The project of Ukrainian-Hungarian
industrial park
“Bereg-Karpaty”
The experience of European countries, including Austria,
Hungary, Czech Republic, shows that the establishment of
industrial parks is one of the best ways to promote
investment in economically undeveloped regions.
Feasibility of “Bereg-Karpaty”
industrial park establishment
is explained by:
— The need of domestic and foreign enterprises in industrial facilities,
with all the necessary utilities, communications, and advanced
equipment;
— An important geopolitical location of the industrial park at the
intersection of the Eurasian transport and trade routes;
— The availability of the railroad on the Ukrainian and Hungarian side;
— Airports available within 80 km on the both sides of the border;
Feasibility of “Bereg-Karpaty”
industrial park establishment
is explained by:
— Availability of high pressure gas pipeline and international highcapacity electrical system;
— The existence of water reserves;
— Recreational center “Didovo” is situated 5 km from the industrial park;
— 5th (Cretan) transport corridor is planned to be built 7 km from the
industrial park.

The industrial park is located near the Ukrainian village Diyda on
the border with Hungary.

Road connection
On the Hungarian side - road E71/M3 leads from Budapest to the border

area. By 2015 this road will be turned into the highway (extension of the 5
pan European corridor).

On the Ukrainian side – industrial park has a road connection with Mukachevo and the
Kiev-Chop state highway.

In the future the branch of 5 pan European corridor connecting Nyiregyhaza and Kiev
has to go through "Beregsurany” border crossing point - in close proximity to our
industrial park.
Human resources
The activity of the industrial park will be contributed by the high concentration of human resources
on the border area (qualified, with the knowledge of European languages).
In the radius of 20 km population reaches 90 thousand people:
— on the Ukrainian side human resources of Beregovo district reaches 32 thousand people. And
in 5 km from the future industrial park Beregovo city is located (26,6 thousand inhabitants);
— on the Hungarian side human resources of Vásárosnaményi district reaches 23 thousand
people. At a distance of 17 km city of Vásárosnamény is situated (9,4 thousand inhabitants).

In the radius of 40 km population
reaches 380 thousand people:
— on the Ukrainian side this area
includes Beregovo, Mukachevo
and Vinogradovo districts;
— on the Hungarian side:
Vásárosnaményi, Kisvárdai
and Fehérgyarmati districts.

Agreement between the governments of Ukraine and Hungary allows a simplified
visa regime within 50 km zone on both sides of the border. This area includes 382
Ukrainian and 244 Hungarian cities and villages.
Municipal government and community support
The concept of “Bereg-Karpaty” industrial park was
supported by Public Hearings – the idea of industrial park
was positively received.
Government representatives from Beregovo District
Administration are taking part in the industrial park creation.
Municipal government of village Diyda granted the land lots
for the industrial park.
Stages of industrial park creation
Industrial park with elements of logistics "Bereg-Karpaty"
will be created on a territory of about 400 hectares
(200 hectares on Ukrainian
side and 200 hectares –
on Hungarian side).
2010-2012
The first stage of industrial park creation
Transcarpathian Investment Agency in
cooperation with its partners is developing an
area of 16 ha, using European Commission
funding, which includes:
- Industrial park feasibility study creation.
- Carrying out the ground works.
- Development of general building plan and
engineering estimates of the future industrial
park.
2010-2012
The first stage of industrial park creation
In 2012 Agency plans to obtain funding for:
- Creation of the industrial park Management
Company.
- Construction of utilities and communications
(water, electricity, gas, telephone/internet,
drainage, railway lines and roads) based on
the master plan.
2013-2015
The second stage of industrial park creation
We will build an industrial incubator of about 5 000 m2,
which will allow industrial companies to start their
operation at “Bereg-Karpaty” industrial park.
In the future these companies will have the
opportunity to allocate their production at newly built
environmentally sound facilities on the territory of 300
hectares (150 ha on each side of the border).
Starting 2016
The third stage of industrial park creation
This stage of project implementation is aimed at
operational and strategic management of industrial park
and international logistics centre.
Commercial Offer
Transcarpathian Investment Agency invites to cooperation:
— Hungarian and Ukrainian national and municipal government – to support our
initiative with special economic and investment regimes, PPP and financing
programs.
— Investors – to join the industrial park Management Company.
— Industrial and logistics companies – to become “Bereg-Karpaty” industrial park
tenants.
— Construction and engineering companies – to successfully create industrial park
communications and facilities.
— Investment banks and financial organizations – to help us rise sufficient funds for
our projects implementation.
