Oklahoma FreeWheel rolls into Coalgate
The Coalgate Park
looked like Tent City by
mid-afternoon Sunday
as
several
hundred
Oklahoma
FreeWheel
cyclists began arriving.
Coalgate was the first
overnight stop in the
bikers’ weeklong ride
across Oklahoma.
The FreeWheelers tour
the state every year in
June. The route changes
each year, but typically
begins near the Red River,
Oklahoma’s
southern
border with Texas, and
travels north to end just
across the Kansas state
line.
The theme for the
2016 tour is “A Tribute
to the Five Tribes of
Oklahoma,” with the
group spending at least
one night in each of the
Five Nations.
The bikers began their
trip on Sunday morning
in Madill (Chickasaw
Nation)
and
began
arriving in Coalgate
(Choctaw Nation) a few
hours later. Several said
the 68-mile trip took
about six hours.
After spending Monday
night
in
Wewoka
(Seminole Nation), the
tour continued on to
Okmulgee located in the
Muscogee (Creek) Nation.
On Wednesday, the group
will travel to Sand Springs,
which is also located in
the Muscogee (Creek)
Nation.
From Sand
Springs, the tour works
its way around Tulsa to
Claremore
(Cherokee
Nation) and then to the
northeast corner of the
Cherokee Nation and to
Bartlesville.
The final day of the 2016
Oklahoma
FreeWheel
tour takes riders across
the Oklahoma-Kansas
border into downtown
Caney, KS. By then, they
will have pedaled about
460 miles.
Highway robbery
remains under
investigation
Coal County Sheriff Bryan Jump said Monday
that his office and the Tupelo Police Department are
still investigating the robbery of an Indian Nation
Wholesale truck that happened early Friday morning,
June 17.
A report filed by sheriff’s deputy Anthony Garvin
states that the driver of the truck reported he was
driving north on SH 48 about one-eighth mile south
of Tupelo when a pickup passed him and then stopped
in the road in front of the truck. That was around 5:15
a.m., he said.
Two men got out of the truck, the driver said. One
man approached the driver’s side door, pulled a
revolver and ordered him out of the truck. He said he
was held against the side of the truck while the second
man got inside the cab and took the empty money
bag, the truck keys and his cell phone. The suspects
then got in their pickup and continued driving north
on Hwy. 48.
The suspects’ pickup is described as a single cab,
older model primer gray Chevrolet.
The driver told Garvin that both men were white.
The man holding the gun was described as bald with
a mustache, approximately 6’3” and 200 pounds with
tattoos on his arms.
Jump said the Sheriff’s Office and Tupelo Police
Department are checking surveillance videos of local
businesses and following all possible leads.

thrilled to be flagged down on SH 31 to have his picture taken, but he managed a slight
smile as the camera clicked. Within seconds, Hubert was back on his bike pedaling his

Gunslingers, and activities
at the Coalgate Park. The
grand finale will be a 4th
of July fireworks display

Department.

There is one thing I would like everyone to know,
that is I have ran a CLEAN campaign and will
continue to run a CLEAN campaign. Like I have
said in the past, we have all made our mistakes
and that is what has made me a better person
today. Another thing I have expressed in my ads
and campaigning is that Johnny Ward has done a
lot of good things in District 2 and Coal County. I
just think that I have some different ideas on how
to do some things. I know that it will be a new
learning experience but I feel I have the experience to be YOUR county commissioner because
of my past work history and fast learning abilities.

Membership eligibility: Must be 16 years of age or older and provide proof
of a relative that served on the Confederate side in the Civil War. Membership is open to all eligible persons regardless of race, color, national origin,

Southern heritage.

