Last year the Mililani Varsity football
team thrilled us with their first state
championship as well as the Softball
state title and this year we have more
great news out of our local high school.
They have produced two more state
champs! Congratulations to the Girls
and Boys Varsity soccer teams for bringing
home the HHSAA Division I Soccer Title!
Just a reminder of a couple of the events
we have planned this April; Easter Egg
Hunt and Parents Night Out. Both events
are well attended and always a huge hit. I
have stopped in on Parents Night Out a few
times and I can tell you that the kids have a
blast! They usually don’t want to go home!
Your board has passed the 2015-2016 budget.
The staff put in many hours developing it and
for that I am thankful. You would be shocked
to learn how much time and effort goes into
planning things like the budget and special
events.
Heartfelt thanks to your General
Manager Dave O’Neal and his staff. I am sure
you will be pleased with some of the budget
items and I am also glad to report that this year
there is no need to increase the association dues.
In my profession, I talk to a lot of homeowners
and I’m amazed how much some people pay
in maintenance fees for a condo in town. I
have heard as much as $1700 per month and

The Mililani News is a monthly publication of the Mililani Town
Association. The publication is used to notify owners of community
issues, changes in association policies, scheduled meetings,
hearings, programs, classes, special events and activities, and for
recognizing MTA members and employees for their achievements and
outstanding service. MTA Management has the authority to approve
or disapprove editorial submissions, materials, or advertisements.
MTA does not endorse and is not responsible for the merchandise or
services advertised in this publication. The Mililani News is mailed
to residential properties in Mililani. If you are a homeowner who is
renting your home to a tenant and live outside of Mililani, or you are
a property manager or business owner in Mililani, you are welcome
to view the monthly newsletter online. If you are a property owner

recreation centers, 6 pools (2 heated),
3 hot tubs, acres of green space, a
coffee café with an internet lounge, 5
pavilions with barbeque grills, indoor
and outdoor basketball, just to name
a few amenities… the list goes on and
on. All this for $34.00 per month!
Yard of the Quarter is a new program developed
to encourage homeowners to spruce up or
maintain their front yards. You will see our
covenant car driving around and you should know
that they are not always looking for violations. It
is on their recommendation that the entries for
Yard of the Quarter are collected. I was a judge
for the first batch of nominees and the winner
was selected based on the contest guidelines.
The winner collects a really nice cash prize!

As I write this newsletter article, the election
results are not available. The results will be
in the May newsletter or online at http://
www.mililanitown.org. I would like to thank
all those who ran for the board, those who
voted and/or attended the annual meeting,
and those that were elected to the board.

Important Notice
About Transient Accommodations
Act 326 (2012) was enacted into law on July
10, 2012 to “foster consumer protection in the
State's transient accommodations market and
ensure greater compliance with applicable
state and county laws by operators of
transient accommodations in the State.” The
Act does so, in part, by imposing requirements
on operators of transient accommodations,
including an obligation to provide Mililani
Town Association with certain information.
In turn, Mililani Town Association is required
to provide this information to the State
of Hawaii Department of Taxation (“Tax
Department”) “to help ensure compliance
with appropriate state and county tax laws”.

The information must be returned no
later than April 15, 2015, by mail, fax, or
e-mail to lusui@mililanitown.org.
If you were operating and continue to operate
a transient accommodation in Mililani Town
on or after January 14, 2015, you must report
any changes to the information within sixty
(60) days of the change.
For purposes of Act 326, “transient
accommodation” is defined by HRS §237D-1
as, “furnishing of a room, apartment, suite,
or the like which is customarily occupied by
a transient for less than one hundred eighty
consecutive days. . . .”
Therefore, if you are renting a unit to anyone
for less than 180 days, you may be deemed
to be engaged in “transient accommodations”
under Act 326 and must report. ONLY if you
rent out a unit for 180 days or more are you
exempt from this reporting requirement.
If you are engaged in “transient
accommodations,” under Act 326, you must
provide Mililani Town Association with
the following information for any transient
accommodations you operated in Mililani
Town any time on or after January 1, 2014,
and before January 15, 2015:

