GOSA February 19 Board Meeting
Dear Members,
I would like to thank everyone who participated in the spring
meetings over the past two weeks. We used the spring meetings to kick
off the membership contest. The winner will win a trip for two to Las
Vegas. Good luck everyone!
With the season fast approaching, I'm sure everyone has plenty to do.
Having said this, I wish everyone the best this summer. Be sure to keep
your organization in mind throughout this time, whether by seeking new
members, using your member benefits, patronizing our yearbook and
newsletter advertisers, and helping out your fellow showmen.
Our next meeting is April 22 at the IX Center. Hope to see you there!

Regular, Spousal and Associate Memberships all qualify.
You do not need to be a GOSA member to enter the contest. The
contest is open to both members and nonmembers. The office personnel
and the officers on the GOSA Board of Directors are ineligible.

We have set a date for the third annual
GOSA Golf Outing. It will be Wednesday, April
21. This is one day before our April Board meet­
ing at the I.X. Center. This will give everyone
who must travel to Cleveland the opportunity
to golf and then stay overnight for the meeting
the following morning.
Please pass this information on to any
golfers that you know. The players must be
members, but they can join GOSA before the
tournament and still be eligible. The location
of the outing is still to be determined, but it
will be in fairly close proximity to the I.X.
Center to accommodate those playing the
Indoor Amusement Park and/or attending the
April meeting.