At this time of year we hear a lot of speeches and promises of how a candidate will perform if
elected and it is up to us to weigh the honesty and integrity of these words. It is also our responsibility as citizens with the freedom to vote for such candidates to decide who will do the
best job. Remember you are hiring this person to work for you so they must be able to address
your concerns and questions. I would like to address some of the questions that I have been
asked during my campaign.
• #1- If you are elected, are you going to fire everyone?
No. It is my experience that people “fire” themselves. Those currently working
for District 2 will still have a job as long as they are doing their job.
• #2-What do you know about writing grants?
I know that the county works with SODA and grant writers to obtain money for
roads and bridge repairs. The paperwork involved is kept by county employees
and the commissioner is responsible for completing the application for
these grants.
• #3- Why do you want to be commissioner and what is your plans?
I would like to see Coal County be a place that we can continue to be proud of
and ensure that it is a safe place for our children and grandchildren. I like to
help people and this job would allow me to help people in a much broader way.
• #4- Will you take care of the cemeteries?
Absolutely! We all have loved ones in our local cemeteries and this is that last
thing we can do to honor them.
• #5- What can you do for me, I live in the city?
The county has an Interlocal agreement with the city of Coalgate to aid with needs and
projects for improvements and repairs.
•
#6- What do you plan to do about the county roads?
The roads in rural areas must be maintained and repaired as needed to ensure that our
children, family and friends travel safely to and from work, school, etc. I will have work
orders for the needed repairs and will address the problems based on priority of need.
•
#7- What do you plan to do with the 45th Infantry Park?
The 45th Infantry Park is an asset to our county and I plan to honor our veterans by keeping
it nice and safe for our children and visitors.
#8- How will you work with the other commissioners and elected officials?
I plan to work with the other 2 districts as well as the other elected officials for the county
to utilize taxpayer’s money in the most efficient way. This means assisting the other
commissioners with equipment and supplies when needed to make repairs in a timely
manner. We have been hit hard with flood waters this year and some areas more than
others. So regardless which district you live in you can be assured that I will work to
help the other commissioners during these kinds of times. If you want to know if I can
work with these people then give them a call.
#9- What are your qualifications and experience?
I have worked as a heavy equipment operator for an electrical contractor for the last
10 years. This job requires that I be certified to operate a crane and numerous other types of
equipment.
I am CLEET certified to work in law enforcement and maintained a position as Reserve
Deputy for Coal County for 2 years under Roy Deck. I am certified in surface mining and ran plant
operations for an aggregate company for over 10 years. I have worked in road construction and
have been self-employed.
My best qualification for the job of county commissioner is my life experience and
accomplishments which is my family. The most important decision a person ever makes in life
is choosing a mate and I feel I have chosen well. My wife of 31 years and I have raised two
very good citizens that make us very proud. As the old saying goes “The proof is in the pudding”.

Coalgate School, graduated form Kiowa High School and got his Associate
degree from the University of Phoenix
College. Aaron was a janitor for many
years at Hurley Manor and Hurley Hospital in Coalgate. He was also a nurse’s
assistant. Aaron proudly served his
country in the U. S. Army. He married
Cathy Diane (Kerr) at Caney and they
had 34 wonderful years together. Aaron
was of the Baptist faith and collected
coins and guns and loved watching OU
football.
Survivors include his wife, Cathy
Diane Musgrave of the home in Caney,
OK; stepson, Matthew Kerr and wife,
Laura of Caney; daughter, Beanna Loudermilk of Atoka; stepson, J. T. Wallace
and wife, Carrie of Durant; grandchildren, Walt
Kerr and Cora Jewel Kerr

Memorial service for Vicki Lynn (Colvin) Newport, a Coalgate resident, will

Mrs. Newport was born January 6, 1954 to Simon and Reba (Nichols) Colvin at
Healdton, OK and passed away June 16, 2016 at Coalgate at the age of 62 years,
5 months and 10 days. She attended school at Healdton and married Eddie Stark.
Vicki worked as a cook in the nursing homes and restaurants. She enjoyed watching movies, crocheting and collecting angels.
Survivors include her husband, Eddie Stark of Coalgate; son, Jordon Perkins
and wife, Brenda of Coalgate; daughter, Jessica Brady of Branson, MO; sisters,
Bobbie Martin and Raymond Dale of San Marcos, TX and Judy Colvin of Lone
Grove, OK; granddaughters, Carissa McGavern and Joe Melton of Healdton, OK,
Julie Bills, Zoe Perkins and Herminoe Perkins all of Coalgate; grandsons, Blake
Brady and Zander Greenlee, both of Coalgate; great grandchildren, Joe Melton, Jr.,
Chance Melton, Aidon Hays and Paisley Melton all of Healdton; along with other
relatives and friends.
She was preceded in death by her parents; and daughter, Jennifer McGavern.

The Board of County Commissioners of Coal County met for a regular scheduled meeting on
Monday, May 23rd, 2016 at 9:00 a.m. in the conference room of the County Commissioners Building.
Brock Jones called the meeting to order at 9:00 a.m.
Roll was called by Brock Jones. Those present were: Brock Jones, Chairman, Michael Hensley,
Vice-chairman, Johnny Ward, Member, and Mandy Crites, Deputy Clerk.

