Box 4272 • Copley, OH 44321 President’s Notes – April Our March meeting, where Colonel Harlan Jewett presented “A Historical Review of National Security” was another example of the great expertise that OWRC members bring to the table and are willing to share with our membership. His insight into both the historical and some present intelligence security challenges we face in today’s increasingly challenging world from someone who was intimately involved in the decision-making and implementation of national policy was “illuminating” for everyone in attendance, and extremely well received. April will bring Colonel Dave Taylor, OWRC member, who will present a talk on “Cebu-The Philippines: Struggle for Freedom, WWII”. Dave served in the Americal (23rd) Infantry Division in Vietnam, and is the Americal Division Veterans Association WWII Historian. May brings our salute to our ROTC and Junior ROTC honorees, always a great celebration of college and high school youth and their dedication to the United States. Again this year we will be offering those members, who so desire, the opportunity to “sponsor” a cadet and/or their family at the recognition dinner. This is on top of honoring our ROTC members during the Kent State University Army ROTC Awards ceremony on 27 April 2016 and the Kent State Air force ROTC Awards Ceremony on 21 April 2016. The University of Akron will host their Awards ceremony on 6 May, 2016. We will have OWRC representatives at all Awards Ceremonies and at each ROTC commissioning ceremony in May. More information will be forthcoming on our summer events (our June picnic; our $5 Night at the Rubber Ducks in July; and the Steak and Corn Roast in August) soon, so check the calendar in this month’s OWRC Newsletter for dates and details. It appears we are seeing an increase in the scum who prey on honest people by stealing their personal information and using it to drain bank accounts and to destroy lives. As always, be aware and protect all personal information, including your Social Security Number, date of birth, bank accounts, and credit cards. Computers and the internet have made us especially vulnerable and have opened up avenues of intrusion that “Big Brother” could only envision in his wildest dreams. Please protect your information and your privacy. Stay healthy and we hope to see many of you at our upcoming meetings. April 2016 OWRC–MOAA Briefing Board April Legislative Notes—Congressman Gibbs MOAA Legislative moaa.org/takeaction 1-800-234-6622 ext. 215 Representative Gibbs represents Ohio’s 7 District in Congress, covering all or portions of 11 northeastern Ohio counties. These are some of his comments from his visit in January. th Legislative Contacts Ohio’s veterans and active duty military were saluted, and Representative Gibbs spoke of his efforts to ensure that the Veterans Administration (VA) was held to a higher standard and that those who fail to provide services to our veterans are held accountable. He provided an insightful review of the House under Speaker Ryan (R-WI) and the Speaker’s stance against the use of Continuing Resolutions to fund the Federal government, instead of completing the required clean budget bills the country expects and needs. In the area of budgets, Rep. Gibbs spoke of the need to restore military spending in the areas of strength, personnel and training. He provided an excellent review of discretionary appropriation budgeting, and noted that a majority of the military budget lies within the discretionary portion, as opposed to the great amount of the budget which is required to sustain funding for mandatory programs, over which Congress has little control without making extensive cuts to social programs. Representative Gibbs answered many questions from a very attentive and appreciative audience, and was very warmly acknowledged. The relationship of Congressman Gibbs and OWRC is a new one, but one which I am certain both look forward to sustaining and growing. We salute Bob Gibbs for his support of America’s military and Ohio’s veteran community. This was Representative Gibb’s first meeting with OWRC, and it was an enjoyable and informative meeting for all. Congressman Gibbs’ service in the House of Representatives started from his life as a farmer in Holmes County who wanted to become involved. In his message to OWRC, he presented information on his congressional committee assignments, as well as current views on the budget, Sequestration, military spending, service to veterans, and the opportunities and challenges in the Republican-controlled House with President Obama and his veto pen. He especially was concerned with current bills in the House which would block or modify new EPA regulations on local waters and streams. The EPA has mandated new massive bureaucratic paperwork regulations which would make it so difficult and time-consuming for local small farmers and businessmen to get approved that Gibbs is afraid that much needed work to improve and sustain the waters would be forgotten. OWRC Membership Requirements The membership in MSVC shall be composed of: Men and women who are or have been commissioned or warrant officers of the seven United States uniformed services (Army, Navy, Air Force, Marine Corps, Coast Guard, National Oceanic and Atmospheric Administration, and Public Health Service). Surviving spouses of deceased individuals who, if living, would be eligible for membership. MSVC-MOAA memberships are open to all eligible people. The Briefing Board Newsletter is published by the Ohio Western Reserve Chapter, which is an affiliate of the Military Officers Association of America (MOAA). MOAA and its affiliated chapters and councils are non-partisan. The advertisements that appear in this publication/website also do not reflect an endorsement by MOAA or this affiliate.
