FOR YOUR CAR: If you are away from
home when an earthquake hits, what
would you need in your car if you had to
“stay” in it for a few days? What if you
had children or your pet with you? These
are some suggested items, but only you
can complete the list based on your
personal needs…
 Don’t let your gas tank get below half
full.
 Bottles of water.
 Food such as nutrition bars, tuna/
chicken salad tins, candy, etc.
 If you are traveling with infants or
toddlers, be sure to include special
food items, diapers, bottles, pacifiers
and a few toys.
 Small bills and coins for
vending machines
 First aid kit, medicines.
 TP, hand wipes, big zip
lock bags, sanitary needs.
 Flashlight with extra
batteries, glow sticks,
emergency flares, head lamp.
 Gloves, blanket, hat,
walking shoes, hand warmers,
rain poncho.
 Kitty litter, shovel, utility knife multitool, tool kit, can opener, whistle.
 Paper and pen, pictures of family
members, family phone numbers, cell
phone charger.
 Pet food, leash, water bowl, small toy.
 The Good Book.
And… don’t forget about those
generators! Now is the time to check to
make sure they have fuel and are running
properly.

FIREWORKS REMINDER
July 4th weekend is the only weekend
fireworks are permitted on Tapps Island. New
Year’s and winning Seahawks games are not
permitted periods for illegal fireworks. We
love the Seahawks and New Year’s but please
remember fireworks are prohibited.
Warnings are not issued. Security has been
instructed to issue fine cards for fireworks
violations on New Year’s Eve and Day. Please
be kind to your neighbor and their pets by not
exploding illegal fireworks.
ARCHITECTURAL CONTROL COMMITTEE
Please remember to contact the ACC through the General Manager for approvals on any exterior
changes to your property. Failing to get approval for paint, siding, fencing, hedging, roofing, deck
expansion, and many other changes can cost you a fine for failing to comply and, worse yet, removing
and replacing your improvements if they are not approved! Don’t take a chance. If in doubt,
contact the General Manager to make sure you have the approval required before
beginning your work.
W.O.W. Yard of the Month Winner for November
The secret is out and it shows in your face (your big
smile that is). Dr. Vincent Ho, his wife Amy and their
three children Brooke 11, Taylor 9, and Ashlyn 6 moved
to Tapps Island exactly 3 years ago after discovering the
hidden secret of this Island Oasis. Some of Dr. Ho's Lake
Tapps dental practice patients couldn't keep the secret
hidden and, with big smiles, told him of the wonderful
place they called home (Tapps Island). Dr. Ho and his
family decided to check it out and now THEY call it
home too! Vincent did the design work of the Ho's
beautifully landscaped yard located at 2517 199th Ave
Ct E. The family works together to keep it manicured
and lush, and then call in a bit of professional help as
well. They love the tropical atmosphere of their new
Island home.
The Ho family.... yes, the whole Ho family love the
water and anything to do with the water. They enjoy
boating, wakeboarding, canoeing, and swimming. Out
of the water they also enjoy tennis.
Amy is a busy mom raising her three children and
enjoys volunteering in the children's classrooms at
school.
The Ho family enjoys the great beauty and rare
setting here on Tapps Island and they especially
appreciate the friends and neighbors they have
met.
We Islanders are happy that the Ho's have
chosen Tapps Island to be their home and share
this secret Island Oasis with each of us. The smile
says it all!
Congratulations to the Ho family for being
voted as the W.O.W. Yard of the Month winner for
the month of November. The Ho's will display the

Dear neighbors, THANK YOU for all
the donated toys last year! We delivered
seven barrels to the Toys For Tots
distribution center for children here in
our local area. We will have the Toys For Tots
collection barrel at the Lakeside Grill for the month
of November, until December 13th. This year we
have a great opportunity to really help infants
through high school ages. Gloves, hats, jammies,
robes, things we take for granted these kids don’t

Security Report
11/4/2013, 211th Ave,
1:00pm, A warning was
issued for a vehicle
protruding into the bike lane
and also parking their
vehicles on a vacant lot.
11/12/2013, IPW, 9:30am, A
resident reported they had
inadvertently left their
garage door open and a
purse was stolen out of their
vehicle during the night.
11/16/2013, 9th Green, It was reported
that a dog was being walked on the
golf course without a leash. Security
responded and asked the dog owner
to please restrain the dog. They
complied and went home.

A warning was issued for a
commercial vehicle being
parked in the Association rightof-way.

The above incidents reported
are just a representation of the
actual number of reports filed.