Coal County Primary Election next week

All Coal County precincts
will be open from 7:00 a.m. to
7:00 p.m. on Tuesday, June 28,
for the Coal County Primary
Election. Any registered voter
who is in line at 7:00 p.m. will
be able to vote.
In-Person Absentee
(Early) Voting
Registered voters who want
to cast in-person absentee
ballots will be able to do so
at the Coal County Election
Board office on Thursday, June
23, and Friday, June 24, from
8:00 a.m. to 6:00 p.m., and on
Saturday, June 25, from 9:00
a.m. to 2:00 p.m.
A two-member, bipartisan
absentee voting board will
be on duty each day to assist
voters. “In-person absentee
voters fill out an application
form when they get to the
office,” said Coal County
Election Board Secretary
Vicky Salmon. “They are
not required to give a reason
for voting absentee. They are
required to swear that they
have not voted a regular mail
absentee ballot and that they
will not vote at their polling
place on Election Day.”
Voter ID Required
Salmon said voters should
take their voter identification
cards with them to the polls.
“Your voter ID card (issued
by the County Election Board)
can help precinct officials find
your name in the Precinct
Registry, and it may help them
resolve the problem if you
are not listed in the Registry
for some reason,” Salmon
explained.
Alternatively,
voters can bring an unexpired
photo ID card issued by the
U.S. government, the state
of Oklahoma, or a federally
recognized tribal government.
Voters without ID, or whose
names are not found in the
Precinct Registry, or voters who
disagree with the information
shown in the Registry may
always cast a provisional
ballot. A provisional ballot is
sealed in a special envelope
and counted after Election
Day if the voter’s information
can be verified by the Election
Board.

State law permits registered
voters who will be unable
to go to the polls because
they became incapacitated
after that date to vote on an
emergency basis. “Physical
incapacitation” includes a
variety of conditions, including
injury, illness, and childbirth,
that prevent a person from
voting in person at the polls on
Election Day.
Aside from unplanned
emergencies, “State law also
allows a registered voter who
is physically incapacitated on
an ongoing basis or a person
who is charged with the care
of a physically incapacitated
person who cannot be left
unattended to submit an
application for absentee ballot
by an agent,” Salmon said.
The agent may be any
person of the voter’s choosing
who is at least 16 years of age
and who is not employed by or
related within the third degree
of consanguinity or affinity
to any person whose name
appears on the ballot. Also, a
person may serve as an agent
for only one person at any
election.

someone you know fits into
this category, please contact
the Coal County Election

information,” Salmon said.

Johnny Ward made a mo6on to allow District 1 to seek reimbursement from ODOT for easements for the Daley Woods Road project. Hensley seconded. Ward, Hensley and Jones approved. Shelley Free, Superintendent of the Kiamichi Technology Center, gave a presenta6on regarding the history and design of the center and the services and programs it provides for its students. Free explained that the technology center district was originally formed in 1968 and was joined by Coal County in 1982. Discussion was made regarding concerns of elual representa6on for both students and faculty. Free said that all but five members of the faculty are from either Coal or Atoka Coun6es. She added that two people from Coalgate drive to the McAlester campus to work. Johnny Ward said that since Coal County puts in twice the revenue as some of the other coun6es in the district, he feels that with our large student enrollment, we could put a satellite campus in Coalgate Ques6ons were raised in regards to other courses or programs that could be offered in our area. . Clerk Loudermilk said she would like for the insurance company to send a representa6ve down each year to conduct open enrollment. She said they send
her a box of packets for the employees and she is responsible for geong them disbursed and ensuring the employees all get the turned back in, which is difficult since the county has over eighty employees. Also, she said she in not trained to answer all the employee’s lues6ons regarding the insurance and feels that it would be best for the employees for a representa6ve to be on site for that purpose. Chairman Jones said he would check with the representa6ve regarding the addi6onal life insurance for Williams.

