WELCOME

Romania is a unitary semi-presidential republic located
in Southeastern-Central Europe, north of the Balkan
Peninsula and on the western shore of the Black Sea. It
borders Hungary, Serbia, Ukraine, Moldova and
Bulgaria. With its 20.1 million inhabitants, it is the
seventh most populous member of the European
Union. Its capital and largest city, Bucharest, is the
sixth largest city in the European Union.
The use of the name Romania to refer to the common
homeland of all Romanians is first documented in the
early 19th century. The name has been officially in use
since 11 December 1861.
Modern Romania emerged within the territories of the ancient Roman province of Dacia, and was
formed in 1859 through a personal union of the principalities of Moldavia and Wallachia. The new
state, officially named Romania since 1866, gained independence from the Ottoman Empire in 1877.
At the end of World War I, Transylvania, Bukovina and Bessarabia united with the sovereign
Kingdom of Romania. At the end of World War II, territories which today roughly correspond to the
Republic of Moldova were occupied by the Soviet Union, and a few years later Romania became a
socialist republic and member of the Warsaw Pact. After the 1989 Revolution, Romania began a
transition back towards democracy and a capitalist market economy.
Following rapid economic growth in the 2000s, Romania has an economy predominantly based on
services, and is a producer and net exporter of machines and electric energy, featuring companies
like Dacia. It has been a member of NATO since 2004, and part of the European Union since 2007.
Around 90% of the population identify themselves as Eastern Orthodox Christians, and are native
speakers of Romanian, a Romance language. With a rich cultural history, Romania has been the
home of influential artists, musicians, and inventors, and features a variety of tourist attractions
such as “Dracula’s Castle”.

DEJ
.
Dej (Romanian pronunciation: [deʒ]; Hungarian:
Dés) is a city in northwestern Romania, 60 km
north of Cluj-Napoca, in Cluj County. It lies where
the Someşul Mic River meets the Someşul Mare
River. The city administers four villages: Ocna
Dejului (Désakna), Peştera (Pestes), Pintic
(Oláhpéntek) and Şomcutu Mic (Kissomkút).
The city lies at the crossroads of important
railroads and highways linking it to Cluj-Napoca,
Baia Mare, Satu Mare, Deda, Bistriţa, and Vatra
Dornei.
According to a legend, Hungarian tribes stopped
for a rest at the place which would later be the
location of the city. They were praying, and shouted "Deus" (God in Latin) three times. In
fact, the name of the city is also the origin of the personal name, Des. The Romanian and
German names of the city come from the Hungarian.
Its history is documented since the early 13th century, but it goes back to ancient times. In
Roman times massive salt reserves were found in the area. The old mines were exhausted
by 1717; the new mines are still in operation today. Some of the galleries of the salt mine
are believed to be more than 15 kilometers long. Though its power came not only from its
invaluable resources, but also its strategic location. The Dej fortress was built sometime
between 1214 and 1235. King Endre II of Hungary raised Dés to the privileged status of a
free royal town. In 1241 the city was invaded by Tatars. After a troubled period affected the
town's population, in the 14th century king Károly Róbert of Hungary repopulated Dej by
bringing in Saxons, who settled here from Germany; their number decreased over centuries.
In 1638, Dej was the site for the show trial staged against the members of the Sabbatarians
(Hungarian: Szombatosok), a sect formed during the Protestant movement.
In 1717, an attack by the Tatars of Crimea struck Dej.
From 1876 to 1920 Dej was capital of Szolnok-Doboka County in the Kingdom of Hungary;
from 1920 to 1940, capital of Someş County in Romania.

Dej was home to the Deyzh Hasidic dynasty through the 19th and the first half of the 20th
century, and came to reach about a quarter of the local population.
The city's landmark is the Hungarian Reformed Church, built in the second half of the 15th
century. The church displays Gothic elements carved in stone. The tower is 72 meters high,
and the fortifying walls were erected in the 16th century, then torn down during a
renovation in the 1880s. There is also a Franciscan monastery in Dej, which also has a large
synagogue near the Reformed Church. Among other sites of interest in Dej is the Ocna Dej
salt mine.

