A Message from your 2006 United
Way of Chaves County Campaign
Chairpersons
We are pleased to announce that a final
tally indicates we exceeded our goal
for this year’s United Way of Chaves
County campaign. We sincerely thank
each of you for your contribution of
time, resources and money in any way.
Your donations (whether large or small)
have and will make a difference in the
lives of many. There is no question
that the fifteen agencies of our United
Way would not be able to provide all of
the services they provide without your
valuable help.
It has been a great pleasure for us to
serve as your campaign co-chairpersons
this year. We enjoyed working with
you in any way from employee
presentations to our first United Way
telethon.
Once again, our motto for this year’s
campaign was, “What Matters”. We
know our fifteen agencies work each
and every day to assure that the best
care and information is available to
all who seek their assistance. They
provide the “basics” to those “at risk”
in our communities; and when a person
or a family is vulnerable or in crisis,
they may need the help of one or more
of our agencies to get back on their feet.
When you contribute to United Way, we
know you are saying that you believe
and care for what really matters
In closing, we would once again like
to express our heartfelt appreciation;
first of all to our United Way staff,
Executive Director Harvey Robertson
and Cora Ross; to the Board members
and Foundation for all of your efforts;
to our campaign leadership and to all
of our agencies, donors and volunteers
who have worked so diligently in
making this year’s campaign such

CHARACTER COUNTS! IN CHAVES COUNTY
Character Counts! In Chaves
County is forging ahead with many
projects presently in full gear.
Our newest recognition program,
Honoring the Badge: Building
and Upholding the Public Trust,
sponsored by Pioneer Bank and
Sprint Sports Rehabilitation
Clinic has concluded by honoring
outstanding public servants from
Chaves County over the past year.
Nominated by their superiors and
selected by a committee made up of
individuals involved with Character
Counts! throughout the county, each
individual represents the best of our
communities.
The Eastern New Mexico Medical
Center/Character Counts! in Chaves
County Teachers of Character
Recognition Program has selected
thirty outstanding educators from
throughout Chaves County through
the nomination and selection process.
The winners will be honored
Thursday evening, February 15, at
the Roswell Convention and Civic
Center.
The Athlete Recognition Program
continues into March as high school
coaches from throughout the county
recognize the athlete in his or her
program who best exemplifies the six
pillars of character during the ‘06/’07
“FULL STEAM
AHEAD”
school year.

client has indicated their intentions to lease
a building at the Roswell International Air
Center.
Door: Ongoing start-up manufacturing
opportunity; project manager is Hubert
Quintana, Director of the Southeast New
Mexico Economic Development District.
Duet: company has developed a system
of construction material that utilizes
concrete, re-enforced galvanized steel and
expanded polystyrene without architectural
limitations. Site visit had been scheduled
for the beginning of October; however,
client has postponed regional site visits until
first quarter of 2007. Chaves County is the
only location client is considering south of
I-40; however, we believe we have valid
documentation why client should locate their
manufacturing plant in Chaves County.
FOLLOWING IS A LIST
OF CURRENT PROJECTS
Alpha: Site visit will be held January
9th; client will meet with City and Airport
Committee to determine the willingness
of the City to work with this project. It is
our understanding this project will create a
minimum of 100 high paying aviation related
jobs.
Ball: Residential development project.
Balloon: Aviation related project; CCDF
has presented data to the client regarding
available building sites at the Roswell
International Air Center as site visit will be
scheduled for the first quarter 2007.
Black Hawk: The company will produce
a very large aircraft-related component
incorporating products from more than 60
vendors on a worldwide basis. Some vendors
may eventually be co-located on the site.
Blade: Company is a high quality knife
manufacturer, 10 jobs to start and will
increase to 50 jobs within 5 years.
Bush: Aviation Project: since 1990 this
company has designed and developed bush
planes; they are seeking a location to build
their latest model aircraft. Employment will
range from 30 the first year to 500 by end of
year three.
Care: Outbound customer service center;
company will provide 401 (k), starting
wages begin $8.00 - $10.00 hourly range
with retention increases, and overtime. Key
component client is seeking skilled bilingual
workforce. Site selector met with client
October 16th, CCDF should hear by Feb.,
2007 if our recruitment submittal met clients
requirements.

