washington-based think tank. Iran was allowed to sidestep certain conditions by the Joint Commission, the deal’s implementing body, as some of its nuclear facilities would not have been in compliance with the Joint Comprehensive Plan of Action by 16 January 2016 -- the Implementation Day, the report claimed quoting a senior official. ‘We have learned that some nuclear stocks and facilities were not in accordance with JCPOA (Joint Comprehensive Plan of Action) limits on Implementation Day, but in anticipation, the Joint Commission had earlier and secretly exempted them from the JCPOA limits,’ David Albright of the Institute for Science and International Security said in the report released yesterday. According to the report, the exemptions involved relaxing the requirement that Iran must limit its stockpile of low enriched uranium to under 300 kgs, some of the near 20 percent LEU, the heavy water cap, and the Japan’s Abe in Russia to warm ties with Putin VLADIVOSTOK: Japanese Prime Minister Shinzo Abe is set to meet Russian President Vladimir Putin in Russia’s far east as the countries step up efforts to boost trade ties and resolve a lingering territorial dispute. Tokyo-Moscow relations are hamstrung by a row dating back to the end of World War II when Soviet troops seized the southernmost islands in the Pacific Kuril chain, known as the Northern Territories in Japan. The tensions have prevented the countries from signing a peace treaty formally ending wartime hostilities, hindering trade and investment ties. number of large hot cells allowed to remain in the country. The report said the US and its negotiating partners -- Russia, China, Britain, France and Germany -- approved the exemptions. Albright alleged that the Joint Commission created a Technical Working Group to consider further exemptions to Iran’s stock of 3.5 per cent low enriched uranium. This cap is set at 300 kg of low enriched uranium hexafluoride but Iran apparently has or could exceed the cap if no further exemptions are granted by the Joint Commission, the thinktank said. ‘The decisions of the Joint Commission have not been announced publicly. The Obama administration informed Congress of key Joint Commission decisions on Implementation Day but in a confidential manner,’ it said. US officials, however, immediately dismissed the report, insisting Iran was in full compliance with nuclear agreement. ‘Iran is in compliance with the agreement. That is a fact that is verified by independent international experts who, because of the agreement, now have the kind of access that is required to verify it,’ White House Press Secretary Josh Earnest said. ‘Iran’s nuclear commitments under the JCPOA have not changed. According to report, the exemptions involved relaxing the requirement that Iran must limit its stockpile of low enriched uranium to under 300 kgs, some of the near 20 percent LEU, the heavy water cap, and the number of large hot cells allowed to remain in the country There’s been no moving of the goal post, as it were. The joint commission has always been intended to address implementation issues when they arise,’ State Department spokesperson John Kirby told reporters at his daily news conference. Suicide attack in Peshawar’s Christian colony, five dead Peshawar: In a brazen assault, four heavilyarmed suicide attackers stormed a Christian colony, opening indiscriminate fire that left one person dead and several others injured before the terrorists were gunned down by security forces in this northwestern Pakistani city. The firing began around 6 AM when terrorists attacked the colony and exchanged fire with security forces in Warsak area of Peshawar district in Khyber-Pakthunkhwa province, officials said. Two of the attackers detonated their suicide jackets while two others were killed by security forces, officials were quoted as saying by the Dawn News. One civilian was also killed in the attack, they said. FIGHT FOR RIGHT ‘Terrorist attacked Christian Colony Warsak Road, Peshawar. Security forces promptly responded. All 4 suicide bombers killed. Search in progress,’ Director General InterServices Public Relations Asim Bajwa tweeted. In the exchange of fire, two Frontier Corps soldiers, a police constable and two civilian guards were injured. No outfit has so far claimed responsibility for the attack. Peshawar has faced numerous terrorist attacks, including the December 2014 massacre of students at an army-run school. C L ICK PIC Shekhar Kapur @shekharkapur Google to give up on its plans for a modular phone Google has given up on its dreams of building its own modular smartphone. The hardware maker has halted investment in Project Ara, as the effort was known. Ara, begun under advanced research head Regina Dugan, aimed to allow people to customize their own smartphone, upgrading pieces over time. Why should a user have to throw away their whole phone when they could just upgrade the battery or camera? But Google struggled to come out with a product that could perform up to expectations and come in at a reasonable cost. It shelved a market test in Puerto Rico that was scheduled for last year. It went back to the drawing board, combining more of the core phone features into a single module, leaving expansion for things like an extra battery, speaker or camera. As recently as its I/O developer conference in May, Google was promising developers would have working hardware this year and that early adopters would be able to try Ara next year. Hardware chief Rick Osterloh, however, decided that the effort was unlikely to succeed. He is choosing to focus on the company’s many other hardware bets, including Chromebooks, Android devices and Google Home. The Ara concept was always a contrarian bet. PCs used to be structured that way, with ports and slots to add memory or a faster chip or a bigger hard drive. Over time, computer makers decided that consumers would rather have cheaper and more portable devices, even if it meant less flexibility. Smartphones, meanwhile, have always been self-contained products that are typically completely replaced every couple of