Greetings residents of Antigonish County
Spring and summer have finally arrived. At some points this winter I don’t think I was alone in thinking summer may never
come!
Despite the hard weather, municipal council and staff have been busy preparing for the summer and a new fiscal year. On
May 19, Municipal Council approved the Municipality’s 2015-16 Operating Budget. With the approval of the budget
residential tax rate was struck at $0.88 per $100 of assessment; this rate has not changed since 2008-09. The commercial
rate was struck at $1.46 per $100 of assessment, again making Antigonish County the lowest commercial property tax
jurisdiction in the province. For more details on the operating budget, please refer to pages 10 & 11.
If you have traveled from Pictou or Cape Breton recently, you will have noticed something new on the shoulders of the
TCH 104. New Community Identity Signs have been posted at either entrance to the County. Installed on May 26, 2015, they were designed by
WEUSTHEM Inc. of Halifax. They represent not only the physical and social features of our county, but as prepared in such a way as to resemble
a painting—a nod to our artistic community as well. We feel they are among the nicest signs in the province—I hope you agree!
Work is continuing on the Eastern Strait Regional Enterprise Network (REN). I have been appointed to the Liaison and Oversight Committee on
behalf of the Municipality. We are busy seeking expressions of interest for members of the inaugural Board of Directors. This Board will be made
up of individuals from the private sector and will have a key role in establishing a strategic plan for regional economic development. If you are
interested in learning more about this opportunity please visit our website. We have also recently awarded a contract to complete an
environmental scan, asset inventory and develop a regional profile for the economic region. This work being completed will allow the eventually
selected Board to hit the ground running.
We anticipate a decision from the Nova Scotia Utility and Review Board (UARB) concerning water rates in both the Fringe Area and Lower South
River Area water utilities sometime in June. You’ll remember that Municipal Council applied in December to adjust the rates in both utilities.
Public hearings were held in April and we are now awaiting the decision from the UARB. We anticipate billing with the new rates in July.
Keeping with the UARB, approval of the Municipality’s Electoral Boundary Review submission was received on May 5, 2015. This approval
confirmed the number of councillors at 10 and altered the boundaries of some polling districts. Maps are currently being prepared and will be
posted to the website shortly. The altering of polling districts in no way changes municipal service delivery.
Finally, I encourage you to review our many summer recreational offerings shown throughout this publication. There is something for anyone
and we hope everyone will get out and get active this summer! Until next time, have a great summer!

CLIMATE CHANGE
What does Climate Change mean to you? What does it look like?
Antigonish Climate Resilience (ACR) is working with Corrine Dunphy on a film to document
Antigonish’s story. The film will look at the reality of climate change in our community while
sharing ideas and actions we can take individually and together to make a difference.
Do you have photos, a story, video, or data that shows climate change in our community? Are you
a fisher who knows first hand what is happening to our ocean? A farmer affected by weather
patterns? Perhaps a grandparent worried about how things will change before your grandchild
grows up? Are you an elder living through our climates changes? We want data and anecdotes to
help form our storyline.

WATER CONSERVATION
Clean and accessible water systems are fundamental to a strong community. In Antigonish County we are lucky, It`s just a turn of
the tap away. We often forget that there is a limit to the amount of water in our area and that water is not a renewable resource.
Water conservation is everyone's responsibility. We use clean water daily for drinking, showering, cooking, and a large host of other

DEVELOPMENT AND BUILDING IN ANTIGONISH COUNTY
In Nova Scotia it is a legal requirement to obtain development and/or building permits before site development or building begins.
The Municipality is a member of the Eastern District Planning Commission (EDPC). Through the Commission there is a team
available to support you through the building and development process.
Meet our Planning Staff
Harry Martell is the Building Inspector with the EDPC. Contact Harry before you start construction to discuss
your project, permits and inspections required, as well as timelines. He will also advise you when it is
necessary to obtain permits from other provincial bodies, Public Works or the Development Officer. He can
be reached at 902-863-2366.
Wanda Ryan is the Development Officer with the EDPC. Contact Wanda with any development plans and
questions as early as possible to help navigate the development process. She can answer questions
about land use planning, zoning and development permit requirements. It is important to r e m e m b e r
wherever a Land-Use Bylaw is in effect a Development Permit is required before a Building Permit can be
issued. Wanda can be reached at 902-863-1117 on Tuesdays; or call 1-888-625-5361 and ask for Wanda at
EDPC Monday, Wednesday-Friday.
Permits & Inspections
For information regarding development and building permits and to apply for a permit contact Planning Staff at the Municipal
Administrative Centre, 285 Beech Hill Rd. A copy of your plan; including site and construction/building plans will be required.
Once you have a permit and work has begun inspections are required at various stages which are the responsibility of the
homeowner. Inspections must be arranged with Inspector by the owner, the contractor or the developer.