information at this time, client stated on his
original site visit, the proposed project could
take up to 2 years before they decides when

project.
Lean: Customer Service management

LES: Assisting prospect with Foreign Trade
Zone requirements.
Film Star: met with client Oct. 18th; client
is actively pursing film and film related
projects, including the development of
required infrastructure.
Liquid: Ethanol project; has indicated
a strong interest in building a 50 million
gallon ethanol plant in Chaves County, client
conducted a site visit November 2nd and 3rd,
2006.
First Contact: Fortune 500 customer
contact center
Lowe: Military aviation maintenance and
repair and storage project.
Flight: Maintenance, repair and overhaul
project.
Menges: After four (4) years of
communications client will continue to
be listed on our active project list; per
conversation with client December 20th,
she remains very interested in relocating her
space exploration and research projects to the
Roswell International Air Center.
FlyRoswell: On going regional jet air
service development project; meetings will
be held with air carriers early January, 2007.
Fuel: Ethanol project; 50 million gallon
production facility.
Fun Times: Zach Montgomery – Project
Manager (City of Roswell- City Planner);
Mr. Montgomery reported “The New
Mexico State University-College of Business
recently completed a feasibility study for
the Alien Apex Resort Theme Park. The
study determined it would be feasible to
build a theme park in Roswell. Since this
project would be a draw to Roswell, it would
increase the number of customers visiting
existing UFO related businesses.
Good: First began communication with this
client over 2 years ago, considering opening
a filter manufacturing plant, will employ 3045 full-time assemblers.
Green: Company products generate
electricity, heat, and locomotive power
without consuming fossil, nuclear or biomass
fuels. They do not emit greenhouse gases
or environmental pollutants that exacerbate
global warming or harm ecological systems.
Coach: Inbound medical service center
Greenmobile: This company has been
selling electric cars in Europe for over a
decade, and wants to open a pilot assembly
plant in the United States. If demand for
the prototype is strong, they anticipate
ramping up to a few hundred employees and
thousands of vehicles per year.
Hubert: R&D food processing project.
Diamond: Oil field tooling company, 5 jobs
Italy: Unmanned Aerial Vehicle testing and

million construction project.
Renew: Bio-diesel project; client conducted
a site visit to Chaves County Dec. 19th;
we will know within 30 days where the
client will build their first US site. We are
competing with 2 other locations in New

CHAMBER HOSTS 12TH “HIKE IT & SPIKE IT!”
The 11th Annual Roswell “Hike
It & Spike It” 4-on-4 Charity Flag
Football Tournament was a huge
success for the United Way of Chaves
County, the Roswell Chamber of
Commerce and the community of
Roswell. Over 24,000 spectators
enjoyed watching 362 teams (2,172
players) playing simultaneously on 25
fields in the Cielo Grande Recreation
Area Memorial Day Weekend. First,
second, third, Character Counts and
Down & Out Bowl awards were
presented in each of the 24 divisions.
A check in the amount of $5,000.00
was presented to Harvey Robertson,
Executive Director of the United
Way of Chaves County. The
Roswell Chamber of Commerce
presence was everywhere. The direct
estimated economic impact exceeded
$2,000,000.00! in 2006.
The Roswell Chamber of Commerce,
Desert Sun Motors, Eastern New
Mexico Medical Center, Powerade,
Dr Pepper and Bank of the Southwest
present the 12th Annual Roswell
“Hike It & Spike It!” 4-on-4 Charity
Flag Football Tournament, Friday,
May 25th, Saturday, May 26th, and
Sunday, May 27th, MEMORIAL DAY
WEEKEND 2007, to benefit The
United Way of Chaves County. Once
again, all games will be played at the
Cielo Grande Recreation Area, 1500
West College.
Anyone can play in the Roswell
“Hike It & Spike It”. An alcohol-free,
tobacco-free event, it is recreation
for the entire family. Teams of 7 and
8 year olds play on fields next to
top high school athletes, male and
female. Entry brochures are available