Mililani Town Association Budget 2015-2016
The following is a budget for the upcoming fiscal year (April 1, 2015, through March 31, 2016) based on
the Board of Directors’ best estimate of the costs and expenses that will be incurred by the Association
in the upcoming year in light of prior years’ experience. The Association has historically minimized
increases in membership assessments by using the Association’s net income from other sources (e.g.,
cell phone tower rental income, event sponsorships, newsletter advertising) to defray part of the
Association’s expenses each year. As part of its financial practices and in order to protect against large
unanticipated special assessments, the Association has also established and maintains capital reserves
for repairs, replacements, improvements, etc. The Association’s reserves are an essential part of
maintaining home values in the Mililani Town and an important component of the Association’s longrange planning. Before the beginning of each fiscal year, the members of the Association have resolved
to treat as special assessments and capital contributions to the Association’s capital reserves the amount
of any excess revenues from membership assessments in the ensuing year, and these amounts have been
added to the Association’s capital reserves.

Annual Meeting
2015 Board of Director election ballots were
mailed to Mililani Homeowners. Ballots and
proxies were due to MTA on Monday, March
16, 2015.
Results of the election were announced at
the 47th Annual Meeting at Rec Center 3 on
Wednesday, March 18, 2015. Look for the
results in the May issue of Mililani News or
visit www.mililanitown.org.

We recently did some redecorating in the Rec 7
game room, which now serves as our Internet
Café, with free WiFi access, computer terminals,
and plenty of seating. It is also still the home of
the Rec 7 Business Office.
We carry the basic Starbucks® menu, and
some promotional and seasonal items as well.
Our baristas are always there to answer any
questions about the drinks we can make for
you. Favorites include Caramel Macchiato, Café
Mocha, and the famous Pikes Place brewed
coffee.
The Rec 7 Café baristas are MTA employees and
all Mililani residents as well! They have received
training from a Starbucks® representative to
make sure the quality and execution of recipes
are up to the same standard you would get at a
Starbucks® retail location.
We also offer fresh pastries from Da Cake
Chicks, a sister duo from Mililani, who make
pastry deliveries frequently. They have a variety
of different pastries available, so we like to mix
up the order every now and again to keep it
interesting. Our Café Manager’s favorite are the
Cream Cheese Brownies and the Lemon Bars are
a big hit with customers, too - both sell out fast.

Yard of the Quarter Contest
In an effort to recognize homeowners who keep their yards looking beautiful, which enhances their neighborhood, our Covenants Specialists

There is no limit to the number of times a yard can be nominated, but a yard can only win once per year. To be eligible to be nominated, the

Specialist.

Please Put Your Trash
Receptacles Away
A trash receptacle that is left on the curbside longer
than the allotted time for trash pick up is a violation of
the Mililani Town Declaration of Covenants, Conditions
and Restrictions, Article III, Section 3.02 (l). This
section provides that trash containers be screened
from view of any adjoining street.
Permit Required
Please take the time to remove your trash receptacles
from view as soon as possible. You can roll the trash
receptacles out the night prior to pick up and put
them away after the trash has been picked up that
same day. Doing this will assure that you won’t get a
letter from the Mililani Town Association for violation
of trash container rules, and it will stop people from
complaining that you don’t put your trash can away.
Virtually all exterior modifications to
Mililani residential properties require
preconstruction/installation
approval
by the Mililani Town Association Design
Committee.

