FCC Comes to Music City
The FCC held media ownership hearings today at
Nashville’s Belmont University. Chairman Kevin Martin and
Commissioners Michael Copps, Jonathan Adelstein and
Nashvillian Deborah Tate were present; Robert McDowell
was absent.
Martin opened the proceedings and at the end of his
remarks received an ovation when he stated, “I also want to
briefly touch upon an issue of interest to many of you here
today -- payola. The FCC has longstanding rules prohibiting
payola. These rules serve the important purpose of ensuring
that the listening public knows when someone is seeking to
influence them. Broadcasters must comply with these rules.
We will take enforcement action if they uncover violations of
the payola rules.” (Continued on Page 6)
Capitol’s Foster To Universal South

Activator Chart Bows Jan. 8
Country Aircheck will launch a new “Activator
Chart” in the Jan. 8 Music Edition. Compiled in
conjunction with Mediabase, the Activator chart
panel will combine airplay information from stations
monitored by Mediabase with playlist information
submitted by reporters via the internet.
Country Aircheck is now in the process of selecting
Activator Reporters. Programmers wishing to have
their stations included in the Activator panel should
submit a request to reporter@countryaircheck.com.
Please include 25-54 ratings info for the past year -shares and rank -- and a current playlist that includes
artist, title and number of weekly spins. In addition
to being ratings winners, Activator Reporters must
maintain a minimum current percentage of 25% and
be willing to submit ADDS in the case of Mediabase
monitored stations, and current airplay lists and ADDS
in the case of non-monitored reporters. Submissions are due by December 21, 2006.

CRB To Honor Humanitarian Wilson
Former Citadel Communications Chairman & CEO
Larry Wilson is the recipient of the Country Radio
Broadcasters’ 3rd Annual Tom Rivers Humanitarian Award.
He will receive the honor at the opening ceremonies of CRS38 on he morning of Thursday, March 1, 2007.
The award is named in honor of late CRB Board Member
Tom Rivers. It recognizes individuals in the Country Radio
industry who have displayed a magnanimous spirit of caring
and generosity in service to their community. Linn, Svendsen Rise At SBMG
Sony BMG Sr. Director/Artist Development Debbie
Linn has been promoted to the newly created position of Sr.
Director/Strategic Marketing, while BNA Manager/Southwest
Promotion Christian Svendsen has been upped to Director/
Strategic Marketing. Both will work with the Arista, BNA,
Columbia and RCA imprints, reporting to VP/Marketing Tom
Baldrica.
Linn started with RCA in New York in 1990, moving to
Nashville in 1994. Svendsen has been with BNA since 1995.
He will continue to be based in Dallas.

Niemann. Niemann’s first single “I Love Women My Mama
Can’t Stand” is due in February.
The RIAA has issued platinum certification for Vince
Gill’s four-disc These Days collection.
Porter Wagoner has signed with LA-based Anti Records
and is recording an album called Wagonmaster with producer
Marty Stuart. The release is one of a number of events due
in 2007 to celebrate Wagoner’s 50th anniversary with the
Grand Ole Opry.

Condolences are extended to family and friends of
Country DJ Hall of Fame member Jay “Jaybird” Drennan,
who died Sunday a day after his 78th birthday. Drennan was
inducted in to the DJ Hall in 2004 after a career that included
27 years on air at WSLR-AM/Akron.
A 2004 story in the Akron Beacon Journal about
Drennan’s induction revealed the principles behind his success:
“Talk to the listeners simply and honestly, keep them smiling
on their way to work, appreciate every person who listens to
you, keep the good music coming and get out and meet the
people,” Drennan was quoted. Arrangements are pending.

categories for the 49th Annual Grammy Awards include Best
New Artist for Carrie Underwood, her “Jesus, Take The
Wheel” in the Song Of The Year category, and Big Rich’s
“8th of November” for Music Video. The CBS telecast airs

Wednesday, Dec. 6: Kevin King is the new Co-OM, with

misappropriated the name of former WDAF morning host
and current part-timer David Lawrence in a flier mailed to
listeners.