CIVIC ADDRESSING BY-LAW

Seconds can mean the difference between life and death in an emergency. Getting resources where they are needed as quickly as
possible is vital. This is especially true when dealing with 911 emergencies. However, without clearly posted civic numbers to guide
them, emergency responders can sometimes be challenged to locate the address of a 911 call. Clearly post your civic number so
that police, firefighters and paramedics can locate you as quickly as possible in an emergency.
How do I find out my civic number?
It is your responsibility to know your correct E911 civic address. Call the Eastern District Planning Commission (toll free)
1- 888-625-5361 or the NS Emergency Measures Organisation (1-800-388-3911).
Where can I get a civic number sign?
Civic number signs are provided with new construction permits. For other buildings local sign shops can make civic address signs,
check the Yellow Pages. Some volunteer fire departments may order signs. To order a sign from The Eastern District Planning
Commission call 902-625-5366.
Posting Your Civic Number
Civic number signs must be placed on a dedicated post and adhere to the specifications in the Municipal By-Law:
a) civic numbers shall face towards the street or private road on which the lot or building is situated and which forms part of the
civic address for the lot or building except that double-sided signage may be used, in which event the civic number shall be on
both sides of the sign and perpendicular to the street or private road;
b) civic numbers shall be in Arabic numerals (12- not XII or Twelve);
c) the bottom of the numerals shall be a minimum of 1.2 metres above grade;
d) the color of the numerals shall consist of reflective material that clearly contrasts with the background upon which the numbers
are displayed;
e) the height of the numerals shall not be less than 9 centimetres

INFORMATION CONCERNING THE MUNICIPALITY’S SEWER OPERATIONS
On Tuesday, February 17, 2015, Municipal Council approved amendments to the Sewer By-Law. The By-Law had
previously not been amended since the 1980s. The purpose of these amendments is to update and align the bylaw
with current practices for sewer systems in Nova Scotia. A review of sewer accounts was also conducted to ensure
all users are contributing at the appropriate rate. A copy of the Sewer Bylaw is available on the Municipality’s
website.
To inform residents about municipal sewer services, the following Q&As have been prepared:
Q What am I paying for when I get my sewer bill?
A The Municipality owns and operates five (5) sewage treatment facilities in the communities of Lower South
River, Pomquet, Heatherton, St. Andrews and Havre Boucher. The Municipality also has an agreement with
the Town of Antigonish to contribute up to a third of the overall capacity to its sewage treatment facility in
service of the Fringe Area. Further, the various collection systems consist of 33 pumping stations and
approximately 37 km of buried pipe.
Q What factors are considered when setting the sewer rate?
A The sewer budget is considered by Municipal Council at the same time as the annual operating budget.
Similar to a water utility, the Municipality must ensure that sewer operations throughout the County have
sufficient resources necessary to operate in a manner that does not create annual deficits and provides
service that are safe and adequate. The utilities’ operations include the above mentioned infrastructure and
other associated capital equipment as well as the human resources required to manage the system.
Q There is a change in my sewer bill from last year. Why?
A Schedule “A” of the amended Sewer By-Law outlines all rates for the various types of sewer users in the
Municipality. The user units are reflective of the types of usage and their contributions to the sewer
system. Due to the review of sewer accounts this may differ from previous years’ billings in some
instances.
Q I have an apartment in my home. Why am I being billed for two sewer units?
A Under the amended sewer bylaw, Schedule “A” defines a single family dwelling to be one unit and a
separate individual apartment is an additional unit.
Q What if my building is vacant or not in use?
A Regardless of the occupancy or usage of the building, if it is connected to the public sewer system a bill
will be provided. This practice is consistent with all other municipalities in the province.
Q There appears to be a discrepancy on my sewer bill. What should I do?
A Contact the Municipal Office. If there is an error on your bill we will address it as quickly as possible.

