Ifraah Ali Aden is in imminent danger of being executed for the murder
of another woman, Suad Mohamed
Aware, who was another of her husband’s wives. She was convicted after an unfair trial. The warrant for her
execution does not set a date, and
it appears that she could be put to
death at any time.
She was sentenced to death by the
Court of First Instance in the city of
Bossaso , on the coast of the northeastern region of Puntland. She is
four or five months pregnant, according to sources close to her. The court
does not appear to have ordered any
medical tests to confirm the pregnancy. International human rights law
and standards prohibit the execution
of pregnant women or new mothers.
Ifraah Ali Aden has a cell to herself in
a prison in Bossaso which is only for
prisoners under sentence of death.

Aden killed have apparently been
able to get into the prison, as have
members of the security forces, to
taunt her about her imminent execution.
Ifraah Ali Aden was sentenced to
death on 27 April, less than 24 hours
after the killing of Suad Mohamed
Aware. She had no time to prepare
her defence, as required under international law. The verdict says
that she was represented by a lawyer during the trial, but it is not clear
whether she had adequate legal representation, or whether she has the
right to appeal to a higher court, as
per Article 41(5) of the Transitional
Constitution of the Puntland Regional Government.
Ifraah Ali Aden and Suad Mohamed
Aware appear to have been in dispute for some time. There are conflicting reports about the killing, with
some (including her relatives) saying
that Suad Mohamed Aware was attacked by Ifraah Ali Aden with a knife
in a medical centre in Bossaso. According to relatives of Ifraah Ali Aden,
she was confronted by Suad Mohamed Aware and two other women;
there was a struggle, during which
she killed Suad Mohamed Aware in
self-defence. Suad Mohamed Aware
was seven or eight months pregnant
when she was killed.
Ifraah Ali Aden’s relatives also say that
she complained to the police several
times that she had been threatened
by Suad Mohamed Aware, once with
a gun, but that the police did nothing;
some of her relatives, including her
seven children, were intimidated by
Suad Mohamed Aware’s family before the killing. This intimidation continued after the killing, and they had
to flee Bossaso, and have been unable to visit Ifraah Ali Aden in prison,
where she is said to be in a “state of
shock.”

Design and supervise capacity building and training programmes, and ensure a timely implementation of capacity building activities in order to achieve appropriate coordination and harmonization
of all project activities.
•Responsible for the design and supervise implementation of a capacity
building plan for ministry officials, and regional and district councilors.
•Design overall capacity building goals in line with the aims of the Joint Local
Governance Program and within the given budget framework.
•Design a relevant workplan and ensure a timely implementation of all capacity building activities.
•Responsible for the design, scheduling and implementation of training activities, and oversee that all training activities including reconciliation is implemented as planned and advise UNDP on changes in approach, timing or
other issues that require special attention and action.
•Design tender documents for procurement of training service provider and
follow through with a procurement and selection process.
•Supervise the implementation of the capacity building plan by conducting
regular and frequent visits to the field to supervise field activities, especially
training activities.
•Secure implementation of training and M&E activities in line with agreed
workplans.
•Collaborate closely with the other Puntland State officials to ensure effective
implementation of all district council investment projects, and appropriate use
of the equipment provided by the Joint Program
The outputs will be:
1.Enhanced coordination and collaboration between the UN agencies and
the Ministry of Interior/Local Government Department.
2.Enhanced capacity of the districts, regions and the MoI to deliver human
rights based public services.
3.Improved image of local governments that fosters their credibility and acceptability through delivery of public services

Investment plans

planning process and is able to carry out its mandate.