Minutes for GOSA
Officers & Trustees Meeting
February 19, 2004 • 11 :00 a.m.
BOARD MEMBERS PRESENT: President Bill Prowant; First Vice
President Tom Linn; Second Vice President Kevin Koski; Interim
Secretary-Treasurer Suzanne McCarty; Trustees Michael Albanese, Tony
Albanese, Brent Bair, Stan Connell, Dave Gallapoo, Matt Gallapoo,
Doug Guinsler, Kurt Otterbacher, Ray Prowant and Bill Sterling.
GUESTS PRESENT: Shane Comer, Jerry and Penny Otterbacher, and
Ninia Downs.
President Bill Prowant called the meeting to order with the Pledge of
Allegiance. Roll call was taken. Various items of correspondence were
shared with those in attendance.
Minutes of the January meeting were read and approved with a
motion made by Brent Bair, seconded by Dave Gallapoo. Motion carried.
Suzanne McCarty presented the treasurer's report and bills to be paid.
A motion to pay the bills as presented was made by Ray Prowant and sec­
onded by Tom Linn. Motion carried.
OLD BUSINESS:
Nominations for awards for the O.F.M.A. Spring District Meetings
were reviewed and accepted as follows:
Tom Linn presented a nomination he received for Flo and Ernie
Ruffner of the Portage County Fair. Motion: Tom Linn, second: Ray
Prowant to give a Lifetime Achievement award to Flo and Ernie Ruffner
of Portage County. Motion carried. Tom Linn will attend the District 5
and 9 meeting to present the award.
A nomination was made for Floyd Ballis of District 4 to receive a
District Director of the Year award. With no further nominations made, a
motion was made by Doug Guinsler and seconded by Brent Bair for
Floyd Ballis to be given the District Director of the Year award. Motion
carried. David Drake will attend the District 3, 4 and 6 meeting to pre­
sent the award.
A nomination was made for Dave Howard to receive a Special
Appreciation award. With no further nominations made, a motion was
made by Brent Bair and seconded by Kevin Koski to give a Special
Appreciation award to Dave Howard. Motion carried. Ray Prowant will
attend the District I & 2 meeting to present the award.
A nomination was made for Wanda Mason of the Coshocton County
Fair to receive a Special Appreciation award. A motion was made by
Doug Guinsler and seconded by Tom Linn to give a Special Appreciation
award to Wanda Mason. Doug Guinsler will attend the District 7 and 8
meeting to present the award.
Reservations for each of the meetings were finalized and will be sent
by Secretary-Treasurer Suzanne McCarty.
Discussion was held on meeting places for the future. The possibili­
ty of meeting at the Richland County Fairgrounds in Mansfield was dis­
cussed. Suzanne will prepare a mileage comparison between the current
WOIthington location and Mansfield for each board member. These find­
ings will be reviewed and a final decision for meeting places for the next
year will be made at the March meeting.
The Secretary-Treasurer position was discussed. A motion was made
by Ray Prowant and seconded by Matt Gallapoo to retain Suzanne
McCarty as Secretary-Treasurer for the amount of $7,000.00 per year
with an annual evaluation and renewal with board approval each
February. Motion carried.
President Bill Prowant announced to the board that the Ohio Restaurant
Association would no longer be assisting our organization. Plans for the
change of address and forwarding of phone calls were discussed.
Bill Prowant reported on his recent meeting with representatives of
O.D.A. concerning the progress of the Lake County accident. Changes
have been made to the ride inspection sheets for the upcoming season.
There wi II be a full staff of inspectors by the start of the season. A letter
will be written on behalf of our organization in support of the inspectors.
Stan Connell reported on the status of the Pepsi National Account
program. Everything is in place. A reminder for members to participate
in order for the full benefits to be available will be in the next newslet­
ter. A similar arrangement with Coca-Cola is a definite possibility for the
future.
Dave Gallapoo reported on the O.EM.A. meeting he attended. Dave
reported that there was an overall positive feeling about the
Extravaganza event. The importance of the joint membership drive being
promoted through individual fair offices was discussed. Board members
volunteered to work with concession managers from various fairs to
increase support of the joint membership program. Dave will prepare a
letter and proposal to be given to concession managers in support of the
program.
NEW BUSINESS:
Goals for 2004 were discussed. The main focus will be increasing the
membership.
Discussion was held concerning the possibility of changes being
made to the game rules by O.D.A. At this time, no changes will be made.
COMMITTEE REPORTS:
Membership: Brent Bair reported on a possible new membership
benefit with Best Tire Company to provide a 10% discount card for tire
and auto services. No national account program is available at this time.
It was decided to participate with Best Tire Company and obtain 10%
discount cards for all members.
The following new membership applications were presented for
approval: Mercurio Produce Distributors, Associate; Trent Bair, Regular;
Muskingum County Agricultural Society, Associate: Kalida Pioneer
Days, Associatel.Joint; and William Deaton, W.D. Deaton Concessions­
Regular/Joint. A motion to accept all new memberships presented was
made by Brent Bair and seconded by Doug Guinsler. Motion carried.
Brent also reported on a membership drive/colltest developed by the
membership committee. For each new member obtained, the sponsor gets
one chance for a drawing with the grand prize being a trip for two to the
LA.F.E. Convention in Las Vegas. The grand prize drawing would be held
during the Extravaganza cvent at the O.FM.A. Convention in January.
New memberships of any type (including spousal) would be eligible.
New joint memberships would not qualify for the program. Board mem­
bers and their families would be excluded from the contest. A motion to
accept the membership drive campaign proposal as presented by the
membership committee with a budget of $1,500.00 was made by Kevin
Koski and seconded by Matt Gallapoo. A roll call vote was taken with II
in favor and one against the membership drive program. Motion carried.
Round-up: Tony Albanese reported that the room at l.R. Hooks
would be rearranged to better accommodate us.
Yearbook: Tom Linn reported that he has been in contact with Jill
Shives for assistance with the yearbook. Tom will be going to Shreve
Printing to work with them on publishing the yearbook.
Ride Safety: No report.
Newsletter: Kurt Otterbacher reported that the deadline for the next
newsletter would be Friday, Febnlary 20. Anyone with news for the
newsletter should submit it to Kurt as soon as possible.
Scholarship: Doug Guinsler will contact Evelyn Leubbe concerning
the outstanding checks for scholarships. Doug will also have scholarship
application packets at the April meeting. The deadline for the
scholarship applications will be November 1, 2004.
Games: No report.
Health & Sanitation: No report.
Website Committee: Kurt Otterbacher reported that updates to the
content of the website will continue.
It was reported that there were no updates as of yet to the buyer's
group program proposed by Andy Pocock at the January meeting.
Bill Prowant reponed on various N.I.C.A. events he attended while
in Florida.
With no further business, a motion to adjourn was made by Doug
Guinsler and seconded by Stan Connell. Motion carried. Meeting
adjourned at 4:00 p.m.

We are sorry to report that longtime member Helen Ankrum
passed away Tuesday, March 2, in Pataskala at the age of 88. There

games and was married to Bill Lamb, who was a unit manager for
Gooding Amusements.

All permits expire December 31 of the year issued.

Stop Operation Order can be issued when ride is not set
up and ready to operate at the time listed on the itinerary.
901 :9-1-02(F)(2) Changed from releasing the Stop Operation Order to
within 24 hours to when ODA determines the condition
causing the violation has been conected.