or even traumatic brain injuries related to
sports and recreational activities.
April is recognized as National Youth Sports
Safety Month and our kids are starting to
get back into their Spring/Summer sports
seasons. While it is important for us to
encourage our children to be active and
healthy, it is also important to consider the
potential risks associated with engaging
in sports activities whether it is with an
organized league or just a pick-up game with
friends.
According to the Center for Disease Control
(CDC), nearly 30 million children participate
in sports each year and almost one in eight
of these participants will suffer an injury
that require some type of medical treatment.
Of the sports recorded sports injuries,
more than half of all sports injuries are
preventable. Many of these injuries include
sprains/strains or contusions, but they may
also include fractures, heat-related injuries
It is important to remember that a person’s
physiology during their childhood years
changes significantly as they grow and
mature. However, these rates of growth differ
from person to person and it may put some
players at risk if they are competing against
others that may be of the same age but at
different stages of their development cycle.
Further, as bones and muscles grow, there
may be a higher susceptibility of injury due to
the developmental changes that their bodies
are undergoing.
Some things to consider as our kids gear up
for their respective sports this year:
• Make sure that the equipment
required for their sport fits properly
and provides the proper amount
of protection. This includes shoes,
headgear,
pads
and/or
other
equipment from last season that may
be worn and/or too small to properly
protect them this season.
• Consider having your child play more
than one sport as that helps to limit
overuse of particular muscle groups
and allows for healing and recovery

Make sure that children stay properly
hydrated before, during and after
their activity to avoid dehydration,
heat exhaustion or heat stroke.
Listen to your children’s comments
about pain or discomfort after
activities, but also observe your child’s
activity either in practice or during
a game to see if they are playing
differently from their norm which
may be an indication of them playing
with an injury.
Consider taking a certified First Aid
course (particularly if you are involved
in coaching) and make sure that there
is a first aid kit available to help treat
any injuries that occur during sports
activities. Quick recognition and
treatment of an injury is important in
speeding up the recovery process.

Homeowner Assessments
MTA Quarterly
Assessments
The MTA quarterly assessment is collected
in accordance with Article VI, Section 6.02
of the Mililani Town DCCR. Assessment due
dates are January 1st, April 1st, July 1st, and
October 1st in the amount of $102.00 per
quarter (effective April 1, 2010). Quarterly
reminder notices are sent to homeowners.
A $10.00 late fee will be charged if payment
is not received by the 10th of the month that
payment is due.
There are 5 ways to pay
your assessments:

(www.mililanitown.org). Once on the
official MTA home page, look for the
“Pay Online” icon at the top that looks
like a credit card. Click the icon and you
will be directed to the online payment
page. Payments made through any other
website is not recommended and are not
guaranteed by MTA.
Pay in Person - Payments may be made
at the Admin Office from 8am to 4pm
Monday through Friday, or at the Rec
Center 3 or 7 Business Offices during
their regular business office hours.
Please bring your remittance stub with
you when you make your payment.
Use Our Secure Drop-Boxes - There is a
drop-box located outside of the Admin
Office that you may use at any time,
including after hours and weekends.
Our other drop-box located inside the
Admin Office.
Pay by Mail - To avoid late fees, please
allow ample time for mail delivery and
for your payments to post as received.
Homeowners with multiple properties