SOLID WASTE MANAGEMENT: Roadside Collection Program
The Municipality of the County of Antigonish provides roadside collection for regular garbage, organics and
recyclables. The following three pages contain important information about the Municipality's Roadside Collection
program.
ROADSIDE COLLECTION SCHEDULE
Garbage and green bins are collected on a weekly basis while recyclables are collected every second week. To determine which
week your recyclables will be picked up have a look at the “Zone” list below to see which zone you are in, then consult the
following table for your collection schedule.
PLEASE NOTE: Items should be placed at roadside by 7:00am on the day of collection, cleaned and properly sorted.
Regular garbage is to be placed in clear bags, while recyclables goes into blue bags.
Residents are reminded that it is their responsibility to keep garbage/recyclable boxes clean and in usable repair.
During the winter months, it is extremely important to ensure that snow removal around the garbage/recyclable boxes is
undertaken by the residents, to provide easy access for collection.

Always consider your safety and the safety of those collecting and sorting your recycling when preparing any item for the blue bag.
Step 1 (Safety Rinse)
Carefully rinse the can - some people use a bottle brush and it is easiest if you do it soon after opening the can!
Step 2 (Lid Safety)
•
If the lid is attached to the can, carefully push it down into the can so that the sharp edge is not exposed.
•
If the lid has been completely removed from the can, it is best to drop it into the can and then, if possible, squeeze the top of
the can to close the opening as much as possible. Then place it into your blue bag.
•
If you use a can opener that removes sharp edges, you will not be able to place the lid into the can. Place these lids into the
blue bag separate from the can.

Municipality of the County of Antigonish
Dog By-law
The responsibilities of dog owners in the County are outlined by the Municipality’s Dog By-Law. All residents,
particularly dog owners, should be familiar with this bylaw.
Responsible dog ownership includes:
 Keeping your dog(s) on your property and properly controlled;
 Restraining your dog(s) appropriately on a leash when off your property;
 Cleaning up your dogs waste;
 Ensuring your dog(s) is not causing a disturbance as outlined in Dog By-law; and
 Registering Restricted Dogs.
The Municipality’s Dog Control Officer is authorized to enforce the Dog By-law. Enforcement can include a
warning, issuance of a summary offence ticket and/or seizure of the dog. The Dog Control Officer for the
County can be reached at 863-9501.

after hours or on weekends.
APPROVAL OF THE 2015/16 MUNICIPAL OPERATING BUDGET
On May 19, 2015, Municipal Council approved the 2015/16 Municipal Operating Budget. Highlights from the budget
include:
 The Residential Tax Rate will remain at $0.88 per $100 of assessment. This rate has not increased since
2008/09.
 The Commercial Tax Rate will remain at $1.46 per $100 of assessment. The Municipality remains the lowest
commercial tax jurisdiction in the Province of Nova Scotia.
 To foster our communities over $300,000 in operating and capital grants have been provided to a wide
variety of community based organizations.
 The Municipality is financially committed to the required renovations of the Antigonish Arena floor.
 The Municipality will be paving Alex Terrace / Florence Circle in the spring. This is the final municipally
owned street requiring paving.
 A new plow is being purchased to ensure the Municipality continues to deliver timely and high-quality snow
clearing services on municipal streets.
 The Municipality has partnered in the creation of the Eastern-Strait Regional Enterprise Network, which will
coordinate a regional strategy for economic development.
 Funds have been allocated to Strategic Priorities, including: the development of a tourism strategy for the
area, exploring options for renewable energy and continued efforts toward the provision of high-quality
municipal services.
 Tax-bills have been distributed and are due on Friday, July 3, 2015. For additional information concerning

TAX EXEMPTION POLICY
PURPOSE
The purpose of this policy is to provide a tax exemption for low income taxpayers.





POLICY RE: TAX EXEMPTION

It is the intention of the Municipality of the County of
Antigonish to provide tax exemption for low income tax payers.

The exemption shall apply only to persons who are residents of
the Municipality of the County of Antigonish and property for
rate payers occupied by him/ her at his/her home.

