History of Crestwood Plaza
Crestwood Plaza opened in 1957. It was the first major mall in the St. Louis area and one of
the first to have more than one department store. Thousands of St. Louis families have fond
memories of going on dates, shopping and working at Crestwood Plaza. Originally an open-air mall,
Crestwood Plaza was enclosed in
1984. It was renamed Westfield
Shoppingtown Crestwood in
1998, and Crestwood Court in
2007. Most recently, it served as
a lifestyle center with art spaces.
It was finally closed to the public
in 2013.

In April 2015, the City of Crestwood chose the proposal submitted by
UrbanStreet Group LLC, a Chicago-based developer with extensive
experience in real estate development and construction.

UrbanStreet Group’s current proposal recommends four project areas
within a mixed-use development. Together they will provide a
unique and exciting experience for those who want to live, work, and
play in Crestwood.
The four project areas are:
· Service Retail
· Entertainment and
Destination Retail
· Multi-Family Residential
· Storm Water Management, Community Gardens and Open Space

Factors that affect what will be built and when:
•  Market demand for proposed stores, businesses and
residences of the new Crestwood Court
•  Public input
•  Ability to generate tax revenue for City of Crestwood
•  Tax increment financing (TIF) to offset high cost of
preparing site (storm water management, utilities,
etc.)

Service Retail
Service Retail
Approximately 3 acres on the western edge of the site
will be used for retail services such as a specialty grocery
store, fuel station, pharmacy, and fast-casual dining.

Entertainment & Destination Retail
Approximately 20 acres in the middle of the project will consist of
an entertainment/dining/retail core that will include a movie
theater, office space, destination restaurants and a “town square”
area with outdoor gathering areas.

Multi-Family
Residential
Multi-Family Residential
Approximately 11 acres in the site’s southeast section will be dedicated to
multi-family residential living – the kind of housing that attracts young
professionals, couples, empty nesters, and active seniors. The exact type of
housing has not been determined.

Community Gardens & Open Space
Because so much area is dedicated to storm water
management, there is an opportunity for community
gardens for Crestwood residents. Open green space will be
available for everyone to enjoy.

Storm Water
Management
Storm Water Management
The Crestwood Court site steeps over 100 feet from one end to the other – the
equivalent of a 10-story building. Therefore site redevelopment must include storm
water management to protect Crestwood’s streets, homes, and businesses from
flooding. The proposal’s storm water detention and treatment will also fulfill
Metropolitan St. Louis Sewer District’s requirements for new developments.
Storm water management can
involve:
•  Underground basins or pipes
•  Above ground landscaping such as
ponds or lakes
As the detention basins fill, they are
safely drained through the storm water
system preventing dangerous floods.

•  Continue collecting public input and ideas
•  Work closely with city planners, neighbors, and
Lindbergh School District
•  Finalize proposal
•  Partner with City of Crestwood on financing
•  Locate businesses for Crestwood Court
•  Demolish old site and begin construction
What It Will Take
City of Crestwood
The Crestwood Court Redevelopment Project will be
discussed at a series of Crestwood Planning and Zoning
Commission, TIF Commission and Board of Aldermen
meetings in Fall 2015.
The City of Crestwood is a project partner for:
•  Public involvement
•  Financing
•  Planning and zoning
•  Infrastructure
Project Funding
The Crestwood Court Redevelopment Project will cost approximately $99
million. The majority of the funding will come from private funds.
The project proposes to use tax incremental financing (TIF), a Community
Improvement District, Transportation Development District and perhaps
other incentives to help pay for the project's costs, which include:
•  Massive demolition
•  Storm water detention and mitigation
•  Site topography changes
•  Installation of infrastructure of all kinds