Summary of Key Functions:
• Assist the Ministry of Interior in the delivery of the mandate of the ministry including in the implementation and supervision of capacity building
activities and training programmes in Puntland and contribute to the overall
capacity building goals of the government of Puntland.
• Under the direction of senior Ministry Officials, support the implementation of activities of the JPLG team and carry out frequent travels to the field
for the implementation of LGJP activities.
II. Objectives of the assignment
Decentralization is the core political, functional, fiscal and administrative principle for governance as specified in the Transitional Federal Charter. In Puntland the Ministry of Interior in its efforts to establish and support local councils
is seeking to greatly enhance the capacity of the local councils to enable
them to lead the affairs the affairs of their constituencies. And in this regard,
the Ministry of Interior together with ILO, UNCDF, UNDP, UN-HABITAT and
UNICEF is implementing a five-year Joint UN Program on Local Governance
and Service Delivery. The Programme is aligned to the programming frameworks of Somalia Reconstruction and Development Programme 2008-12 and
the UN Transition Plan 2008-9 with the outcome stated that local governance
contributes to peace and equitable priority service delivery in selected locations. It is envisaged to achieve as wide coverage in Puntland as resources
and conditions allow with a comprehensive approach to rendering local governments as credible and professional service providers, increasing public
investment in basic services, and strengthening civic awareness and participation in local decision-making and development. The strategy pursued will
comprise: (i) policy and legal frameworks for decentralisation, local government, service provision and land, (ii) institutionalising local government systems, vertical and horizontal inter-government linkages and civic education
initiatives, (iii) investment in public services and goods through testing the
Local Development Fund model, direct service provision and promotion of
public-private partnerships, and (iv) processes and systems for housing, land
and property disputes and resolution. Throughout the Programme, strong
emphasis will be placed on gender and women in local government, human
rights and local governance, and good governance principles of transparency, accountability and participation.
The Joint Program will support the process of establishing a common District Planning and Investment Process to be used by all districts to identify
districts right based objectives for their development, and in a participatory
process identify and prioritize service delivery and infrastructure needs. The
Joint Program will also support the establishment of a legal framework for
the local government reform in Puntland and support institution building and
capacity support at the regional and local level, as well as investment funds
for service delivery to prioritised needs.
The overall objective of the JPLG for all regions for the 5-year period is that
local governance contributes to peace and equitable priority service delivery
in selected locations.
The specific objectives are that:
(i)
Communities have access to basic services through local government, and
(ii)
Local communities are accountable and transparent.
Throughout the Programme, strong emphasis will be placed on the role of
marginalized groups, human rights, and good governance principles of transparency, accountability and participation.
The partners in the JPLG are the the Puntland Authorities, as well as regional
and district authorities that have been established through legitimate processes, as well communities and other relevant actors in the target areas.
The primary target groups for the interventions are local communities. The
secondary target groups are district and regional councilors and staff, as well
as staff in relevant central government institutions, notably in ministries responsible for local government, planning, public works and finance. Where
relevant, non-state actors will be used to help build capacity among the primary and secondary target groups.
In this context, the Ministry of Interior with support from the Joint Program
wishes to recruit two interns to be based in the Local Governance Department. Under the direct of Planning supervision of the Senior Coordinator of
the Local Governance Department in Garowe, the interns will have the responsibility as part of the team managing the capacity building activities of
the ministry designed to enable local government officials to deliver services
to the communities, and to put in place appropriate monitoring and evaluation mechanisms of all activities supported by the UN Joint Local Governance
program to ensure that the key objectives are met in an accountable and
transparent manner. The internship is for a fixed period of one year.
Specific Tasks:
1.Assist the Senior Coordinator to design and supervise capacity building
and training programmers
In collaboration with the Senior Coordinator,
o Support the implementation of the JPLG activities in Puntland that aims
at building the capacity of MOI officials, and regional and district officials.
o In consultation with the Ministry of Interior staff ensure a timely implementation of assigned activities.
o Assist in the implementation of training activities as planned or inform
the responsible officials on challenges faced in approach, timing or other
issues that require special attention and action.
o Should be ready to travel frequently to all areas in Puntland and elsewhere on project related activities.
o Organization and maintenance of project documents, files and correspondence; draft correspondence and reports covering project issues;
follow up and respond to requests.
o Assist in the administrative and logistical operations of the Ministry
o Prepare and maintain proper and up-to-date inventory for all project assets and equipment
o Preparation and processing of flight bookings for ministry staff
o Assist in receiving, storing and management equipment purchased for
the use of the ministry
o Perform such as duties as requested by Senior Ministry Officials
o Provide Administrative, Logistical and operational support to project
activities
o Organize administrative and logistical support for project missions,
meetings and other activities
V. Final product/deliverable
The outputs will be:
1. Local councils in Puntland established and supported to enhance Decentralization in Puntland.
2. Administrative and logistical support provided to local councils in Puntland to promote service delivery at the community level.
3. Capacity of local councils enhanced to enable councilors to lead the affairs of their councils or constituencies.
VII: Qualifications
Eligibility:
MOI may accept interns providing the following conditions are met:
a)Enrolment:
• Enrolled in a degree programme in one of the
Puntlnd colleges at the time of application and during
the internship (if a candidate is graduating before the
internship period begins, they are no longer eligible);
or
• Not have graduated prior to the beginning of the
internship.