Johnny Ward said he had a few phone calls regarding the oil rig fire in Cairo a few days ago. He said the concern was that the Emergency Management Director was carrying a firearm, and he wasn’t sure that was customary. Troy Hudson, EM Director, said he is a federal law enforcement officer and is cer6fied to carry a firearm. He said he typically does when he is on a search and rescue mission.
Ward said he would like to see the carpet and 6le done in the courthouse. He said we need to go out for bids for it, and the vendor needs to be licensed and insured. Ward men6oned that he was at ACCX last week and spoke with Coy Gonzalez and Dale Frech and was told that they had not seen the Form 2 accident report for the county employee involved in a fatality accident in April. Clerk Loudermilk said she submiRed the form as soon as she was no6fied of the accident and that the adjustor of the claim is Sandy Beaver. Loudermilk further stated that she speaks to Beaver once or twice a week regarding the claim. Mike Echelle, Regional Director of the Health Department, stopped in to let the Board know that today was his last day and he will be re6ring. He introd,ced his replacement, Ms. D’Elbie Walker. OK Kids coming to
Coalgate Friday
For the fifth consecutive year, Coalgate will host the
annual 14-and-under OK Kids state softball tournament. The
tournament starts Friday, June 24, and will wrap up on Sunday,
June 26. An article that ran in last week’s paper showed the
tournament starting on Thursday, June 23. The date has since
changed.
The tournament kicks off at 1:00 p.m. Friday between Quinton
and Vici. Coalgate is scheduled to go against Mangum at 4:30
p.m. Friday.
Other teams competing in the tournament include Canute,
Kiowa, and Weatherford.
In addition to the softball tournament, Coalgate will host the
OK Kids Coach-Pitch Regional Tournament scheduled for July
7 through July 9. This year marks the eleventh consecutive year
that Coalgate has hosted the regional tournament.
The OK Kids Baseball Association was organized to promote
the playing of amateur baseball and softball, to coordinate and
standardize the activities of various organized leagues and to
develop future citizens with the proper attitude toward life.

and Jones approved. Billy Johnson, CEO of the Coal County General Hospital, was present to discuss the Accountable Care Organima@on with the Board. He said that Medicare is changing the way they are paying for health claims. He handed a flyer out that showed par@cipant loca@ons for Access Care Oklahoma. Helton Rural Health Clinic, TenderCare Home Health, Ruth Wilson Hurley Manor and Coal County General Hospital have all noined the ACO. Johnson said the par@cipants include 11E doctors, a5 midQlevel prac@@oners, 4 hospitals, 1 nursing home, 5 emergency departments, 3 rural health clinics, 1 urgent care clinic and 4 ancillary providers and it uses live data so each agency can track the pa@ent[s informa@on. Johnson said this is the first known system in the United States, and they are already gepng phones calls from all over asking about it. He said there are currently no ambulance services in the network, but he would like to see a few added in as well. He said the organima@on is physician led, therefore physicians make the decisions. He said it is a new concept, which is rapidly aUrac@ng several big players. He said the future of rural medicine appears to be outpa@ent services versus inpa@ent. He said it will be a year before they will have actual numbers to look at to see how e\ec@ve it is and to know the cost margin. He also added that this appears to be a way to get the specialists to come to our rural areas instead of the pa@ents having to travel to the larger ci@es to see them. Johnson further stated that Coal County is one of the central areas in the network. He said they are currently working on a way for Coal County to be a hub for transfers to Oklahoma City from Hugo and other areas in southeastern Oklahoma. He said in order to do this, he will be working closely with the EMS, ACO, Big 5, Integris Hospital, etc. Johnson said he addressed the city council and spoke with the city manager and there is s@ll a lot of details to work out. He said in order to make it work, they will have to change the culture of medical services in our area, but will work together very hard to do so. Johnny Ward said we need to look at every op@on available if the rural areas are going to survive. Johnson added that there was an ar@cle in the Atoka County Times last week that implied that the Coal County General Hospital was involved with the Atoka Medical Center. Johnson said they are not a part of the medical center and are not contracted with nor have paid them for any services. He said he has asked that the editor put a disclaimer in the paper to clarify that informa@on. Good government and accountability have always been very important to
me. Serving the public should always be considered a privilege and an
honor.
Good services are very essential in order to have prosperity and growth,
and I personally feel that training and experience are two of the main ingredients of a good public servant.
Thomas McCoy is my choice for District 2 Commissioner and I feel he
would be a good choice for you. He has the training and experience, and
he has a common-sense head on his shoulders.
District 2 has accomplished a lot of good things over the past several
years, and Thomas McCoy and the other District 2 employees have played
a big part in those accomplishments. It has been a team effort. County
government faces many challenges in this day and time, and that’s where
knowledge and experience come into play. It is important that we have a
qualified person ready to step in and take the reins of commissioner.
With all certainty, District 2 employees are ready to serve you into the future under Thomas McCoy. I personally would put the District 2 road crew
up against any crew in the state of Oklahoma. They are dedicated and
they know the roads of District 2 like the back of their hands. They are