Compliance Committee Focus
Noise Violations
The “Protective Covenants” state:
“No noxious or offensive activity
shall be carried on upon any of the
said property, nor shall anything be
done thereon which may be or become
an annoyance or nuisance to the
neighborhood. Determination as to
what is noxious or offensive rests with
the Committee.” (This means the
ACC Committee.)
One of those nuisances identified
by the Committee is excessive noise.
We all have different yardsticks as to
what excessive noise is, but our
covenants allow the ACC Committee
to be the arbitrator of this matter.
“Construction activities during the day
that result in high noise levels should
be exempt since they are generally
short term and unavoidable.”
Therefore those types of noises are
allowed, but only during those hours
set down in our “Rules and
Regulations.”
Other noise complaints do not
have a time table tied to them. Noises
that are not short term and
unavoidable, those of sustained loud
noises, may elicit complaints from
residents and will be in violation of
disturbing the peace. Because there
are so many things that could impact
this, it is left to the ACC Committee
as the final judge.
What types of noises might elicit
complaints? One yard stick that has
been set down is playing basketball
next door to someone’s home in the
late evening hours. Dogs constantly
barking (dogs will bark from time to
time and we all acknowledge that). It
is the constant dog barking (whether
it is during the day or at night) that is
the problem. Loud parties and loud
music may also be a problem.
Fireworks on evenings other than
those allowed during the
Independence Day time frame may
also elicit complaints.
It is the good neighbor policy.
Check with your neighbors if you
plan to have a function that might get
neighbors, for contributing
generously to the 12th Annual
Lake Tapps Community Food
Drive on Nov. 23. We collected
nearly 1 ton of food to give to
needy families through the
Sumner Food Bank. Special

Pharmacy.

gotten several complaints about. I
am sure that the Board, the ACC and
the Compliance Committee will be
having discussions with residents
who decide that this does not pertain
to them.

BOARD MEETING MINUTES
November 21, 2013
The meeting was called to order by Sandy Shuman,
President at 7:06 P.M.
Roll Call/Attendance: Present: Sandy Shuman, Don Lisko,
Shane Pitman, Perri Nieman, Ralph Mason, Owen
Gladfelder and Jon Bial.
Absent: Rich Kumar
Also present-John Clark, General Manager
Approval of Minutes: The minutes from the October
meeting needed correcting. The proposed changes to the
rules and regulations was not circulated to the membership
for vote. The by-laws changes were circulated for the
membership to vote. Owen Gladfelder moved that the
minutes of the Board meeting held on October 31, 2013 be
approved as corrected. Perri Nieman seconded.
Approved.
Open Session: A few residents attended the meeting. No
formal comments were delivered. Sandy Shuman thanked
them for attending and encouraged residents to attend the
monthly board meeting as well as participate in
committees they may have an interest in working with.
Ninth Board of Trustees Position. Owen Gladfelder
moved to fill the 9th Trustee position which was voted on
by the membership in October. Shane Pitman seconded.
Motion passed.
Owen Gladfelder made a motion to nominate Rob Wagner to
fill the 9th Trustee position. Jon Bial seconded. The term
will run through January 2016. Much discussion. Motion
passed unanimously.
Treasurer’s Report: Submitted by Shane Pitman
YTD ending October 31, 2013 we have a net loss of $34,526
compared to a net loss of $5,068 for the prior year. Our
cash position as of October 31, 2013 was $348,858. Total
in the Operating Account was $35,047 and $313,811 in
the Reserve Fund. The percentage of accounts receivable
in the 90+ days is 24.4%, all of which are properties
heading to foreclosure or abandoned. Liens are in place
and collection will occur when the lenders take over the
property. It is only 4 homes which account for the 24%
delinquency. Legal action is underway for collections on
all accounts over 90 days delinquent.
Perri Nieman moved to approve the Treasurer’s Report for
October, subject to the annual audit. Don Lisko seconded
the motion. Motion passed.
General Manager’s Report: John Clark
Water system. Homes on 214th close to being off our water
system by December 1. We will disconnect the meter and
cap the water line running under the lake bed. The
homeowners are responsible for that line not TIA. Our lost
revenue for the three homes is between $4,200 and $5,200
per year depending on water usage.
SCADA system quotes are being put together for the
finance/budget committee to consider for the coming year.