1st National Bank Branch: The old
building is gone and the site has been
cleared for new construction. Bank
officials say we should see activity on this
site soon, now that they have finished the
openings for two other new branches in
New Mexico. Nothing new to report.
Roswell Mall Improvements: The
Roswell Mall Subdivision received final
approval from City Council so individual
lots can be sold as developed. Nothing
new to report.
Out-Parcels for Sam’s & Wal-Mart:
The contract for the out parcels south
of the Sam’s Club has been signed. I’ll
know more as the deals close. Possible
tenants include Michaels, Bed, Bath &
Beyond and others. Checker Auto is in
front of Sam’s and Starbuck’s is in front
of Wal-Mart.
Roswell Regional Hospital: The interior
rough-in work is complete and the interior
finish work is under way. The exterior
building and site work is making progress.
Delays will have the hospital opening in
early 2007, with construction of the other
buildings to follow. (This is located 1-block east
of Main Street on the north side of 19th)
Berrendo Crossing Shopping Plaza:
The interior finish and site work are
progressing well. This includes PetCo,
Church’s Chicken and Famous Footware.
The developer still needs more tenants.
Famous Footware just opened and PetCo
will open this month. (This is located south of
the Rib Crib and north of the Berrendo River)
Strata Production Company Complex:
The building shell is complete for this
Phase-I office building. Mark Murphy,
owner/developer plans to occupy Phase-I
by early 2007. (This is located S. of Immanuel
Lutheran Church on Sycamore Ave.)
Checker Auto Parts: The building is
about 85% complete with the finish and
site work under way. They should be
ready to open for business by late January
or early February. (This will be located in the
Sam’s Club Subdivision on North Main Street)
Automatic Car Wash: This will add an
automatic car wash to the existing manual
car wash. A Building Permit has been
issued, the utilities have been run, the slab
has been poured and the building shell
is nearing completion. Nothing new to
report. (Located south of the McDonald’s on South
Main Street.)
John Hinkle’s - ALL ABOUT SPAS:
This is a new building and location for
an existing business. The slab has been
poured and the building shell construction
should begin this month. (Located on west
side of north Main Street, just south of the Berrendo
River)
Krumland Auto Car Wash: This is a
new car wash in an existing building.
The building permit was issued and
the building is 65% with the site work
approximately 10% complete.
(Located on south side of West 2nd Street across
from Roswell Toyota/Honda)
Starbucks Coffee North: The Building
shell is complete and the rough-in work
is under way. This project is being fasttracked and should be ready to open by
late February or early March. (This is
located in an out parcel in front of the Wal-Mart
Super Center)

shell is complete and the rough-in work is
under way. This is being fast-tracked and
should be ready to open by late February
or early March. (This is located in the out parcel
between Farley’s and Big-O Tires on N. Main St.)
A&W and Long John Silvers: This will
be a combination restaurant going into
the old Captain D’s on North Main Street.
Plans have been submitted for a Building
Permit. (Located on the southwest corner of
Mescalero and Main Street)
Old Post Plaza: The developer is
working with local and national chains for
a restaurant out parcel. They also need
some more anchors to build out Phases III
& IV. Nothing new to report. (Located south
of Walgreen’s across Main St. from NMMI)
Giangrasso Shopping Plaza: Work
includes demolition of buildings and
reconstruction of the site into a nice
shopping plaza similar to some in
downtown Ruidoso. An architect was
selected and we hope to see construction
plans soon. Nothing new to report.
(This is located on the southwest corner of 13th
Street and North Main Street)
Discount Tire: This is scheduled to go
in the Berrendo Crossings Strip Plaza.
Project is under contract and we expect to
see plans within 30 days for construction.
Nothing new to report.
Sunset Plaza Court: The Self-Storage
office building is complete except
for landscaping. No schedule for the
remaining lots as they will be built as they
are sold off. Nothing new to report.
(This is located on Sunset Ave. south of Alameda)
Alton’s Powerblock Gym: This is
a new building for an existing local
business. The site has been grubbed, the
underground utilities are being installed
and the pad site is being constructed.
(Located on the northwest corner of 13th Street &
Virginia Ave.)
New Medical Office Building - III: This
is in the planning stages for a new medical
office building to mirror the office
building caddy-corner to the hospital.
Nothing new to report. (Located on S. side
of Country Club directly east of the New Medical
Office Building - II)
New Professional Office Complex:
The site is cleared and plans are being
developed. This office complex will
utilize the natural topography in the

