PRESIDENT’S NOTE
September must have been the busiest month ever
for community meetings in my 5 years of civic duty. The 4
days of Ashland/Cherryland business plan meetings did me
in. And in the middle of that week, I had to change gears
with my EALI Public Safety Team and give a practice run at
our presentation on Nov. 16 for the whole pot of Gold.
Beautiful Fall weather made it doubly challenging to be
inside. The sun glared through the windows and shade,
calling me to ride my bike or run down a wooded trial in the
summer evening.
Somehow I remained committed to the whole series. A
field trip on East 14th, brainstorming over large aerial maps,
pointing to our strong points and weaknesses, listening to
an overview of our population and income profile, and finally
viewing some finished drawings of locations that would have
the best chance of cooperative redevelopment.
What really stood out was the lack of business people
willing to participate. You get the feeling that there is a
plague or little confidence in the process. I did meet a few
new faces who were curious about the street work already
done and when the next phase would begin. There were a
few landowners who have apartments or rent to other
businesses. No one was clamoring for big radical changes,
just clean up the view.
The team of urban planners came up with some good
concepts and principals. To get the most bang for our buck,
we should look at combining big parcels, involve the fewest
number of owners. For example - 3 deep lots across the
street from where Ashland intersects with East 14th St.
Combine those and you get a full city block to work with.
Bancheros, the Serra building and the Union hall make a
very sizeable parcel that could share a parking lot. Rework
the existing buildings. How about indoor recreation or
chopped up to incubator spaces. The key to that corner of
course is across Mission, where we own the land already.

A retail market, Farmers market, public gathering space that celebrates the creek would
be nice! The buildings can be semi-permanent, inexpensive to put up and take own if we
came across a bigger project that needed all the space.
Traffic and pedestrian safety seemed to be the area in which the planners had he
most confidence. Bulb outs at the crosswalks slow cars and shorten the walking distance
across the street. Striping crosswalks in parallel lines make pedestrians more visible to
cars. These are cheap and easy improvements, not too exciting, but pedestrian safety is
worth trying. While our corridor is not a popular walking area, parking and walking
should be encouraged whenever possible.
AC Transit seems to have reversed their plans for reduced service along the
corridor. We could push for a BRT, but without support from Hayward and San Leandro,
it’s not likely. Street parking supports the current level of small businesses but there is
no room for expansion. Small residential lots turned commercial have spurned the hair &
nail salons that line the corridor. Mixed with auto services and liquors stores, investment
is low, potential is limited. It’s easy to see the frustration from all perspectives.
The big let down for me was the Brown Bag Lunch Economic Forum. Here was the
place for the consultants to give us the data that would steer us in one direction or
another. Could our dismal demographic be a predictor for future trends? What zoning
changes could make it easier for new businesses to come in take hold and expand? It
turned into a history lesson from Richard Hancocks, Doris Marciel and Tom Silva. So my
lunch hour was not wasted after all.
The final wrap up to all of this was well attended, half County people and half
residents from all the flat lands. Drawing s of building were overlaid on large overhead
photos. The most radical was a plan to re-orient Creekside Shopping Center so the
entrances would face the canal. Dreaming is free, it has some possibilities. If only Kimco
had a better reputation for making things happen in a positive way. The real news of the
day was the announcement of the dark fiber optics to be buried whenever street work
was being done. This is a real investment that will pay off in the long run. LIT San
Leandro started it last year by using existing conduits to circle a large part of San
Leandro with high capacity broadband fiber. Alameda County will do the same in the
commercial area, with some help from partners. This will give us a much better chance of
attracting quality businesses and keeping Comcast honest...
The brainstorming sessions produced some curious visions for future
development. This is just the beginning of the process. With input collected on our
desires, Lisa Wise and her team will start deciphering our current zoning and codes.
More meetings to come, but closer to the new year.

I must congratulate Supervisor Nate Miley and the on the Drug Take Back initiative
and the recent court victory they scored. It won’t be easy fighting the pharmaceutical
industry and they will fight back hard,. But for now having their suit dismissed is sweet
enough for me. If they can make a molecule that won’t break down, they should be
responsible for it’s safe disposal. It is shameful we have to have another law to force
business to own up. Send your representative a note in support of this program. The same
goes for mattresses. A bill (SB254) offered by California Senators Loni Hancock and Lou
Correa will help us steer worn mattress to recycle centers and encourage third party
enterprise to collect them. I will gladly pay a few extra dollars if it keeps them off our
streets.