Adding to list of prohibitions to operate a ride - states
that a preopening inspection has been completed and
adds that records must be maintained for a minimum of

A Plea to Game Owners
It has come to the Board's attention that a number of complaints are
still being levied against build-up-type games. The ODA is under some
pressure from the OFMA to ban or further regulate build-ups. You are
probably aware of the rule two years ago that reduced the number of
steps in a build-up from five steps to three. Many ODA inspectors have
also started insisted on labeling the prizes to reduce player confusion.
Some fairs have taken the additional step of prohibiting any trading or
building up at their respective fairs.
The Board and the Games Rules Committee have taken a stand in
favor of legal buildups because it is in the best interest of most game­
owning members. When run properly, buildups can provide the public a
method to obtain a large prize at an "easier" game for less money. We
understand that the abuse of any rules (e.g. using ten or more steps
instead of three) does not help anyone, including the reputations of the
violating game owners. It is this type of abuse that leads to complaints
(or "beefs") that will eventually lead to the prohibition of buildups.
Without pointing fingers, we are asking all game people to consider this
when planning what "joints" they will feature this year and how they will
be run. This plea is directed at our Board, committee and membership
and is extended to all individuals who operate games within our state.
The GOSA maintains a very positive working relationship with both
the OFMA and ODA, partly because they understand and share our goal
to maintain and improve our industry. If the build-up rules continue to be
broken, we will have a difficult time trying to save this type of game. It also
hurts our reputation with the ODA, OFMA and the public to support some­
thing that leads to complaints and fUlther stigmatizes the game industry.
The Games Rules Committee will continue to keep you posted on
this and other issues that may relate to games. We often hear from the
ODA that most of the complaints they receive, other than "build-up
abuse," relate to a few out-of-state owners who only play one or two
events within Ohio and are either ignorant or uncaring about the statuto­
ry rules that apply to the rest of us on a weekly basis.

Jack R, Woods Sr, was a charter member of the Ohio
Concessionaires Association and one of the first trustees,
When the name was changed to the Greater Ohio Showman's
Association, he continued on as a trustee until 1971, when
Jack and Rose Mary began spending their winters in Florida,
During his tenure as trustee, he was a representative to the Northwestern Ohio
Health District and was instrumental in getting some rules set up for mobile food
units, He helped to organize the annual Spring Dinners and award presentations
for "Showman of the Year" and "Concession Manager of the Year" and others, He,
himself, received the Showman of the Year honor in 1971 ,
The Woods family started in the business in 1927 (Jack was nine years old)
with shooting galleries, games and later a penny arcade, They introduced "the
world's largest hot dog" (footlongs) to Ohio fairs in the early 1930's,
Jack entered the army in 1941 at the beginning of World War II. He served
with the 38th Infantry in the European theater He participated in five major cam­
paigns, including the Battle of the Bulge, and was awarded the Bronze Star for
meritorious achievement in action,
After returning home in 1945, he returned to the business with Ilis parents, In
1950, they added a full line of confections Jack was always a leader in the indus­
try, taking advantage of new business trends and always updating his equipment.
Besides his participation in the GOSA, he was active in the American legion
and was a Past Commander of his post. Jack was also very active in the Masonic
lodges, He was a past presiding officer of the Blue lodge and was awarded the
York Cross of Honor for his accomplishments in York Rite Masonry, He was a 32nd
degree mason and a member of the Antioch Shrine of Dayton, He also served as
Worthy Patron of the Order of Eastern Star,
Jack passed away on September 23, 2003, of pancreatic cancer, He is sur­
vived by his wife of 60 years, Rose Mary; two sons, Jack R, II and James, five
grandchildren, Jennifer Ramsey, JR III, Kelley, Patrick and Kristen Woods; and two
great-grandchildren, Delaney Woods and Bryce Ramsey,

The Birth of the GOSA (vol. 2)
In the first article in this series, I reported on a meeting of
concessionaires doing business in Ohio on January 14, 1949 and
said the next meeting was scheduled for October II of the same
year. I subsequently found the minutes of a meeting held April 3,
1949, on the state fairgrounds, which will be the topic of this article.
President Nate Cohen called the meeting to order at noon and
the first order of business was a motion by Carl Rasor, seconded
by Earl Fisher, that a committee be formed to act as "a board of
governors, nomination committee and grievance committee."
Appointed to the committee were Carl Rasor, Chairman; Johnny
Mere, Harry Dearwester, Roy Barber and Don Stewart.
Another committee was appointed to develop a constitution
and bylaws for the fledgling organization, It consisted of Ear!
Fisher, Chairman; Nolan Byers, Herb Evershore, Charles Swain
Sr. and Joe Snyder. Floyd Gooding suggested that a fund-raising
palty be held.
R.C. Vogel moved and Holly Ankrum seconded that, effective
January IS, 1950, initiation fee and dues be $5.00. Motion carried.
R.C. Vogel suggested that the present dues of $1.00 remain
for the balance of the year, and if necessary, a special assessment
be charged to all members to meet expenses.
H.S. Foust, State Fair Director, and c.w. Van Schoik spoke
briefly. Floyd Gooding introduced Doc Waddell. The meeting was
adjourned and Mr. and Mrs. Hall served lunch.