The CRB President’s Award will be presented to Charlie
Monk, and the CRB Career Achievement Award honoree will
be Kenny Rogers. Both awards will be presented at the Country
Music DJ and Radio Hall of Fame Dinner that opens CRS on
Page Tuesday, Feb. 27. Kix Brooks has been tapped as host for this
year’s New Faces Dinner and Show on Friday, March 2.
FCC Continued...
The first session examined issues affecting the music
recording industry and featured 14 speakers including
Country stars George Jones, Porter Wagoner, Naomi
Judd, Dobie Gray, Cowboy Troy and Big & Rich’s John
Rich and Kenny Alphin. Also appearing were Nashville
musician’s union President Harold Bradley and songwriters
Craig Wiseman and Rick Carnes. The lone commercial
broadcaster was Cromwell Radio President Bud Walters;
Sharon Kay, GM of Fisk University’s WFSK, was also on
the panel.
As might be expected from a panel heavily populated
with artists, their five-minute testimonies centered on the
difficulties artists have being heard in a consolidated media
world. After describing the difficulty he’s had getting his
music on the air, Cowboy Troy told the FCC Commissioners,
“If my music is good enough for the Grand Ole Opry, I
would humbly submit it is good enough for the radio.”
Rich bemoaned the lack of Country radio in New York, LA
and San Francisco, calling it “an absolute travesty,” saying
such a gap not only doesn’t serve the public, but ensures
that country artists get “clubbed over the head” by not
getting their music heard in those markets. “That is the most
anti-American thing I’ve ever heard in my life,” he said,
attributing the lack of Country stations in those markets to
the decisions of radio “bean counters.”
Big Kenny urged the FCC not to pass rules allowing
greater media ownership to a few companies. He said, “The
only thing we ask is that we do everything we can to keep
the airspace free and open to everyone so we can have a little
more airspace between raising hell and ‘Amazing Grace.’”
Rick Carnes, President of the Songwriters Guild Of
America, testified to the affect radio consolidation has had
on songwriting, telling the Commissioners, “I’ve spent my
entire life getting to the truth in 3 1/2 minutes. I can wrapup my thoughts in five words: Big radio is bad radio.” He

went on to say, “The decisions radio people have made may
be good decisions for them, but they [force] songwriters
to make bad artistic decisions…. The quality of music on
a radio station is inversely proportionate to the size of the
radio network. We used to have music everywhere that
sounded like it was from somewhere. Now we’ve got music
everywhere that doesn’t sound like it’s from anywhere.”
Carnes also called for the FCC to “step in to balance art and
commerce,” telling them it was time to return ownership to
pre-1996 levels, pleading, “Let local radio be local again.”
Wiseman echoed Carnes’ sentiments, urging the FCC to
return to the old ownership levels. He said, “The homogeneous
programming that has resulted from radio consolidation limits
opportunities for songwriters, artists and listeners alike.”
Wiseman also added “a large number of people in corporate
radio wouldn’t know a transmitter from a transvestite.”
George Jones got a standing ovation when he concluded
his remarks with, “When my life, family, income, profession
and needs of my fans are affected by media consolidation,
you don’t need to make another move in the wrong
direction…. Please don’t make it any rougher for people like
me, or tomorrow’s rising stars.”
Naomi Judd spoke of meeting people all across America
who are disturbed by what they are seeing and hearing in
the media these days. She challenged them with, “People in
ivory towers have no mind for the people they’re supposed to
serve. They rape us and pay us a small pittance…. I urge you
five chosen people to hear the voice of public interest and not
special interests.”
Bud Walters, radio’s lone defender, told the assembled,
“Has consolidation worked? The short answer is yes…. In
the early ‘90s half the radio stations were losing money.
Many small market stations are viable today because of
consolidation…. It takes a cluster of several stations in a
community to get the audience and advertising one station
could deliver several years ago.”
Noting that the more than 11,000 U.S. radio stations are
owned by 3,000 distinct parent companies, Walters says that’s
more diversity of ownership today than in 1972. He said of

radio groups, “We’re not all big, and even the biggest are not
all bad. I personally have issues with Clear Channel. But it’s
not because of the quality of their radio stations.”
Referring to complaints from the artistic community,
Walters added, “The music business is different from the
radio business. Granting a license to use the public airways
doesn’t guarantee access to those airways by everyone who
thinks they should have it.” He concluded by asking the FCC
for “fair rules” so that broadcasters could continue to bring
localism to free radio airwaves.”
The hearing’s second panel was to provide an overview
of the Nashville market and issues affecting broadcasters
and independent programmers. The eight-hour hearing also
allowed members of the public to participate via an “open
microphone” session in which each person was allotted two
minutes.