To the Voters and Citizens of
Coal County District 2
As we end this time of campaigning, only a few days remain until you
elect your next District 2 Commissioner.
First of all, I want to thank all of you for your hospitality and time
shown to me throughout this campaign. I have truly enjoyed visiting
with you. I know I have missed some of you due to my work schedule,
and to those I may have missed, I would like to apologize.
I want everyone to understand this is a very important job and position that requires decisions every day, and I take that very seriously.
My platform and goals are to serve you 100 percent. I will always be
accountable and available.
I have been part of county government for the past eight years. I
have the necessary requirements, experience and training to fulfill the
duties of commissioner. I understand all the challenges county government faces. I understand the funding sources and how revenue
becomes available to maintain our roads. I am a heavy equipment
operator and have a CDL truck driver’s license.
With all the severe weather and historical flooding the past two years,
I’ll be the first to say it has been a great challenge to keep the roads
maintained. The other employees of the road crew and I have strived to keep the roads up and at the same time continue to make
improvements to them. We have been dedicated to keeping the 200 miles of road passable for you because we know that keeping
our roads at their best is very important for our school buses, mail delivery, and your travel to and from work. All District 2 employees
work hard every day to keep our roads and other services available for you. We work as a team and we understand the importance
of being dedicated to taking care of your needs.
I understand the importance of funding all the services of the county, including the hospital, health department, library, ambulance
service and rural fire departments. I have firsthand knowledge of the funding of these vital services and the importance they serve
and provide to our daily lives.
For the past several years, District 2 has provided assistance to the Atoka-Coal Food Storehouse. Twice a month we help unload
the grocery truck and sort and box the food that goes to needy and less fortunate families of both Coal and Atoka Counties. I will
continue to provide this service.
As county commissioner, I will continue to work with our Native American tribes to help build and improve our local economy. I will
support our senior citizens with their needs such as the nutrition centers and fitness-wellness programs.
I have and always will support our youth programs, including 4-H, FFA, and the Girl Scouts and Boy Scouts of America. These
children are our future.
I have a very special place in my heart to support our veterans because they stand for freedom. They have served our country and
many have fought for our freedom.
District 2 has helped maintain five rural cemeteries for several years. We will continue to do this on a regular basis because we
take pride in caring for these grounds.
For many years now, Coal County has had a partnership with the City of Coalgate, and District 2 helps operate and maintain the
recycling center, which must be maintained on a daily basis to deal with solid waste. We also maintain the majority of the 45th Infantry
Park, the Coal County Fairgrounds, and other county facilities such as the library, DHS, health department and Big Five Community
Services.
I am one of only two county employees certified and licensed to eradicate mosquitoes for the deadly ZIKA and West Nile Disease.
I am also the county’s alternate floodplain administrator dealing with disasters such as flood, wind and storm damage. These duties
are required by FEMA to handle federal damage assessments.
Yes, there are a lot of responsibilities when it comes to county government. County government is big business and I’ve been part
of it for many years. I would like to continue to work and serve you by being your next county commissioner of District 2.
I have the training you have invested in me, and I have the necessary experience to be your commissioner. I am ready and willing
to take on any and all challenges. I am dedicated and I still believe a man’s word and a handshake mean something. I believe in
family values, morals, integrity and trust. They are important to me as they should be to all of us.
District 2 participates throughout the year in safety and training educational programs in order to stay equipped with yearly updates
so each of us is better informed on all safety issues and county government. I will continue this practice.
If elected, I will see that projects that are currently under construction or have been programmed for the future will be carried out
and completed to their fullest intent. I will continue to look for new funding and grants for new projects.
In closing, I want to thank you all again for your support and encouragement. I know I have the knowledge and training to be your
next District 2 County Commissioner. I believe that on-the-job experience gives you, the citizens and taxpayers, a head start toward
continued progress in Coal County. I will be a public servant that you can be proud of. I will work hard to represent everyone, regardless of status, in a professional way. I will work closely with our legislators on programs that continue to build Coal County and make
county government strong.
I have said, “My word is my bond,” and I will always take your needs and concerns seriously. I will continue to be accountable,
trustworthy and honest with an open door policy to listen to you.
My family and I ask for your support and vote to elect me your next District 2 Commissioner.