years. Motorola, which Google once owned, offers Moto Z, its own notion of a modular smartphone. Although the main smartphone is a self-contained working device, it can be expanded with add-ons such as a projector, speaker or enhanced camera. Just this week it introduced a new member of the Moto Z line as well as a camera attachment that adds optical zoom and other features more common to a pointand-shoot camera. While Google will stop directly investing in Project Ara, it remains open to licensing the technology or finding a hardware maker interested in taking over according to a source Protesters throwing stones at police amid heavy tear smoke during a clash in Srinagar. Malaysia PM in trouble for looting State funds KUALA LUMPUR: A Malaysian cabinet minister has admitted that Prime Minister Najib Razak was the mysterious unnamed official who the US Justice Department said took part in rampant looting of state funds. The admission confirmed widespread suspicions that Najib was ‘Malaysian Official 1’ mentioned in a Justice Department lawsuit filed in July. The lawsuit -- part of US moves to seize more than $1 billion in allegedly ill-gotten assets -- repeatedly fingered the official as someone conspiring to divert vast sums from state investment fund 1MDB. Najib, who launched a crackdown last year to contain the spiralling scandal, has so far not commented on the identity of the unnamed official. But in an interview with the BBC, Minister of Urban Well-Being, Housing and Local Government Abdul Rahman Dahlan admitted it was Najib. was not a target of the US lawsuit. His comments, however, will add fuel to persistent calls for Najib to step down and face justice. Tens of thousands of people paralysed the capital Kuala Lumpur in August 2015 with two days of protest over the scandal. These are people who reside in as-yet unaffected parts of the world with the right climate and abundant mosquitoes for the virus to settle, spread and propagate an epidemic like the one besetting the Americas and Caribbean, they said. ‘According to our most conservative scenario, populations living within the geographical range for Zika virus were highest in India (1.2 billion people), China (242 million), Indonesia (197 million) Nigeria (179 million), Pakistan (168 million), and Bangladesh (163 million),’ said a study. ONE OF MY BEST KNOCKS: JAGADEESAN ‘Rapport among players helping Dragons win’ NT Bureau Tirunelveli, Sept 2: Aggressive wicket-keeperbatsman N Jagadeesan continued his good run, slamming a half-century to help the Dindigul Dragons register their third win in a row in the India Cements Tamilnadu Premier League against VB Thiruvallur Veerans here yesterday. Speaking to reporters after the game, he rated the knock as his best. ‘ Definitely this innings. It wasn’t very easy for me to get going, I had a little bit of luck in the beginning too and after that I knew I could capitalise on that. This is my best innings so far.’ Asked if he was thinking about scoring a hundred, he said, ‘No, I didn’t think about that at all. I just wanted to be there till the end.’ He said the team bonding and rapport among the players was the reason f o r the winning streak. N Jagadeesan made with the intent to fix matches. Some of the measures includes: 1. A very stringent Anti-Corruption Code, with severe penal provisions, that covers the conduct of all players, player support personnel, match officials, tournament operations staff as also the owners and team managements of all the franchises. 2. Special protocols have been put in place at the dressing rooms, restricting access and preventing use of all communication devices including data services while the match is being played. 3. Ben Stokes FC Haka in the Finland second tier after helping FC Goa finish runners-up in ISL 2015. He scored 6 goals in 13 appearances for FC Haka. ‘Dudu is a player I have admired from the very first season of the ISL. His quality and experience in front of goal further strengthens our attack,’ said Chennaiyin FC manager Marco Materazzi. ‘I am delighted to join champions Chennaiyin FC and would like to thank the club and especially the legendary Materazzi for putting faith in me. India is like a second home for me and I have always enjoyed playing and staying there. I am looking forward to this new project with Chennaiyin FC and will give my very best to help them keep the trophy in Chennai,’ Dudu stated. ‘We are like a family and we are enjoying ourselves on the field,’ he added. To a question as to what he was eating these days after the three superb innings in three matches, Jagadeesan said in a lighter vein: ‘You’ll have to ask our trainer he’s having a different diet for everyone.’ About the wickets he had played on so far, the Dindigul opener said, ‘At the first game in Dindigul the wicket was really good. The ball was coming really well on to the bat. Back in Chennai also the wicket was how it was in Dindigul. Over here the wicket was stopping a bit. I don’t know if it’s been raining here but the wicket wasn’t as good as the Dindigul wicket for batting.’ He said the wicket at Tirunelveli was good for both batsmen and spinners. ‘Spinners got turn and the ball stopped quite a bit. It’s not as easy for fast bowlers but it’s friendly for batsmen and spinners,’ he added. We have really good strength in our middle order.’ ‘LACK OF PARTNERSHIPS HURT US’ Meanwhile, VB Thiruvallur Veerans all-rounder N S Chaturved the lack of partnerships pegged the team back. ‘Basically we struggled to get partnerships going. If you see them they had a very good opening stand. Basically we didn’t have partnerships which are needed in a good run-chase like this. Chasing 164 runs is dependent on a few partnerships which we did not get. That is basically what went wrong in our batting,’ he pointed out. He said the target (of 164) was definitely gettable but they did not have partnerships. ‘Because we didn’t have partnerships we weren’t able to chase it,’ he added. Chaturved said that field lapses also cost them dear and said had the chances been taken Dindigul could have been restricted to around 140-150.