Reader board repair will take place on 11/22/2013.
The trim and finish work will not take place until after
December 5 due to contractor availability.
The Lake Tapps Community Council meeting on the
shoreline management plan for Pierce County was well
attended. There will be more hearings before the
planning commission and County Council where we
can influence the outcome of the proposed changes to
shoreline setbacks and buffers.
Lakeside Grill operations. Winter hours. Food cost
issues.
Golf Course Operations. Annual passes are on sale
now for 2014.
Centurylink Fiber Optic Project. No action will take
place until spring when weather permits. Patches will
be inspected at that time. Centurylink is working with
us cooperatively at this time.
ACC Committee Report: Jon Bial
The committee did a complete drive around of the island
on 11/20/2013 again. The committee is pleased with
overall progress on compliance with the ACC there are
still some properties which required follow up letters
from the General Manager or Compliance Committee.
The committee receives requests through the General
Manager every month on replacement roofs, fences,
siding, paint colors and other exterior changes to
properties.
The committee also inspected all of the water system
buildings and equipment this month which they try to
do every two months to insure facilities are in good
repair and properly maintained. All of the facilities
looked properly managed. There is a small tank leak
on the water storage unit scheduled for repair when the
tank cleaning takes place this year.
Golf Committee: Submitted by Shane Pitman
The golf committee won’t meet again until February.
Shane did meet with John Leslie and John Clark
regarding plans for the golf course projects over the
winter months. There is a minor bridge repair on the 5
canal bridge. 150 yard markers will be replaced since
most of them look bad from earlier storm damage.
There will be some tree limb work done to improve
sunlight onto greens and tees for healthier growth in
the early spring. 2014 annual passes are on sale now.
Landscape/Beautification Committee Report:

Our last meeting was held on November 18th with
Sharon Piccolo, Barbara McKinney, Janice Thomas,
Jon Bial, Lori Curnow, Sandy Shuman and John Clark
in attendance.
The Tapps Island Tree lighting will be held on December
6th at 6PM. The Dieringer Cougar Chorus will
perform. The committee suggested that the annual
Toys for Tots event be advertised through the flyers
and advertisements for the Tree lighting, to help

support and encourage donations. The Wolter’s
Christmas music and light show has shown interest in
encouraging Toys for Tots donations by some type of
advertisement TBD for the hundreds of on-lookers who
enjoy the show. With the resident business
sponsored food drive, the Toys for Tots donations in the
restaurant, and the Wolter's Music/Light show there are
many good works going on in our community for each
resident to participate in. Santa will visit the Clubroom
on December 7th, 10am.
The committee is appreciative of Janice Thomas for
sharing her photography of Island events. See
the bulletin board at the restaurant to check out all the
fun! The committee is also appreciative of Bill and
Karen Baker for their planting of the clematis vine at the
dumpster area, Mr. Young for his upkeep and planting
of the railroad car planters, Alan White and his work on
the Outer Island, and all other residents who continue to
make this the best place to live. Volunteer work is
welcome and appreciated.
There will be no meeting scheduled for December. Our
next meeting will be held on January 20th, 2014 at 1pm
in the clubroom. Please participate in the W.O.W. Yard
of the Month contest by sending your nomination to
Sandy Shuman at shuboxsandy@hotmail.com by the
end of the month.
Safety and Security Committee Report:

The safety committee is submitting an article for The
Islander regarding fireworks. New Years is not an
approved day for fireworks and security will be
instructed to enforce fines.
The committee is planning an emergency preparedness
training work shop for island residents who are
interested. The date will be published as soon as
scheduling is complete. The committee also scheduled
an emergency walk through for board members in
January. It is a drill to make sure the board members
on the committee know procedures to access key
equipment and resources in the event of a natural
disaster.
Compliance Committee Report:

The compliance committee had an appeal for a roaming
dog fine second offense. The committee allowed the
resident to get an electric fence to contain the dog. The
$250 fine was suspended when the resident installed the
fence. Suspended does not eliminate the second offense.
Any future roaming of the dogs will result in third
offense fine.
Another dog roaming on the golf course fine resulted in
waiving the fine and reducing the incident to first
written warning. Any further incidents will result in a
fine.
Letters for compliance will be going for one unfinished
house, a boat parked in non-compliance, construction
debris and clutter in a front area of a home.

The compliance committee is working on how to better
define pick up camper units when being stored. Some
camper units are stored neatly and others are being
dropped in the driveway on structures that may be
dangerous and they are also aesthetically undesirable.
The committee continues to work with residents on repeat
violations with a goal of eliminating repeat violations in
a non-confrontational, problem solving, approach to
consistently enforce all rules and regulations making
Tapps Island a desirable place for all to live.

The Finance and Budget Committee will begin their
budget meetings with the first meeting on December 4th
at 3:00 PM in the clubroom. The monthly meeting of the
Board of Trustees will be determined after the budget
committee has concluded the preliminary budget for the
board to review.
The date and time of the December board meeting will be
posted on the reader board for residents who are
interested in attending.