*The term „Official Participant” means 1) an Athlete who is duly authorized by his or her National
Federation and who is registered by the IFBB to compete the Competition, and 2) a Delegate who is
duly authorized by his or her National Federation and who is registered by the IFBB to participate in
the Competition.
National Federation with no athlete may send one (1) official delegate, however, this delegate will
be responsible for all his or her expenses.
The Official Arrival Date is September 16th 2016.
The Official Departure Date is September 19th 2016.
IMPORTANT NOTICE
All National Team Official participants (athletes and delegates ) must check in BEFORE the start of
Technical Meeting (September 16th 2016, 04 PM). Any Official Participant not checked in by this
deadline will be classified as an extra delegate and will be responsible for all his or her expenses.
Any judge, coach, or trainer who is not an Official Participant will be responsible for all his or her
own expenses. If your National Federation wishes to bring a judge, coach or trainer, it is
recommended that your Federation nominate this individual to be an Official Participant for your
Federation; otherwise, these individuals will be responsible for all their own expenses. The same
rule applies for family members. NO EXCEPTIONS WILL BE MADE UNDER ANY CIRCUMSTANCES.
TRAINING FACILITY
.
Training facility will be at the venue site, which is at about 5,7 km from the Official Hotel.
ADDITIONAL DELEGATES, SUPPORTERS, PRESS AND
PHOTOGRAPHERS - FULL PACKAGE RATE
The Organizer has established a special package including: 3 nights with all meals included
(breakfast, lunch and dinner), tickets for the competition and closing banquet at: €250 for each
person in a double room or €300 for a single room. For more information please ask the Organizer.
Partial Special Package Rate 1, which includes tickets to the competition and ticket to the Farewell
Banquet at a cost of Euro €100.

HOTEL SECURITY DEPOSIT
.
A hotel security deposit of EUR €100 PER PERSON is required upon check-in for incidental and
personal expenses that may arise (telephone, mini-bar, laundry, room service, etc.). The unused
portion of this deposit will be refunded at check-out in the same currency as remitted. In order to
facilitate matters, the chief delegate or team leader will be asked to provide a credit card or cash to
cover the deposit for the entire team. This individual will be fully responsible for all expenses
incurred by any members of his or her team.
PLEASE ADVISE YOUR TEAM BEFORE DEPARTURE NOT TO CREATE
ADDITIONAL EXPENSES.
PARTICIPATION
.
This competition is open for the IFBB-affiliated National Federations from Central Europe and the
Balkans.
Registration of athletes will only be considered if they are nominated by their IFBB-affiliated
National Federation by sending the Final Entry Forms with their names to the Entry Forms should be
e-mailed to the Organizing Committee office and IFBB Technical Commission.
OFFICIAL ATHLETE REGISTRATION
.
Official Athlete Registration and Weigh-in will take place at the venue site on September 16th, 2016
from 17:00 to 20:00. There is a 250 euro Registration Fee at this competition.
It is the responsibility of the chief delegate or team leader to make sure that the athletes are on
time. Any athletes who are late will not be accepted to participate.
All posing music must be on an audio CD only. The posing music must also be at the start of the CD.
Each competitor must affix his name on the CD for easy identification.
The use of profane, vulgar and offensive language is strictly prohibited in the posing music.
IMPORTANT NOTICE TO COMPETITORS:

Each athlete participating in the championship will be provided with an accreditation card and/or
wristband at the weigh-in. This identification allows daily admission and should not be removed.

