2010 Annual Report Our Mission The Road Home Dane County serves homeless families with children in collaboration with local faith communities and organizations. We are committed to the empowerment and long-term success of children and families, to serving each family with dignity and respect, and to achieving results in helping families improve their lives. We welcome the entire community, in all its diversity, to participate in the pursuit of safe, affordable housing for all. Dear Friends, What an honor it has been for me to serve another term as President of the Board of Directors of The Road Home. My involvement over the years has changed my perspective of what homelessness really means. To listen to the stories told by families, especially those coming from a small child, has been an education to me and enlightening to say the least. The face of a homeless family is clearer to me and one that deserves all of the resources we can provide. It is hard to believe that it has been over a year since we moved our first families into the Housing & Hope apartments. What a success story this has been! To date, 23 adults and 55 children have enjoyed a secure place they can call home. And that is only part of the story as we continue to pursue the next phase of our campaign to secure additional Housing & Hope apartments for our families. The other shelter and housing programs sponsored by The Road Home experienced continued success as well. In total, we served 113 families, including 256 children, as compared to 74 families served in 2009. In addition, 97% of families who moved into housing in 2009 remained in housing during this past year. Our Interfaith Hospitality Network shelter program, which is sponsored by our faith community supporters, provided shelter to 25 families during the year. Of these families, 91% moved into one of The Road Home housing programs. But despite the rewarding success stories that we are so proud to tell, it is still not enough. We, along with our community partners, strive to reach out to all families in need of shelter, but we are still unable to reach all of them. During this past year, 296 families, which translates into 842 people, were turned away from our services. As I said in my President’s Message last year, our commitment to reduce homelessness is energized, and that energy remains strong. Even though I will be passing my President’s gavel to my successor, Rev. David Michael, in 2011, I will continue to serve on The Road Home Board of Directors. With all of your support, whether it be through your generous donations or through your commitment of volunteer hours, together we can continue the mission of providing safe and affordable housing for all and changing the face of homelessness. The Board met on the following dates: 1/26, 2/22, 3/22, 4/26, 5/24, 6/28, 8/23, 9/27, 10/25 and 12/6. 2 Thank You Volunteers and Donors The Road Home would not be able to help homeless families succeed without the participation of hundreds of volunteers, who provided 13,542 hours of service to our families in 2010. In addition, we are able to offer personal care items and household goods to our families only because many people and organizations have generously donated new or used items. Residency 79% Wisconsin residents prior to participating in our programs. 73% Dane County residents prior to participating in our programs. 3 Shelter Programs bring families inside and start them on the road to housing Interfaith Hospitality Network (IHN) Shelter Program - The Road Home shelters homeless families with children through a network of area churches and synagogues. Volunteers from these congregations provide overnight shelter, three meals per day and evening activities for the families. Daytime shelter and case management services are provided at the day center. Warming House - Services for families who have been turned away from shelter programs due to lack of capacity and who have no place else to go. These families spend the night at The Salvation Army but must leave in the morning. The Road Home provides daytime shelter. 96 families used The Road Home’s short-term case management and daytime services as part of the Warming House program. Families staying in shelter work with a case manager to seek housing, employment and other community services and attend educational workshops. Transportation between locations is provided by The Road Home. 296 families were turned away due to lack of space. Outcomes 25 families (30 adults, 51 children) stayed in the IHN Shelter. 91% of departing families moved into housing. 4 Crystal and Antonio Before becoming homeless, Crystal and Antonio (age 3) lived with various friends and relatives. Crystal had a good job working at Federal Express, but was forced to quit when her car was stolen and she had no way to get to work. She applied for many jobs, but with no transportation she was unable to secure employment. She felt hopeless. After much thought, she decided to move back to Madison where she had lived when she was younger. She believed that her employment and transportation prospects would be better here. when they were denied shelter, Crystal and Antonio would walk the streets. Finally, space became available for them in the IHN Shelter . Crystal filled out 10 housing applications during her first week in shelter and applied for jobs daily. She found a seasonal job at Target and was accepted into the Second Chance Leasing Program. Crystal moved into her apartment on December 1, 2010. She was so happy about moving into her very first apartment that she didn’t sleep at all the first night. She just walked around the apartment trying to take it all in and get used to it. Antonio turned four that week, and was able to invite his best friend to sleep over, in his own room, for his birthday. Once in Madison, Crystal and Antonio were able to get into the Warming House for a couple of nights, but were denied shelter on several nights, too. On nights 5 Case Management helps each family address needs and opportunities to promote housing stability Every family participating in The Road Home’s shelter and housing programs works closely with a professional social worker to address barriers, access resources and work toward goals. The Road Home case managers develop trusting relationships with families that allow them to assess and address a broad array of needs. 