Summer Water Usage Adjustments
Each year the Village allows a summer usage adjustment
on sewer bills for water used that does not enter the sewer
system. Good examples include watering a lawn or filling a
swimming pool. This adjustment is available to those who
do not use a deduct meter. The summer usage adjustment is
allowed within the following guidelines:
An application must be submitted between September 15th
and October 15th in order to request the credit. The applicant
must have resided at the service address for at least one year
prior to making application. Calculations are based upon
the previous year’s average usage, so one year of service is
required to perform the calculations.
A summer usage adjustment is calculated by determining the
customer’s average consumption during the preceding year,
and then determining the difference between that average and
the consumption for the summer billing months. The Village
then credits the account by deducting fifty percent (50%)
of the difference between that average and actual summer
consumption, as reported to the Village by the water company.

This month’s update of What’s Happening In Your Local Government:
• CodeRED Emergency Alert software has been fully activated.
Please be sure to sign up at www.swanseail.org
• The fenced-in area around the Splash Pad has expanded. Be sure
to check it out!
• Another new dump truck has been purchased for the Street
Department. This is welcome addition to the aged fleet, especially
when it comes time to plow snow.
• A discussion was held regarding the possible enactment of a
Fire Protection Tax (much like the Police Protection Tax that is
currently in place). While everyone knows this is not a popular
option we continue to be faced with a very tight budget and a
drastic need for updating our aged fire department fleet. Today’s
fire trucks have heavy price tags (around $500,000 for a pumper
truck). Trying to find hundreds of thousands of dollars in the
budget just isn’t possible without draconian effects to other Village
departments. Contact your Trustees with thoughts on this topic.
• Pay increases for non-bargaining unit employees have been
put on hold. Given the uncertainty of the State budget and what
revenue reductions we may be facing in the upcoming year, the
Trustees felt it would be prudent to hold off until we have a better
idea of how big those cuts will be. Although this is not a popular
decision with employees we felt it was better to temporarily freeze
pay rather than give raises and be faced with difficult decisions, up
to and including, cutting personnel.
• One of our police officers was involved in a serious accident last
month. The accident was determined by the Illinois State Police to
not be his fault. Unfortunately the car he was driving was totaled
so a new car has been ordered as a replacement. Fortunately the
officer was not seriously hurt and was back to work several days
later.
• Several residents of St. Clair Township have filed a lawsuit
against the Village of Swansea regarding the recent sewer rate
increase.
• A new Property Maintenance and Occupancy Permit program has
been adopted. The final administrative details are being worked
out and this will be implemented over the next few months. Be
sure to watch upcoming Swansea Reports for more details.
• The Police Department is sponsoring a Citizen’s Police Academy
(for adults) that will be held a series of weeknights. There may
still be time to sign up for this program so if you’re interested
please contact the Police Department at 233-8114.

DONATIONS NEEDED FOR
SWANSEA FOOD PANTRY
Due to recent cuts of government assistance, the Swansea Food Pantry is
extremely low on food and supplies. The food pantry is located at the rear
entrance of Swansea Church, 292 Frank Scott Parkway. The volunteers have
expressed need for toiletries, paper goods, cleaning supplies and any nonperishable items. Donations can be dropped off on Mondays and Thursdays
from 9:00 a.m.-11:00 a.m. at Swansea Church (rear door) or Schnucks
2665 N. Illinois, Swansea. Any donations are greatly appreciated!!