A New Sonic Drive-Thru: The
preliminary site plan has been approved
and plans for a Building Permit should be
in our office soon. Construction should
begin early in 2007. It looks like they will
purchase the City owned property on the
south side of West 2nd Styreet.

West of Sunset)
A New Hotel: A new hotel is in the
planning stages of development on the
West side of North Main Street, across
from the new Hampton Inn Suites. More
to come! Nothing new to report.
Featherstone Development Corp.: This
organization has demolished the old
Navajo Hotel and F.O.P. or Piggly-Wiggly
grocery store on northwest corner of 2nd
Street and Union Avenue. The intent is
to make this property more attractive to
prospective developers. More to come!
Old Go-Cart Property: The old Go-Cart
track and business have been demolished
to make way for new commercial retail,
Discount Tire, Blockbuster Video and
Kids Care are being negotiated with as
well as some professional office buildings
in back. More information to come!
Get Fit Gym & Tanning: This will be a
new building and location for an existing
local business. We hope to see plans soon
for a Building Permit. Nothing new to
report. (This will be located on Atkinson Avenue,
South of Country Club Boulevard)

6 new Building Permits were issued in
December, putting the number of new
homes under construction at 58. 123

Wilshire Gardens Apartments: The
Building Permit was issued and
construction should begin soon. This
adds 90 quality apartments, available to
anyone. Nothing new to report.

North Sky Estates Subdivision - all lots are
sold with 8 homes under construction.
(Located ¼ mile west of Atkinson on

The Alien Apex Resort Theme Park offers
more for visitors to do while in Roswell,
while offering competition to existing gift
shops to stabilize retail prices and make
our visitors happier with their Roswell
UFO encounter. This project will draw
more tourists to Roswell and our UFO
related businesses, while promising
hundreds of new jobs. The next step
is to secure the business plan and other
financial support documents. We went to
Santa Fe on 12-5-06 to ask the Governor
and the Cabinet Secretary of Tourism for
financial assistance to help pay for these
professional services.......more to come!!!

The President’s Club “Redcoats”
January activities included a Sack
Lunch at the Chamber of Commerce.
Jackie Cecil, one of our Redcoats,
was guest speaker for this event. She
spoke on “What is a Life Coach vs. a
Counselor”.
They were so excited to finally get
to see snow, an experience that many
had never seen.
Business After Hours was hosted
by Roswell Honda 2177 West 2nd.
Door prizes were won and a great
time was had by all. The next
Business After Hours will be held at
the Hampton Inn, 3607 North Main
Street on February 22nd.

Redcoats were on hand for the
ILEA Reception held at the Chaves
County Court House at #1 St. Mary’s
Place. The visiting countries were
Botswana, Uganda, Seychelles, and
Mauritius. It was hosted by the
Chaves County Sheriff’s Office.
A discussion was held, headed
up by Stan Crosby, who is on the
UFO Festival Committee. It was
discussed that we might get involved
in some capacity to raise funds for
our group.
The Redcoats will welcome our
newest member, Ed Lytle, from
Double Eagle Med Supply. The
next monthly luncheon will be held
February 12th at the Kwan Den
Restaurant, 1000 West Second at
11:45 a.m.