Where a property is assessed to more than one person, any of
them who is entitled to an exemption may receive only the
portion of the exemption equal to that persons share of the
total assessment for the property, but where the different
interests are not separate, then to that portion determined by the treasurer, whose determination is final.
In order to be eligible for this tax exemption, total income from the previous year must not exceed $20,000.
Income of all members of the same family residing in the same household shall be included. Applicants will
be required to provide evidence of previous years income from all family members residing in the household.

Any individual receiving Social Assistance as their only income that includes a total tax component as part of
their budget will not be eligible for this exemption.
The amount of the exemption will not exceed $100
The applicant requesting a tax exemption shall be required to complete a tax exemption form.
Applications for a tax exemption will be received up to December 31st of each year.

Antigonish Amateur Radio Club holds regular monthly meetings on the second Thursday of every month. The meetings take
place at the People’s Place Library at 7:30pm. We meet on a regular monthly basis to promote the hobby of amateur radio,
discuss items of interest such as emergency communications, special events, social activities, projects and more. We also assist
those interested in getting involved with the hobby to achieve their license. All visitors are welcome so drop in and see what it

Antigonish County Adult Learning Association (ACALA) offers a number of literacy programs geared to individuals over the age
of 19. Programming is available for those who wish to upgrade their reading, mathematics and other academic skills. As learners
prepare to write the GED exam ACALA offers classroom instruction, as well as, take home work packages. Since July, 2013 the
Bridging to Employment Career Specific (BECS) Program has been operated under the direction of ACALA. This is an
employability program where participants are engaged in 10 weeks of classroom participation, which includes academic work
and discussion of employability skills. The participants are given a number of certificate courses to enhance their resumes;
some of which include, WHMIS, First Aid/CPR, Personality Dimensions, Portfolio, Food Handlers and Bully Free Workplace.
Following the classroom component, there is a period of probation and placement in a job meeting their career goal. The BECS
Program is funded by the Department of Community Services and the Department of Labour and Advanced Education.
Participants are referred to the program by various agencies, including the two funders, as well as by word of mouth.
Recruiting for BECS is ongoing as the 6th cohort is set to begin on April 7, 2015. Those who express an interest in joining are
asked to complete an information and academic intake. ACALA is celebrating its' 20th Anniversary this year and is pleased to
continue to play a very active role in the community at large. Not only does the learning network oversee literacy
programming, but is responsible for the delivery of English as a Second Language (ESL) classes, First Voice Collective, one on
one tutoring, outreach programs with Senior's groups, Mi'kmaq community and Family Literacy. Located in The People's Place
Library, ACALA welcomes everyone to drop by to learn more about its' programming options. There is always room for those
who wish to volunteer as well as for anyone who wants to explore upgrading options. As the BECS Program aim is to put
motivated, employable adults in to jobs it welcomes employers in the area to contact the coordinator to find out how they can
join many other businesses who have taken advantage of this attachment to employment program. Interested individuals may

Lindsay’s Health Centre for women and adolescent girls with services and programs that can help them make informed
decisions about their health. Our services are provided by a multidisciplinary team that includes: a physician, nurse practitioner,
Mental Health Services, Addictions Services, Public Health Services, and the Antigonish Women’s Resource Centre. We are

Health Connections Antigonish is a community health resource centre located in the People’s Place Library on 283 Main Street

Havre Boucher Tae Kwon Do - provides Olympic style competition instruction to adults and children. Instruction is donated by
qualified WTF (World Tae Kwon Do Federation) instructors. Club is under the direction of Head Instructor Morgan
MacPherson, 4th dan WTF black belt, with over 27 years tae kwon do experience. New students can register during any class
at the Havre Boucher Community Centre. Children classes are held every Monday & Wednesday at 5:00pm and Friday at
5:30pm. Adult classes are held every Monday at 7:30pm, Wednesday at 6:00pm & Friday at 5:30pm. Feel free to come and

FunSkills is designed to build the fundamental movement
skills (FMS) that all children need to develop before they can

GO! BACK TO NATURE
Ages 7 +
GO! Adventure is a camp for those who love being outdoors. This camp incorporates team work and respect for
each other and the environment. This fun and active experience will teach outdoor survival skills, environmental
awareness/appreciation, and knowledge of wildlife biology.
Activities may include: Hiking, Shelter Building, Geo caching, Fishing, Scavenger Hunt, Archery, Knot Tying, First
Aid, and Team Building Games.
GO! CANOE/KAYAK
The Lightnings Strike Mobile CanoeKayak Program is an introductory program that will be visiting various
communities teaching youth the basics in CanoeKayak. It is hosted by the Atlantic Division CanoeKayak Canada
in conjunction with Antigonish County Recreation. This program is for kids ages 8-13 years old. Participants can
expect to learn water and small craft safety, kayak basics, introduction to Olympic Flat-Water Racing in a fun
and safe environment. All participants will receive a certificate of camp completion.