detected during the calendar year of this report. Although many more contaminants were tested, only those substances
listed below were found in your water. All sources of drinking water contain some naturally occurring contaminants.
At low levels, these substances are generally not harmful in our drinking water. Removing all contaminants would be
extremely expensive, and in most cases, would not provide increased protection of public health. A few naturally

The Board of County Commissioners of Coal County met for a regular scheduled meeting on
Monday, June 13th, 2016 at 9:00 a.m. in the conference room of the County Commissioners Building.
Brock Jones called the meeting to order at 9:00 a.m.
Roll was called by Brock Jones. Those present were: Brock Jones, Chairman, Mike Hensley,
Vice-chairman, Johnny Ward, Member, and Eugina Loudermilk, County Clerk.
Johnny Ward gave the invocation.

Michael Hensley made a motion to approve the minutes from the previous meetings. Ward
Ward made a motion to approve the monthly report for the Court Clerk for May. Hensley

RESOLUTION NO. 2016-2
A RESOLUTION APPROVING THE CITY OF TUPELO, OKLAHOMA BUDGET FOR THE FISCAL
YEAR 2014-2015 AND ESTABLISHING BUDGET AMENDMENT AUTHORITY
WHEREAS, The City of Tupelo has adopted the provisions of the Oklahoma Municipal Budget Act
(the Act) in 11 O.S. Sections 17-201 through 17-216; and
WHEREAS, The City Clerk has prepared a budget for the fiscal year ending June 30, 2017 (FY
2016-2017) consistent with the Act; and
WHEREAS, The Act in Section 17-215 provides for the chief executive office of the City, or
designee, as authorized by the governing body, to transfer any unexpended and unencumbered
appropriation from one department to another within the same funds; and
WHEREAS, The budget has been formally presented to the Tupelo City Council at least 30 days
prior to the start of the fiscal year in compliance with Section 17-205; and
WHEREAS, The Tupelo City Council has conducted a Public Hearing at least 15 days prior to the
start of the fiscal year, and published notice of the Public Hearing in compliance with Section 17-208
of the Act; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TUPELIO,
OKLAHOMA:
SECTION
th 1. The City Council of the City of Tupelo does hereby adopt the FY 2016-2017 Budget
on the 14 day of June 2016 with total resources available in the amount of $722,800.00 and total
fund/departmental appropriations in the amount of $675,800.00. Legal appropriations (spending/
encumbering limits) are hereby established as follows:

the new phones for the courthouse. She said they had done six months of preparation and planning, but
were not able to complete the installation because of unforeseen circumstances. Loudermilk said they
are going to have to drill through the concrete to run cables and lines to each of the offices from the main
hub in the maintenance room where the firewall is. Loudermilk said the phone guy that did the installation
knew of a company in Tulsa that does the cabling, and said it would cost a minimum of $5000 to get
everything done. She added that Axxion Technologies, from Durant, has been involved with the IT of this
project since day one, and was onsite during the installation and knows what they will need to do. She
presented a quote of approximately $3900 for them to do the cabling. Johnny Ward made a motion to