The UN JPLG for Somalia is a 5 year joint programme of ILO, UNCDF,
UNDP, UN-HABITAT and UNICEF. The partners in the Joint Programme are
the Transitional Federal Government, the Government of State of Puntland,
the Government of Somaliland, Regional Councils, District Councils, Legislatures, Municipal Associations, International and Local NGOs/CSOs, and the
private sector. The Programme is aligned to the programming frameworks
of the Somalia Reconstruction and Development Programme (RDP) 200812 and the UN Transition Plan (UNTP) 2008-9. The outcome of the RDP
is to achieve decentralised service delivery in all of South-Central Somalia,
Puntland and Somaliland. The outcome of the UNTP is that local governance
contributes to peace and equitable priority service delivery in selected locations.
It is envisaged to achieve as wide coverage in Somalia as resources and
conditions allow with a comprehensive approach to assist local governments
to be credible, professional service providers, increasing public investment in
basic services, and strengthening civic awareness and participation in local
decision-making and development. The strategy pursued will comprise:
(i)
policy and legal frameworks for decentralisation, local government,
service provision and land management,
(ii)
institutionalising local government systems, vertical and horizontal
inter-government linkages and civic education initiatives,
(iii)
investment in public services and goods through testing a Local Development Fund model, direct service provision and promotion of public-private partnerships, and
(iv)
Processes and systems for housing, land and property disputes and
resolution.
Throughout the Programme, strong emphasis will be placed on gender and
women in local government, human rights and local governance, and good
governance principles of transparency, accountability and participation.
In this context, the Ministry of Interior with support from the Joint Program
wishes to recruit a Administration and Finance Consultant to be based in the
Ministry of Interior in Garowe, and co-located with the Finance Department,
to provide support to enable efficient and accurate narrative and financial
reporting on the activities performed by MOILG under the agreement with
UNDP. Under the direct supervision of the Director General of the Ministry,
and the Director of the Finance Department, and under indirect supervision
by the Team Leader of JPLG, the incumbent will have the responsibility of
supervising and supporting the Finance Department to produce accurate financial reports according to the standards required by UNDP, as well as support the strengthening of all administrative procedures to ensure appropriate
documentation of all processes, to enable reporting to UNDP as stipulated in
the agreement between MOILG and UNDP.
The position is performance based with an initial probation period of 3 months.
Quarterly performance assessment of the incumbent will be conducted by
MOILG with support from JPLG, and monthly payment is based on the delivery of the required output. The position is for an initial period of one year with
possibility of extension pending funding and performance.
III. Functions / Key Results Expected
Summary of Key Functions:
•
Implementation of operational strategies for MOILG while working
closely and providing day-to-day capacity support to MOILG staff.

Accounting and Administrative support for MOILG in cooperation
with the UNDP Sub Office.