This week long program includes both the Outdoor
Adventure as well as the Canoe/Kayak program. The
three-day canoe/kayak portion of the camp takes
place July 14-16, with morning and afternoon

ADVENTURE CAMP
Prepare for the great outdoors! This one-week camp will introduce participants to a variety of outdoor activities
such as hiking, mountain biking, canoeing and camping! Camp will be spent entirely outdoors where participants
will learn basic outdoor pursuit skills while being safe and having fun.
Participants will get to experience: hiking, biking, canoeing and an overnight camping trip to finish the week. All
activities will take place local lakes and parks in Antigonish County.

LIFEGUARD SERVICES
Pomquet Park Beach & Bayfield Park Beach
The Nova Scotia Lifeguard Service (NSLS) will be
providing lifeguard services at Pomquet Park Beach
and Bayfield Park Beach this summer. Unless
otherwise noted, the lifeguards will be on duty from
10:00 am to 6:00 pm daily from Wednesday, July 1,
until Sunday, August 30.
The NSLS program includes Pomquet Park Beach as
one of several beaches in the province for which it
provides supervision. Lifeguard Services at Bayfield
Park Beach are also provided by NSLS via a
memorandum of understanding with the Municipality
of the County of Antigonish.

Fairmount Ridge Hiking Trail
12km. of well marked trails, 6 loops varying in difficulty,

Cape George Hiking Trail
Series of loops, varying in length & difficulty (total
33km.) See coastline, meadows, old growth forests,

Antigonish Landing Wildlife Management Area
Go birdwatching or just stroll in a quiet atmosphere
free of vehicular traffic within walking distance of
town. See wild fowl, fish and marine plants and even
the occasional eagle!
Beaver Mountain Provincial Park
An ideal setting for cycling, hiking, walking, cross
country skiing, picnicking, etc. Includes a 1.6km. paved
loop through gorgeous woods, plus two “easy to
moderate” trails 3 and 6 km.
Keppoch Mountain
The Positive Action for Keppoch Society (PAK) has
begun constructing up to 40km non-motorized
multiuse wilderness trail system. There are currently
bike trails, a pump track and the “Summit Loop” 6km
multiuse wilderness trail.
Pomquet Acadian Trails
5km coastal and inland trail in Monk’s Head providing
a magnificent view of St. George’s Bay, Cape George
and Monk’s Head cliffs.
Arisaig Provincial Park
1.6km loop trail, famous for geologic interest,

County. We are offering a PFD (Personal Floatation
Device) Loan Service to the public. PFD’s can be
borrowed from Antigonish County Recreation free of
charge. This service is an excellent opportunity to
take advantage of and ensure a safe and fun summer
in, on and around the water.