We Need Your
Assistance
Imagine cutting your grass when all of the
sudden a brown, gooey or hardened substance
flies out of the grass covering you from head
to toe. The culprit: Animal Droppings! What a
mess to clean up, and one of the hardest odors
to remove.
The Covenants Specialists receive many calls
about dog and cat messes left in someone’s yard,
on the ground, along sidewalks, bagged and left
in the gutters, on the street, hanging on trees or
bushes waiting for someone else to dispose of it.
We are asking residents to assist us to help solve
this everyday occurrence. We could remind
everyone about the City & County Ordinance
but instead we are asking pet owners and/or
caregivers to simply do their part.
Please clean up, bag, and remove your pet’s
droppings, for the benefit of the common area
landscapers as well as for every single person
who lives in Mililani. If you are a cat owner,
consider leaving a litter box in your backyard
for your cat to use.
Facility Rental Info
FACILITY RESERVATIONS are taken at the
Mililani Town Association Administrative
Office Monday - Friday from 8:00am - 4:00pm
(closed on holidays). Renter must be 18
years old or older and an MTA homeowner
or tenant listed as “Head of Household” with
a current MTA Membership Card. Please see
the MTA website for hall reservation times,
pool reservation times, and other details.
The rental fees include the use of the hall,
tables, chairs, kitchen and restrooms. An MTA
Member Service Coordinator and janitorial
services will be provided, with the exception
of Rec 6 hall reservations and all pool
reservations. Alcohol is not permitted in MTA
facilities or on MTA grounds at any time.
No overnight camping or lining up in advance.
A lottery system will be in place for the
months of May-July (see below). The first two
hours of all hall reservations are designated
for set-up. Halls must be vacated by the times
stated in the Rental Agreement. Reservations
may be made up to one (1) year prior to the
desired rental date. A minimum of thirty (30)
days notice is required to reserve a facility.
The minimum notice may only be waived if
MTA can assign a staff member for the rental.
SUMMER LOTTERY INFO (May-July): As
always, dates will open a year-to-the-date
in advance. Lotteries will take place at
Recreation Center 3’s Conference Room.
Lottery sign-up is from 8:00am- 8:20am.
Lottery drawing is at 8:30am (representative
must be present).
One representative per property address
may stand in for the Homeowner/Head of
Household in the lottery. The representative
must be able to provide the Homeowner/
Head of Household’s legal name, property
address and phone number. The actual
Homeowner/Head of Household must sign
the contract within 24 hours and pay in full.
This person must also have a valid MTA ID
card. If there is no signature and no payment
after 24 hours, the contract will be voided.
POOL RESERVATIONS AND LIFEGUARDS:
All reservations for the use of a swimming
pool will require payment for the services
of MTA lifeguards. One lifeguard is required
for every 35 people in the pool area regardless
if they are swimming or not. Two MTA
lifeguards are required at Rec 4 regardless of
the headcount. Lifeguards must remain on
duty as long as there are people in the pool
area. There is no “grace-period” for settingup or clean-up for swimming pool rentals.
Flotation tubes and pool toys are provided by
MTA at Recs 3 and 4.

7 Pavilion Reservations Form and payment
in full must be submitted at the time of
reservation. The rental fee $50.00 per
pavilion. Reservations open a year-to-date in

These free events are held on the first Friday
of every month from 4:00pm-8:00pm at Rec
Center 1. We'll provide the floaties, you bring
the fun! All ages welcome. No registration
necessary.

Adult Water Aerobics
Participants of all fitness levels will enjoy
water workouts to improve strength, balance,
endurance and flexibility. These classes are
led by a fitness instructor and are conducted

program is a non-competitive alternative to
swim teams. Prerequisite: Participants must
have passed Level 6 and must present their

swim programs, please contact the Aquatics
Manager to set up a swim test. Interested
participants must be able to perform the
back and front crawl stroke, breaststroke,
elementary backstroke, sidestroke, butterfly

instructor one-on-one for 10 minutes and
learn pre-beginner skills, such as submersion,
and are introduced to freestyle. Participants
must be 2½-5 years old.
Level 1 - Water Exploration: Participants
learn buoyancy, breath control, and the
introduction to freestyle and backstroke.
Classes are 30 minutes long. Participants
must be at least 5 years old.
Level 2 - Primary Skills: Participants refine
the fundamentals of freestyle and backstroke,
including arm movement, kicking, body
position, and breathing/ timing. Classes are
45 minutes long.
Level 3 - Stroke Readiness: Participants learn
to master freestyle and backstroke and learn
the fundamentals of elementary backstroke.
Level 3 classes may be held in deep water, so
participants must be comfortable swimming
10 meters without assistance. Classes are 45
minutes long.
Level 6 - Skill Proficiency: Participants will
continue to refine all strokes and build their
endurance with flip turns. Classes are 45
minutes long.
Kids Learn to Swim Class Rules: Parents may
observe classes from the deck seating areas
only. No one is allowed in the swimming or
wading pools except the class participants
and instructors. We discourage parents
from interfering with classes by talking to