Detailed description of functions:
1. Ensures implementation of operational strategies for MOILG while working closely with and providing day to day capacity support to MOILG staff.
•Full compliance of financial processes and financial records with MOILG
and other relevant regulations, such as UN/UNDP rules, regulations, policies
and strategies when implementation of UNDP agreements.
•Being the main liaison person between MOILG and JPLG on administrative
and financial procedures and follow up, mainly procurement and financial
management.
•Support MOILG in administering agreements with development partners.
2.
Ensures Accounting and Administrative support for MOILG in cooperation with the UNDP Sub Office focusing on achievement of the following
results:
• Provide extensive support and on-the-job training to manage and administer the budget.
• Provide support, backstopping, and quality control to districts in financial
reporting and identify areas for improvement in the management and use of
the budget.
•
Support the Finance Department to ensure proper control of the supporting documents for payments and financial reports; approval of vendors;
preparation of vouchers.
• Provide support to the analysis and presentation of information on the
status of financial resources as required.
• Provide support to the logistics for missions, workshops and meetings.
• Provides effective administrative support to MOILG.
• Ensures there is an adequate and retrievable filing system for all documents of relevance to external development partners including soft and hard
copies.
• Attends meetings together with the Finance Department and the JPLG
team and support the minute taking, recording, distribution and filing of
agreements.
• Ensure consistency in the application of UN rules and procedures and
coordinates and cooperates at all times with the UNDP sub office.
3. In close consultation with the UNDP Sub Office and in close coordination with the Finance Department, provide technical assistance to
ensure preparation of financial reports for MOILG focusing on achievement of results and disbursements against the work plans and budgets,
and within the context of relevant agreements that MOILG is signatory
to, focusing on achievement of the following results:
•
Provide support to the Finance Department to ensure proper development of supporting documents for UNDP payments; preparation of all
types of vouchers for development and management projects and on-behalf
of client agencies; PO vouchers for development and management projects;
and payment execution.
Provide support to the Finance Department to ensure proper financial reporting as per agreements.
Provide support to ensure maintenance of the internal expenditures
control system which ensures that vouchers processed are matched and
completed, transactions are correctly recorded and posted; travel claims,
MPOs and other entitlements are duly processed.
Provide support to ensure timely corrective actions on unposted
vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
Provide support to ensure presentation and analysis of information
on the status of financial resources as required.
Provide support to ensure maintenance of the Accounts Receivables
for UNDP projects and recording of deposits.
•
Provide support to ensure proper management of any cash receipts
and petty cash.
Provide support to ensure maintenance of the proper filing system
for finance records and documents.
Provide support and ensure the participation of the MOILG Finance
Department in the development of the JPLG annual work plan and budget.
Provide support to ensure proper monitoring of the budget/work program against expenditure.
Liaise and cooperate with the JPLG Project Assistant in Garowe to
ensure timely and appropriate financial reporting.
Provide support to ensure timely preparation and issuance of the
various financial reports, recruitment of staff, procurement of equipment etc.

Education:
Undergraduate degree with specialized certification in Accounting and Finance or public administration.
Experience:
At least 2 years of relevant finance experience at the national
or international level is required.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and

in handling of web based management systems.
Language Requirements

3. Responsible for the efficient day-to-day management of all Local Governance Capacity Building Activities under the MoI for Puntland.

Identify human resource needs, assist in the preparation and regular updating of Terms of Reference for staff and consultants, supervise staff, and

Ensure that staff capacity and capability is utilized in the most efficient manner to achieve service delivery through district councils.
Responsible for liaison with government counterparts with regards to all
donor funded activities, and facilitate efficient management of the projects by
government counterparts to ensure accountability, transparency and good
practice.
Ensure that all project activities are well planned and coordinated, and that
roll-out of the Joint Local Governance project takes place in a coherent manner.
In consultation with the staff of the Local Government Department (LGD),
prepare workplans and budgets necessary to meet the outputs.
Facilitate team building and coordination between all LGD staff to ensure
improved output.
Preparation of relevant progress reports on activities of the Joint Local Governance project which are directly linked to identified output and activities.
Perform any other duties that maybe assigned by the Director General or