Building a Family Emergency Plan
Having survived the winter, the Antigonish Region is getting prepared for
spring. The snow is gone and despite a significant amount of precipitation
during the winter, the ground is dry in many areas and our spring foliage is a
little behind. This increases the risk of a forest fire as people journey into the
woods to fish and enjoy the outdoors. Would you be prepared to evacuate
your home if a forest fire occurred near your neighbourhood?
With the unpredictable swings in the weather that took place last winter, we
know those same changing weather patterns can have an effect on our
environment this spring. The effects of global warming can have a dramatic
effect on our weather systems causing more severe conditions when a storm
happens. The damage and inconvenience caused by hurricanes, storms and
flooding has become a real possibility. If one of these natural disasters or a
man-made one occurred, are you and your family ready to deal with the
situation? Do you have a place to go if you have to vacate your residence?
Do you have an emergency kit with sufficient food and water for 72 hours?
What are you going to do with your animals and pets if you have to leave your
house? There are many more questions, each of us need to ask ourselves.
Having a plan in place to deal with emergencies will help provide piece of mind
for you and your family. Your plan will provide you with direction on what to
do when an emergency strikes. Some things you will need to consider in
developing your plan include risks in your region and special health and/or
mobility needs.
Your Plan Should Include:
•The location of your fire extinguisher, water valve, electrical box, gas valve
and floor drain.
•The location of your household emergency kit and evacuation go kit.
•Emergency and family contacts.
•A place to meet or instructions on how to contact one another should your
family not be together when the emergency strikes.
•A designated person to pick up your children should you be unavailable.
Your Plan Should Also Address What To Do in the Event that You Have to
Evacuate:
•If instructed to do so, know how to turn off your power, gas and water and
ensure that your home is securely locked.
•Identify safe exits from your home and neighbourhood.
•Plan for alternate travel routes in the event of flooding or blocked roads.
•Identify a place for the family to stay, such as an evacuation centre or a
friend’s or family’s home.
•In the event that you must evacuate be sure to register at the designated
evacuation centre to maintain contact with local family or loved ones.
•If planning to stay at an evacuation centre, be sure to identify an alternate
place for your pet to stay as many evacuation centres do not accommodate
pets.
•Have contact numbers for your out-of-town relatives to let them know your
whereabouts.

Keep a copy of your plan in your emergency kits, in your car and/or at work.
Cordless phones and VoIP phones will not work during a power outage and you
may not be able to rely on cellular phone service. It is a good idea to keep a
traditional corded telephone in the house or with your household emergency
kit. Having a portable radio that has a battery or an alternative source of
power (solar or wind-up) are important as it will keep you in contact with
broadcasted warnings and alerts. In planning ahead it is also important to
make sure you have adequate insurance for your property. There are several
companies in the Antigonish area which can assist you. It is also a good idea to
keep an inventory of your personal belongings. Visit the website:

Having a plan helps to mitigate the effects of an emergency and reduces the anxiety of those involved. Knowing ahead of time what
you need to do is always better than not being ready and things you may not want to happen have a higher probability of happening.

When house fires, flash flooding and severe weather force Nova Scotians to evacuate their homes, trained volunteers from the
Canadian Red Cross respond by bringing assistance and comfort to those impacted. This past year, the Red Cross responded to small
and large-scale disasters in areas such as Antigonish, Mulgrave, Pictou county and western Nova Scotia.

Providing mobility and greater independence
The Red Cross HELP program offers short term loans of items such as crutches, wheelchairs, canes, commodes and bath transfer

recommendation form from a health care provider is required. Donations to support the services are gratefully accepted.

Stay safe on the ice and in the water
Red Cross offers important guidelines to stay safe on lakes,
ponds and other ice surfaces in the winter. Ice should be 15
cm thick for an individual, 20 cm for a group of skaters and 25

HOW TO PROTECT YOUR HOME AND PROPERTY FROM WILDFIRE
CHECK AND CLEAN YOUR ROOF
Clean roof surfaces and gutters regularly to avoid accumulation of leaves, needles, twigs, and
other flammable materials.
KEEP YOUR CHIMNEY CLEAN
Chimneys should be inspected twice a year for accumulations of soot or creosote. Clean your
chimney at least once a year, or as necessary, and keep the dampers in good working order.
STORE FIREWOOD AWAY FROM YOUR HOME
Combustibles such as firewood, picnic tables, and boats should be stored away from structures
and from under decks.
USE ONLY APPROVED WOOD BURNING EQUIPMENT
Select only approved wood burning fireplaces, stoves, and inserts, and be sure they are installed
according to the manufacturers’ recommendations and local regulations.
INSTALL A SPARK ARRESTER
Every dwelling located in a wooded area should have a spark arrester constructed of non-flammable, corrosive-resistant
material on its chimney. The openings in the mesh should be no larger than 5mm in diameter. Spark arresters should
inspected annually.
VERANDAS AND PATIOS
Build these additions from non-flammable materials such as concrete, concrete blocks or stone. If pilings are used, they
should be made of metal or concrete and the area under the deck floor should be closed in.
CONTROL VEGETATION
Vegetation should be managed 30 metres out from the structure in two zones: a Fire Break Zone extending 10 metres
from the edge of the structure, and a Fuel Break Zone extending 20 metres out from the Fire Break Zone.
The Fire Break Zone should be cleared of any flammable matter such as lumber, firewood, softwoods and dry grass. If
there an up slope toward the structure, the fire break zone should be even wider as a fire’s intensity is greater when it
burns up slope. Foundation plantings should be of fire resistant varieties and free of dead and dying vegetation.
A Fuel Break Zone should be maintained around all structures. Wider fuel breaks are needed around buildings located
steep slopes or in areas of dense, highly flammable fuels. Single shade trees and ornamentals are acceptable, as they
seldom allow fire to spread rapidly from native vegetation to buildings. Shrubs and trees should be at least 4.5 metres
apart. Remove branches to a height of 3 - 4.5 metres to prevent ground fire from spreading to tops of trees.
HAVE FIRE TOOLS HANDY
Your home should have a ladder long enough to reach the roof, a shovel, rake, and bucket. These tools should be easily
accessible, and all occupants of the house should know where they are.
PLAN ADEQUATE ACCESS AND ESCAPE ROUTES
Driveways should be at least 5 metres wide to allow for easy entrance of fire trucks and the passage of vehicles
evacuating area, and should not have grades greater than 12 per cent. Dead-end roads and cul-de-sacs should have a
minimum turnaround radius of 18 metres. In order to accommodate fire fighting equipment, bridges must be able to
support a minimum gross weight of 13,608 kilograms. The civic number should be posted at the driveway entrance.
Plan a safe escape route for you and your family before a wildfire occurs, and make sure everyone knows the plan.