TANNING
.
THE IFBB HAS BANNED ALL TANS THAT CAN BE WIPED OFF. AN OFFICIAL WILL CHECK THE TAN OF
ALL ATHLETES BACKSTAGE AND IF THE TAN COMES OFF BY SIMPLY WIPING, THE ATHLETE WILL BE
TOLD TO REMOVE THE TAN BEFORE GOING ON STAGE.
GREEN CARDS
.
Green cards, used to limit access to the Weigh-in and backstage area during the Prejudging and
Finals, will be distributed at the Judges/Team Managers Meeting as follows:

VISAS
.
A valid passport is required to enter the territory of the European Union. EU-country citizens do not
need visa. All other countries should consult the Romanian Embassy in their country to determine if
they need a visa. An Official Letter of Invitation will be made available if required.
LANGUAGE
.
The official language in Dej is Romanian. English is widely spoken in hotels, restaurants, shopping
centers and tourist areas.
TIME DIFFERENCE
.
GMT +2 hours
CURRENCY
.
The national currency in Romania is the LEU. One Euro is approximately equal to 4,45 LEU (one USD
is approximate equal to 3.7 LEU) but the rates can fluctuate. All major credit cards are widely
accepted at most major hotels, department stores and restaurants. You may be requested to show
your passport.

CLIMATE
During the month of September, the weather is still warm and sunny. The average high temperature
is 20 °C.
ELECTRICITY
.
Romania's electrical current is 230 V; 50 Hz and sockets take the standard continental European dual
round-pronged plugs.
A plug adaptor is required for non-European appliances.
Please remember that simple adapters do not convert voltage or frequency.
A power converter is necessary for appliances requiring 110 V.
AIRPORT ARRIVAL
.
The official airport for arrivals is the Avram Iancu International Airport. The transportation from the
airport to the hotel will be arranged for all teams if needed. The organizer shall arrange the
transportation on September 16th 2016 from the Avram Iancu International Airport to Dej and on
September 19th 2016 back from Dej to the Avram Iancu International Airport free of charge.
ADDITIONAL ARRIVING INFORMATION
.
In case you decide to travel to Dej by car, bus or train and are in need of assistance, please inform
the Organizer.
TRANSPORTATION
.
During the time of the competition the Organizer will arrange the transportation from the hotel to
the venue site and from venue site back to the hotel.
EARLY ARRIVALS
.
Any National Federations arriving before the official arrival date of September 16th 2016, and staying
on after the official departure date of September 19th 2016 will be responsible for all their own
expenses. They will also be responsible for their own transportation. The Gold Imperial Class Hotel
expenses before the official arrival date of September 16th 2016 and after the official departure date
of September 19th 2016 will be approximately Euro €35 per day for a double room (with breakfast).

You are obligated to notify the Organizer of your early arrivals and staying after September 19th 2016
no later than September 1st, 2016.
JUDGES
.
All National Federations are reminded that their nominations for judges at the
Championships must be also included in the Final Entry Forms according to the
Amendments to the Rules: ”That a National Federation must provide on the Final Entry
Form the names of all judges nominated to officiate at the competition, failing which the
individual will not be allowed to judge”. All IFBB/EBFF International Judges must be in
possession of a valid Judge’s Card.
BACKSTAGE ACCESS/DRESSING ROOM ACCES
.
Access to the backstage and/or dressing room areas shall be strictly limited to essential personnel
only. Coaches and trainers who assist athletes in the dressing room area must be of the same sex as
the athlete they are assisting.
CAMERA/VIDEOTAPE EQUIPMENT
Camera and/or videotape equipment shall be strictly prohibited in the backstage and/or dressing
room areas except when used by IFBB-authorized media persons and, in any event, these devices
shall be strictly prohibited in the dressing room area.
PRESS ACCREDITATION
.
Any press representatives that wish to obtain Press Accreditation for this event have to register
upon arrival and contact the Organizer..
SECRETARIAT
.
The Organizer will maintain a Secretariat at the Official Hotel, from 08:00 am, September 16th 2016
to 12:00 am, September 19th 2016. You may obtain information and assistance from the Secretariat.