Let me tell you why I am the most qualified candidate to be your County
Commissioner:
1. I have been in some type of construction business for most of my life.
2. I started out as a regular laborer and continually proved myself to be
responsible and trustworthy to be promoted to management positions.
3. I have been responsible for the management of as many as 100 employees
and 40 pieces of heavy machinery at one time.
4. As many of you know, roads are an important part of the responsibility of
a county commissioner – but managing the County’s financial position is
the primary responsibility of the Board of County Commissioners.
5. As a superintendent of construction, I was responsible for budgeting labor
and resources as a condition of my job.
6. Voting for me means your tax dollars will be used efficiently so that
saved money can be used to plan for better improvements on your
roads.
Secondly, let me explain some of my goals as YOUR County Commissioner:
Roads:
1. My primary goal is to do my part to make Coal County the best it can
be.
2. Commissioners in Coal County each have an operating budget of
approximately $500,000 to run their district. This includes payroll,
machinery, road materials, and operating expenses.
3. There are roads that need to be widened.
4. There are drainage problems on many roads that could be improved by
adding tinhorns and raising the roadbed. Floods may come, but normal
rainfall should not keep our rural citizens stranded at home.
5. There are dangerous intersections that need immediate attention. I want
to visit with the landowners and clear the right-of-ways to make our roads
safer.
6. Because I have experience and have been held responsible to meet budgets
and be profitable, I will efficiently use YOUR tax dollars to keep motor
graders on the roads blading every day possible.
Park:
7. For my constituents who live in town, I will do my part to maintain our
park so that it continues to be a family recreational area that brings our
community together.
Grants:
1. It’s no secret that Coal County is a small county and doesn’t receive a lot
of money from state and federal grants.
2. The General Fund budget of Coal County each year is approximately
$1,225,000. This mostly covers the salaries and operating expenses for
the offices.
3. But you can’t get something if you are not working for it and asking for
it.
4. I will work to establish contacts at the Department of Commerce, the
Department of Transportation, the Choctaw Nation, and the local subdistrict planning committees to bring as much money back to Coal
County as I can. I will enlist the help of our State Senator and our State
Representative.
5. Voting for me ensures our County won’t be left behind.
Finally, let me tell you WHY I want to be your County Commissioner:
1. I’m not a politician, I’m a hard worker.
2. Coal County is – and always will be – my home.
3. I care about this community and I believe Coal County can be better than
it is right now.
4. Coal County has a lot of potential. I want to put my knowledge and
experience to work for you to improve our roads, clean up our community,
and make this a better place to live.
5. I believe the Board of County Commissioners should work together as a
team in the best interests of this County.
6. I will do my part to work respectfully WITH the other commissioners.
7. But most importantly, I will work hard for YOU – the taxpayers of this
County – and I will listen to your concerns when you call me.

The next item on the agenda was to discuss and take possible action on partnership opportunities
for economic development in Coal County. Chamber of Commerce President, Johnny Sandmann, was
present to discuss with the Board some ideas the Chamber Board of Directors has regarding growth in
Coal County. He said one of the ideas is forming a partnership between the City of Coalgate, Coal
County and the Chamber of Commerce to share the costs of a salary for a full-time Economic
Development Director. He said some of the responsibilities of that person would be to coordinate the
Chamber work and events, Main Street project, and other events in the county as they come up. He said
they have volunteers that do it now, but feels that it would be much more effective if a full-time person was
dedicated to that task. He said the idea is for the three entities to each share one-third of the salary,
which would be comparable to other county employee’s salaries. He said the Coal County citizens spend
an average of $44 million annually outside of Coal County. He said the Choctaw Nation is interested in
helping financially with economic development in our area. Sandmann said he was at the meeting today
to see if the county would be interested in pursuing this idea before he looks any further. Sandmann said
economic development is very competitive and the right person for the job should be a very ambitious
person that will work hard to network to get Coal County on the map, and who also has a general
knowledge of government. He said our demographics is right for a variety of businesses. He added that
our economy plays a major role in our sales tax revenue and if people can get what they need here, they

for marketing by developing a website. Brock Jones said the Assistant District Attorney has discussed
with him the idea of putting in a Boys and Girls Club to give our youth something to do after school and on
weekends. Jones asked if the job could be comingled with the recycling center. Sandmann said he
would prefer not, because he wants a person to represent the county that is not tied up with other
projects. He said the person would be considered full-time, with a 40 hour per week schedule, but would
probably need a somewhat flexible schedule to allow him or her to attend meetings and events as
necessary. Sandmann said he is planning on attending the next city council meeting and will be ready to
pursue this if the city if interested as well.
Sandmann said he has been hearing that the State of Oklahoma is closing offices and making
cutbacks. He said he has heard that the Coal County DHS is in danger of closing. Sandmann says he is
pretty sure the state law requires DHS to have an office in each county. He said he was looking at
possible incentives to try to keep it open. In doing so, he has learned that Atoka County pays much more
in rent than Coal County does for their office building, so he doesn’t feel that the cost is the issue. He
said he would like to get with the Assistant District Attorney regarding the possible violation of statutes
regarding the issue. He said he feels that it is a political decision.

I am more determined than ever before to
continue working hard serving Coal County
through the Court Clerk’s Office. This is an
opportunity I’ve never taken for granted. The
friendships I’ve made with the customers will
last a lifetime. I’m indebted to each of you for
allowing me to be here for the last 10 years
as YOUR Court Clerk.

There was no possible way for me to knock
every door in this county due to working full
time and taking care of my children; however,
I’ve done my best to meet as many as time