Taking the steps recommended will help protect your home or cottage but does not guarantee your

homeowners insurance to protect your investment in the event of a tragedy.

Assisting families with registration and equipment fees so all kids can take part in sport and recreation activities.
KIDSPORT
Kidsport is a national children’s
charitable program that helps
disadvantaged kids overcome the
barriers preventing or limiting their
participation in organized sport.
KidSport Nova Scotia provides
funding of up to $300/year/child
for sport registration and/or
equipment.

Canadian Tire Jumpstart is a
community based charitable program

BONVIE - MACDONALD RINKS TO LINKS
NHL’ers Dennis Bonvie and Craig
MacDonald founded the Rinks to
Links Golf Classic in 2004. Dennis
and Craig wanted to show their
thanks and appreciation to their
home communities by assisting
children to get involved with minor
hockey that might otherwise not
have the opportunity. Funds raised
at the tournament assists children
with their registration and gear
costs.

REGISTRATION PROCESS
Pool Learn to Swim
Registration will be accepted by MAIL ONLY. Registrations will be processed on a first received, first served basis. Please use the
registration form on page 39.
All Other Programs
Registration will be DROP-IN or by MAIL. Drop-ins will only be accepted between 9:00am and 4:30pm, Monday to Friday by the
Recreation Department. Registration is NOT accepted in class by the instructor. Participants must register with the recreation
department, by mail or in person. Phone registration is not accepted. See registration form on page 38. All forms must be
accompanied by payment. Class locations for most community education programs will be posted on the bulletin board or in the
foyer of the respective schools. With the exception of the swim program, registrants will not receive course confirmation.
Applicants will be contacted only if a class is cancelled, or if the class is full upon receipt of their application form.
Registration Process
In order for our staff to effectively plan and carry out each event it is important to have accurate registration numbers. We have
therefore listed a registration deadline for each program and event listed in this newsletter. Please check program description for
deadlines for each activity. Community Education programs are subject to a late fee for forms received after the deadline. Cheques
can be post-dated up to the day of the event.
General Information
If classes do not have the minimum number of participants by the registration deadline, they will be cancelled. Registration will not
be accepted the first day/night of class.

Occasionally classes have to be rescheduled due to inclement weather. When this occurs, a cancellation notice will be aired by

ANTIGONISH COUNTY RECREATION REFUND POLICY
If participants wish to withdraw from a program they must notify the Antigonish County Recreation Department by phoning 902-863
-1141. All requests for refunds must be made at the Recreation office and not at the program site. The following conditions apply to

A full refund issued if participants inform the department prior to the start of the program.
A partial refund (registration fee less 10%) if the department is informed before the date of the second class.
No refunds within 2 weeks of the program start date. The last date a refund will be granted will be on the 15th day before
the program begins.
A full refund will be granted for medical reasons upon presentation of a doctor’s note.