6 Sheena, Lowery and their children In April 2010, Sheena and Lowery became homeless with their two children, Daijon (age 6) and Azarie (2), and also learned that Sheena was pregnant with twins. While getting back on the road to stable housing, they have had the opportunity to work with case managers at The Salvation Army, in the Warming House, in the IHN Shelter and then in housing. manager on their goal of finding housing. In under a month, the family’s hard work paid off and they were approved for an apartment. They chose to participate in the Housing Stabilization Program so they could continue to benefit from case management support. Now case management is centered around longer-term goals. Sheena is currently working with her case manager to enroll in school. Lowery obtained his security license and landed a better job as a security guard. A short while after they moved in, they welcomed home two beautiful baby boys, Malik and Malikhi, and their case manager was able to help them get needed items for the babies. With their case manager at Salvation Army they completed housing applications and sought pre-natal care. Lowery looked for employment and Sheena enrolled in W2, but this did not provide enough income to afford a threebedroom apartment. While participating in Warming House, Lowery worked with a case manager at The Road Home to continue his job search, look for apartment leads and access much-need supplies for his family. When they were about to lose all hope, Lowery found employment. Sheena says, “The case managers were helpful. They gave us information and helped us look for jobs. They worked hard to keep in contact with property managers at properties where we had put in applications.” Shortly after, a spot opened up for them in The Road Home’s IHN Shelter. Now that they didn’t need to find shelter each night, they had more time to work with their case “It feels good to have your own place where you can have your own privacy,” adds Lowery. “Once you get to moving forward, don’t look back!” 7 Transitional Housing Programs assist families for 12 to 24 months in transitioning from homelessness to independent, stable housing Housing Stabilization – One year of postshelter case-management services for families able to access and pay for their own housing Second Chance Leasing Program – A one-year version of the Second Chance Apartment Project Rapid Rehousing - One year of shallow rental assistance (average $200 per month) and case- management services provided in collaboration with United Way of Dane County, the YWCA and The Salvation Army, to move families quickly from shelter to housing, or to avoid shelter completely Second Chance Apartment Project – Two years of subsidized housing and support services provided in collaboration with the YWCA of Madison, congregations and organizations Outcomes 30 of 31 (97%) of 2009 families reached one year of stable housing in 2010. 8 Eva, Robert and their children Eva, her husband Robert (not pictured), and their 3 children, Laney (age 19, not pictured), Christian (age 9), and Nicholas (age 6), lost their apartment when Eva experienced a re-occurrence of breast cancer and was no longer able to work. Robert was unable to keep up with all of the family’s bills on his income alone. Eva, Robert and their children had no choice but to stay with elderly relatives. This placed a big strain on everyone since the space was small and the relatives were not used to having active children in the household. and a small rental subsidy, the family was able to obtain a beautiful apartment which they have made into their home. Since moving into housing, Eva has gained employment and is presently medically stable. She does advocacy work speaking to survivors of breast cancer. Robert has maintained employment despite the stress of the past year. Christian and Nicholas are doing well at school and have been connected with additional supports. Eva says that transitional housing assistance provided “help for the mind, body, and soul.” She adds, “The program not only helped with rent, but it helped my family as a whole. The Road Home has given us the moral support and stability to stand alone on our own two feet when the time comes and the program ends.” After four months, the family was referred to Rapid Rehousing by a partner agency, Joining Forces for Families (JFF). Upon entering the program, Eva and Robert met with Rapid Rehousing coordinators and completed an intensive housing search. With case management 9 Permanent Housing Programs provide longer-term housing and services to assist families who will need support beyond 24 months House-ability – Housing subsidy and support services for families with a disabled adult provided in collaboration with the YWCA and The Salvation Army Housing & Hope - The Road Home owns and operates fifteen units of housing with on-site case management and affordable rents. Fifteen additional apartments will be developed at the completion of the campaign. Meridian Group, Inc. is our development and management partner for this project. Outcomes 30 families served. All seven families that entered in 2009 remained stable for at least one year. Six of seven families that entered in 2008 remained in stable housing for at least two years. In 2009, they were evicted from their apartment just before the birth of their first child, Karma. They spent time in The Road Home’s IHN Shelter when Karma was just weeks old and were one of the first families to move into the Housing & Hope apartments in November 2009. The family stabilized and still lives there, reaching toward its goals. really enjoyed. Once they had income, they made good on their payment plan. It was a perfect example of The Road Home’s strategy to house a family with no income, but still hold them responsible and accountable for their rent. Jeff and Karissa are grateful for the Housing & Hope apartment, and most thankful for the affordable rent. Kristin, their on-site case manager, is extremely impressed with how much love and attention they give to Karma, who turned one year old in this stable environment. She learned how to crawl, walk, and start to talk at age-appropriate times thanks in part to the stability this program has given her family. They truly put their daughter first and are determined to support her and make her life easier and safer going forward than it was in the first few weeks of her life. When they first moved into their apartment, they had no income. In line with the program’s affordable rent structure, they received a rent deferment for a few months at the minimum rent rate of $200 per month. That enabled them to avoid late fees while they were unable to pay rent, and then to make a plan to pay their back rent when they obtained income.