FLIGHT RECONFIRMATION
.
For the reconfirmation of your flight, you may seek the assistance of the Secretariat. Please
reconfirm your flight 48 hours before arrival at the Gold Imperial Class Hotel.
MISREPRESENTATION
Misrepresentation is a serious breach of the
.
IFBB Code of Ethics and occurs when an “official”
of a National Federation deliberately misrepresents the number of Athletes and Delegates so as to
obtain free-of-charge accommodations, meals, onsite transportation, access to the competition and
Farewell Banquet, and other amenities at the expense of the Organizer.
Part of this misrepresentation may be a false claim that a person is an Athlete only to have that socalled Athlete fail to officially register as a competitor at the Weigh-in or, once having officially
registered, fail to compete.
Any National Federation found guilty of misrepresentation will be immediately disqualified from the
Championships and will be fined an amount equal to the Special Package Rate for each person
involved.
MEDICAL WITHDRAWAL
.
Once officially registered, no Athlete may withdraw from competition without the prior approval of
the Chief Judge. It is not acceptable for a National Federation to unilaterally withdraw an Athlete
without the prior approval of the Chief Judge, who has the right to verify the reason for the
withdrawal.
Any National Federation that fails to seek the prior approval of the Chief Judge before withdrawing
an Athlete shall, for that Athlete’s non-participation, be fined an amount equal to the Special
Package Rate.
ENTRY FORMS
.
Please return the PRELIMINARY ENTRY FORM to the Organizer as soon as possible but no later than
August 1st, 2016 and indicate your Federation`s intentions to participate and the number of people
from your country that will be attending the Championships.
You must return the FINAL ENTRY FORM with the name of the people in your team no later than
September 1st, 2016. Please indicate the weight and height of your athletes in the Final Entry Form.

Your cooperation is essential to ensuring your accommodations at the Hotels and assuring adequate
transportation for your team.
Please take note: All National Federations that do not advise in advance about their extra delegates
and supporters to the Organizer may have a risk to find out that the Hotel has no rooms available,
due to its limited capacity.
Please notify the Organizer about the number of your extra delegates/individuals.
FAILURE TO HONOR FINAL ENTRY FORM DEADLINE
.
Deadlines are set to assist the Organizer with arranging accommodations, meals, onsite
transportation and other activities. A failure to respect these deadlines is a breach of IFBB Rules.
If a National Federation fails to respect the deadline written on the Final Entry Form, each “Official
Participant” from that federation will be required to pay all of his or her own expenses, including
accommodations, meals, onsite transportation, and access to the competition and Farewell Banquet.

Please be advised that there will be four (5) bodyweight categories in Men’s Bodybuilding at the 8th Po
Nutrition Grand Prix: up to 70 kg, up to 80 kg, up to 90 kg, up to 100 kg, over 100 kg. Junior’s bodybuilding,
up to 70 kg, up to 80 kg, up to 90 kg and over 90 kg, Men’s Classic Bodybuilding, up to 171 cm, up to 175 cm
and over 175 cm. Men’s Physique, up to170 cm , up to174 cm , up to178 cm and over 178 cm. Bikini Fitness
up to 163 cm, up to 166 cm, up to 169 cm and over 169 cm. There will be one overall category for every
division.
IMPORTANT: Three (3) or more athletes – two (2) official delegates permitted. Less than three (3) athletes – one
official (1) delegate permitted. National Federations with no athletes may send one (1) official delegate; however,
this delegate will be responsible for all of his or her expenses. Any judges, coaches, or trainers who are not
official delegates will be responsible for all of their expenses. All National Federations must provide the names of
all judges in the Final Entry Form to officiate at the competition, failing which the individuals will not be allowed to
judge.
Consequences of failure to cooperate with the contest organizer: Failure to cooperate with the contest organizer
is contrary to the IFBB Code of Ethics and will result in the offending National Federations having to pay all of
their expenses, with no guarantee of accommodation at the official hotel. If the preliminary and/or the final entry
form is not submitted on time to the Organizing Committee the double amount of the registration fee will be
charged as a fine to the offending National Federations.
